Nếu hai thập niên đầu tiên của GĐPTVN tại Hoa Kỳ được đánh dấu bằng tiến trình hình thành hệ thống tổ chức, mở rộng đơn vị và đào tạo hàng ngũ Huynh trưởng, thì từ cuối thập niên 1990, tổ chức bắt đầu bước vào một giai đoạn với những yêu cầu khác trước. Khi nền tảng tổ chức đã được xác lập trên phạm vi toàn quốc, trọng tâm của công tác điều hành không còn chủ yếu nằm ở việc kiến thiết hệ thống, mà dần chuyển sang duy trì sự đồng thuận, hoàn thiện cơ chế điều hợp và bảo đảm tính thống nhất của một tổ chức đã trưởng thành.
Sự chuyển biến ấy diễn ra đồng thời với những thay đổi quan trọng trong đời sống Phật giáo Việt Nam tại Hoa Kỳ. Sau hơn hai mươi năm kể từ làn sóng định cư đầu tiên, hệ thống tự viện Việt Nam từng bước ổn định; nhiều tổ chức và Giáo hội Phật giáo hình thành cơ cấu hoạt động riêng; sinh hoạt Phật giáo trong cộng đồng người Việt bước sang một giai đoạn phát triển mới. GĐPTVN, với tư cách là một tổ chức giáo dục thanh, thiếu, đồng niên Phật tử,[127] tiếp tục duy trì hệ thống Nội quy-Quy chế Huynh trưởng, phương pháp giáo dục và cơ chế điều hành của mình, nhưng đời sống của các đơn vị vẫn gắn bó mật thiết với môi trường tự viện và các thiết chế Giáo hội mà mình đang nương tựa.[128]
Chính mối tương quan ấy tạo nên một bối cảnh lịch sử đặc biệt cho giai đoạn 1997–2008. Những chuyển biến trong đời sống Phật giáo Việt Nam tại Hoa Kỳ tác động đến môi trường sinh hoạt của Gia Đình Phật Tử; đồng thời, sự trưởng thành của Gia Đình Phật Tử cũng đặt ra những yêu cầu mới đối với phương thức điều hành, sự phối hợp giữa các cấp lãnh đạo và mối quan hệ với các tự viện địa phương. Những chuyển biến của tổ chức trong giai đoạn này vì vậy cần được nhìn nhận trong sự tương tác giữa nhiều yếu tố lịch sử, thay vì quy về một nguyên nhân riêng rẽ.
Cùng thời kỳ ấy, quan hệ giữa các Ban Hướng Dẫn GĐPTVN ngoài lãnh thổ Việt Nam cũng ngày càng được mở rộng. Khi các tổ chức tại Hoa Kỳ, Canada, Úc, châu Âu và nhiều quốc gia khác từng bước ổn định cơ cấu, nhu cầu nối kết, trao đổi kinh nghiệm và phối hợp hoạt động trở nên rõ nét hơn. Tuy nhiên, tiến trình liên kết của GĐPTVN Hải ngoại và những vấn đề điều hợp nội tại của GĐPTVN tại Hoa Kỳ là hai dòng phát triển có liên hệ với nhau nhưng không đồng nhất về bản chất.[129]
Sự phân biệt này có ý nghĩa quan trọng đối với cách đọc lịch sử giai đoạn 1997–2008. Đại hội Hợp nhất năm 2004 sẽ được khảo sát trong chương này như một nỗ lực điều hợp phát sinh từ thực trạng của GĐPTVN tại Hoa Kỳ, chứ không được mặc nhiên xem là kết quả trực tiếp của tiến trình liên kết giữa các Ban Hướng Dẫn GĐPTVN Hải ngoại. Đặt mỗi sự kiện trong đúng không gian tổ chức và hoàn cảnh lịch sử của nó cũng là cách tránh những diễn giải đơn tuyến đối với một giai đoạn mà nhiều tiến trình đã diễn ra đồng thời.
V.1. Bối cảnh Phật giáo Việt Nam tại Hoa Kỳ
và sự chuyển tiếp của GĐPTVN (cuối thập niên 1990)
Đến cuối thập niên 1990, cộng đồng người Việt tại Hoa Kỳ đã bước sang một giai đoạn phát triển tương đối ổn định. Sau hơn hai mươi năm kể từ làn sóng định cư đầu tiên, hệ thống chùa Việt Nam không còn giới hạn ở những cơ sở tạm thời được hình thành trong những năm đầu lưu vong, mà đã phát triển thành nhiều tự viện có quy mô, đảm nhiệm đồng thời các chức năng hoằng pháp, giáo dục, văn hóa và sinh hoạt cộng đồng. Song hành với quá trình ấy, các tổ chức và Giáo hội Phật giáo Việt Nam tại Hoa Kỳ cũng từng bước kiện toàn cơ cấu hoạt động, phản ánh một môi trường Phật giáo ngày càng đa dạng và ổn định hơn so với những năm đầu định cư.
Bấy giờ, GĐPTVN tại Hoa Kỳ tiếp tục phát triển với tư cách là một tổ chức giáo dục thanh, thiếu, đồng niên Phật tử, đặt nền tảng trên lý tưởng Bi – Trí – Dũng và phương pháp giáo dục đặc thù của mình. Với hệ thống Nội quy, Quy chế Huynh trưởng và cơ cấu điều hành riêng, tổ chức đồng thời vẫn sinh hoạt trong lòng các tự viện và duy trì mối quan hệ mật thiết với chư Tôn đức Tăng Ni cũng như các thiết chế Giáo hội mà từng đơn vị đang nương tựa. Sự hiện diện đồng thời của hai phương diện — tính liên tục của một thiết chế giáo dục cư sĩ và sự gắn bó với đời sống tự viện, Giáo hội — là một đặc điểm lịch sử xuyên suốt của GĐPTVN, từ quá trình hình thành tại Việt Nam đến sự phát triển trong môi trường hải ngoại.
Tuy nhiên, khi đời sống Phật giáo Việt Nam tại Hoa Kỳ ngày càng ổn định và đa dạng, một thực tế mới cũng dần hiện rõ trong sinh hoạt GĐPTVN. Khác với những năm đầu sau 1975, khi phần lớn đơn vị cùng đối diện với những khó khăn của đời sống định cư và mục tiêu trước mắt là duy trì sinh hoạt, đến cuối thế kỷ XX, các đơn vị đã trải qua hơn hai thập niên phát triển trong những môi trường tự viện và điều kiện địa phương không hoàn toàn giống nhau. Những khác biệt về hoàn cảnh sinh hoạt, phương thức điều hành và nhận thức tổ chức vì thế dần trở nên rõ nét hơn. Đây nên được hiểu như hệ quả của một quá trình phát triển lâu dài, hơn là một hiện tượng đột ngột xuất hiện tại một thời điểm riêng biệt.
Cùng thời gian đó, các Ban Hướng Dẫn GĐPTVN tại Canada, Úc và một số quốc gia châu Âu cũng từng bước ổn định tổ chức. Việc tăng cường liên lạc và phối hợp giữa các Ban Hướng Dẫn quốc gia vì thế trở thành một nhu cầu tự nhiên của quá trình phát triển. Không gian sinh hoạt chung của GĐPTVN Hải ngoại bắt đầu hiện rõ hơn từ bối cảnh này, hướng đến việc tăng cường kết nối, trao đổi kinh nghiệm và hỗ trợ lẫn nhau giữa các Ban Hướng Dẫn quốc gia trong những điều kiện xã hội và pháp lý khác nhau.[130] Tiến trình ấy có quan hệ với lịch sử GĐPTVN tại Hoa Kỳ, nhưng như đã xác định ở phần dẫn nhập, cần được phân biệt với những yêu cầu điều hợp đang hình thành trong nội bộ tổ chức tại Hoa Kỳ.
Đối với GĐPTVN tại Hoa Kỳ, những chuyển biến ấy làm nổi bật một nhu cầu đã bắt đầu hình thành từ cuối giai đoạn trước: tổ chức cần chuyển từ tư duy kiến thiết hệ thống sang tư duy điều hợp hệ thống. Sau hơn hai thập niên mở rộng đơn vị, đào tạo Huynh trưởng và xây dựng nền tảng tổ chức, trọng tâm từ cuối thập niên 1990 ngày càng đặt vào việc củng cố cơ chế điều hành, duy trì sự đồng thuận và thích ứng với những biến đổi của môi trường Phật giáo Việt Nam tại Hoa Kỳ.[131] Trong tiến trình đó, Đại hội Huynh trưởng toàn quốc kỳ V năm 1997 có thể được xem như một dấu mốc mở đầu cho giai đoạn chuyển tiếp mà chương này khảo sát.
V.2. Những chuyển biến trong đời sống tổ chức năm 1998
Sau Đại hội Huynh trưởng toàn quốc kỳ V, GĐPTVN tại Hoa Kỳ bước vào một giai đoạn mà những vấn đề liên quan đến cơ chế điều hành bắt đầu biểu hiện cụ thể hơn. Nếu trước đó trọng tâm của tổ chức chủ yếu là xây dựng nền móng, mở rộng đơn vị và kiện toàn các Miền, thì từ cuối thập niên 1990, một câu hỏi khác ngày càng trở nên rõ nét: làm thế nào duy trì một cơ chế sinh hoạt chung trong khi các đơn vị đang nương tựa những môi trường Giáo hội khác nhau.
Năm 1998, Đại hội Huynh trưởng Gia Đình Phật Tử Miền Thiện Minh nhiệm kỳ VIII được tổ chức tại chùa Cổ Lâm, Seattle, Washington, trong hai ngày 3 và 4 tháng 4 năm 1998, dưới sự chứng minh và chủ tọa của chư Tôn đức thuộc GHPGVNTN Hải Ngoại tại Hoa Kỳ. Trong tiến trình Đại hội đã xuất hiện những khác biệt về quan điểm điều hành, và Đại hội sau đó chuyển hướng thành Đại hội bầu Ban Hướng Dẫn Gia Đình Phật Tử Liên Miền Liễu Quán – Khuông Việt trực thuộc GHPGVNTN Hải Ngoại tại Hoa Kỳ nói trên.[132]
Điểm cần được phân tích thận trọng ở đây là sự kiện này không nên được nhìn như một biến cố biệt lập hay một sự cố nhất thời. Nó làm hiển lộ một vấn đề đã tồn tại trong cấu trúc sinh hoạt của GĐPTVN tại Hoa Kỳ: mối quan hệ giữa Gia Đình Phật Tử, với tư cách một tổ chức giáo dục cư sĩ có hệ thống điều hành riêng, và các thiết chế Giáo hội mà các đơn vị đang sinh hoạt trong lòng tự viện. Một số tư liệu biên khảo lịch sử ghi nhận rằng Ban Hướng Dẫn Trung ương GĐPTVN tại Hoa Kỳ không thể vận hành theo mô hình trực thuộc một hệ thống Giáo hội duy nhất, bởi phạm vi điều hành bao gồm nhiều đơn vị đang sinh hoạt tại các tự viện thuộc những hệ thống Giáo hội khác nhau.
Vấn đề sử học ở đây không nằm ở việc xác định bên nào đúng hay sai, mà ở chỗ hai cách hiểu về cơ chế tổ chức bắt đầu biểu hiện theo những hướng khác nhau. Một cách hiểu nhấn mạnh sự trực thuộc Giáo hội trong phạm vi sinh hoạt cụ thể; cách hiểu kia đặt trọng tâm vào chức năng điều hợp toàn quốc của Ban Hướng Dẫn Trung ương trong hoàn cảnh nhiều hệ thống Giáo hội cùng hiện diện. Cả hai đều phản ánh những mối quan tâm có thật trong đời sống Phật giáo Việt Nam tại Hoa Kỳ cuối thế kỷ XX, và cần được đặt trở lại trong hoàn cảnh lịch sử đã sản sinh ra chúng thay vì được đọc từ những lập trường hình thành về sau.
Bởi vậy, ý nghĩa của sự kiện năm 1998 không chỉ nằm ở sự thay đổi cơ cấu diễn ra sau Đại hội. Quan trọng hơn, đây là thời điểm những khác biệt về mô hình tổ chức, phạm vi điều hành và quan hệ giữa Gia Đình Phật Tử với môi trường Giáo hội bắt đầu biểu hiện rõ trong thực tế sinh hoạt. Sau Đại hội, đời sống tại các Miền và đơn vị vẫn tiếp tục, nhưng từ đây đã xuất hiện những khuynh hướng tổ chức khác nhau tại một số khu vực. Sự khác biệt ở cấp cơ cấu, vì thế, cần được phân biệt với sự tiếp nối của đời sống giáo dục tại cơ sở.
Chính sự phân biệt ấy giúp đặt biến chuyển năm 1998 vào đúng tỷ lệ lịch sử của nó. Những vấn đề điều hợp ở cấp lãnh đạo không làm cho công tác tu học, huấn luyện và sinh hoạt đơn vị đồng thời chấm dứt; ngược lại, các hoạt động ấy vẫn tiếp tục trong những điều kiện tổ chức khác nhau. Sự song hành giữa những vấn đề điều hợp ở cấp lãnh đạo và sự tiếp nối bền bỉ ở cấp đơn vị từ đây trở thành một trong những đặc điểm đáng chú ý của toàn bộ giai đoạn 1997–2008.
Nhìn rộng hơn, sự kiện tại Miền Thiện Minh cho thấy vấn đề Giáo hội không thể bị đặt ra ngoài lịch sử GĐPTVN, nhưng cũng không nên được xem như nguyên nhân duy nhất của mọi biến chuyển. Ý nghĩa sâu hơn của năm 1998 nằm ở chỗ nó làm hiện rõ một câu hỏi mà một tổ chức đã trưởng thành bắt đầu phải đối diện: làm thế nào duy trì tính thống nhất của hệ thống trong khi vẫn hiện diện giữa sự đa dạng của môi trường Giáo hội mà các đơn vị đang nương tựa. Theo nghĩa ấy, đây không phải một điểm đứt gãy đơn độc, mà là một biểu hiện quan trọng của chính giai đoạn chuyển tiếp đang được khảo sát.
V.3. Mở rộng sự liên kết giữa các Ban Hướng Dẫn GĐPTVN Hải ngoại (2001–2003)
Trong khi GĐPTVN tại Hoa Kỳ đang từng bước tìm lời giải cho những yêu cầu mới về công tác điều hành, đời sống GĐPTVN tại Hải ngoại cũng bước vào một giai đoạn phát triển đáng chú ý. Sau hơn hai thập niên hình thành tại nhiều quốc gia, các Ban Hướng Dẫn quốc gia dần ổn định về tổ chức, hệ thống huấn luyện và phương thức sinh hoạt. Từ thực tế ấy xuất hiện nhu cầu tăng cường liên hệ giữa các tổ chức GĐPTVN ngoài lãnh thổ Việt Nam, nhằm tạo nên một không gian chung để trao đổi kinh nghiệm, phối hợp Phật sự và gìn giữ bản sắc giáo dục truyền thống trong những điều kiện pháp lý, xã hội và Phật giáo khác nhau.[133]
Khác với những năm đầu sau 1975, khi ưu tiên hàng đầu là duy trì sự hiện diện của Gia Đình Phật Tử trong từng cộng đồng người Việt, những năm đầu thế kỷ XXI cho thấy một chuyển động mới: từ xây dựng tổ chức trong phạm vi từng quốc gia đến mở rộng sự phối hợp trên bình diện quốc tế. Các cuộc hội ngộ, hội nghị và sinh hoạt chung giữa các Ban Hướng Dẫn quốc gia tạo điều kiện cho việc trao đổi kinh nghiệm điều hành, hỗ trợ công tác huấn luyện Huynh trưởng và duy trì những giá trị giáo dục chung của GĐPTVN.[134] Sự liên kết này trước hết mang ý nghĩa phối hợp và tương trợ giữa những tổ chức đã hình thành trong các môi trường quốc gia khác nhau, hơn là sự chuyển dịch quyền điều hành từ từng quốc gia về một cơ cấu tập trung duy nhất.
Chính từ những hoạt động ấy, khái niệm “GĐPTVN Hải ngoại” dần được xác lập rõ hơn trong đời sống tổ chức, không đơn thuần như một cách gọi mang tính địa lý đối với các đơn vị ở ngoài Việt Nam, mà còn biểu thị một không gian gặp gỡ và phối hợp giữa các Ban Hướng Dẫn quốc gia. Trong không gian ấy, những kinh nghiệm được hình thành tại từng quốc gia có thể được chia sẻ, những Phật sự chung có thể được phối hợp, trong khi đặc điểm pháp lý, xã hội và môi trường Phật giáo của mỗi nơi vẫn đòi hỏi những phương thức tổ chức phù hợp. Sự liên kết trên bình diện Hải ngoại vì thế được đặt trong tương quan với tính độc lập về tổ chức và quyền tự quyết của từng Ban Hướng Dẫn quốc gia.[135] [136]
Điểm này đặc biệt quan trọng khi đặt tiến trình Hải ngoại bên cạnh những diễn biến đang xảy ra tại Hoa Kỳ. Hai tiến trình diễn ra trong cùng một thời kỳ và có quan hệ với nhau, nhưng không có cùng phạm vi và mục tiêu lịch sử. Sự liên kết Hải ngoại đáp ứng nhu cầu nối kết giữa các Ban Hướng Dẫn quốc gia; trong khi tại Hoa Kỳ, vấn đề nổi lên từ cuối thập niên 1990 lại là khả năng điều hợp một hệ thống đã phát triển trên phạm vi toàn quốc và đang sinh hoạt trong nhiều môi trường Giáo hội khác nhau. Phân biệt hai bình diện này không nhằm tách lịch sử GĐPTVN tại Hoa Kỳ khỏi lịch sử GĐPTVN Hải ngoại, mà để tránh dùng diễn biến của tiến trình này như lời giải thích trực tiếp cho tiến trình kia.
Nhìn trong toàn cảnh, giai đoạn 2001–2003 vì vậy đánh dấu một bước phát triển đáng kể của mạng lưới GĐPTVN trên bình diện quốc tế. Đối với lịch sử GĐPTVN tại Hoa Kỳ, ý nghĩa của tiến trình ấy trước hết nằm ở việc mở rộng không gian giao lưu, trao đổi kinh nghiệm và phối hợp với các Ban Hướng Dẫn tại những quốc gia khác. Nhưng sự mở rộng của không gian Hải ngoại không thay thế bài tính điều hành đang đặt ra bên trong GĐPTVN tại Hoa Kỳ. Trong khi quan hệ Hải ngoại tiếp tục được củng cố, nhu cầu tìm kiếm một cơ chế có khả năng quy tụ và phục hồi sự đồng thuận trong phạm vi Hoa Kỳ ngày càng trở nên rõ nét. Chính thực trạng ấy sẽ dẫn lịch sử đến Đại hội Hợp nhất năm 2004, một nỗ lực điều hợp cần được khảo sát trong phạm vi lịch sử của GĐPTVN tại Hoa Kỳ.
V.4. Thực trạng tổ chức của GĐPTVN tại Hoa Kỳ trước Đại hội Hợp nhất
Trong khi tiến trình phối hợp giữa các Ban Hướng Dẫn GĐPTVN Hải ngoại tiếp tục được mở rộng trong những năm đầu thế kỷ XXI, thực trạng của GĐPTVN tại Hoa Kỳ lại đặt ra những yêu cầu thuộc một bình diện khác. Những chuyển biến xuất hiện từ cuối thập niên 1990 không những phản ánh sự trưởng thành của tổ chức mà còn cho thấy cơ chế điều hành được hình thành trong giai đoạn kiến thiết bắt đầu đứng trước những đòi hỏi mới của một hệ thống đã phát triển trên quy mô toàn quốc.[137] Vấn đề lúc này không còn chủ yếu là xây dựng thêm cơ cấu, mà là làm thế nào để những cơ cấu đã hình thành có thể tiếp tục vận hành trong một hoàn cảnh ngày càng đa dạng.
Những yêu cầu ấy xuất phát từ nhiều yếu tố khác nhau. Sự phát triển không đồng đều giữa các Miền, sự đa dạng của môi trường tự viện và Giáo hội nơi các đơn vị sinh hoạt, cùng những cách tiếp cận khác nhau đối với cơ chế điều hành đã khiến việc duy trì một tiếng nói chung trở nên phức tạp hơn so với giai đoạn trước. Đây không phải là những yếu tố hoàn toàn mới xuất hiện, mà là những vấn đề trở nên rõ hơn khi phạm vi hoạt động của tổ chức ngày càng mở rộng và các điều kiện địa phương ngày càng phân hóa. Chính ở điểm này, yêu cầu điều hợp bắt đầu mang một ý nghĩa khác với công tác điều hành trong thời kỳ kiến thiết: không chỉ duy trì hoạt động của hệ thống, mà còn phải tìm kiếm khả năng đồng thuận giữa những thành phần đang cùng tồn tại trong hệ thống ấy.
Trong bối cảnh đó, Ban Hướng Dẫn Trung ương vẫn tiếp tục thực hiện các hoạt động điều hành, huấn luyện và phát triển đơn vị trên phạm vi toàn quốc. Các trại huấn luyện, những kỳ hội họp thường niên và sinh hoạt của các Miền vẫn được duy trì. Điều này cho thấy đời sống giáo dục của GĐPTVN tại Hoa Kỳ không bị gián đoạn, mặc dù ở cấp điều hành đã xuất hiện những vấn đề cần được giải quyết bằng một cơ chế đối thoại và đồng thuận rộng rãi hơn.[138] Chính sự tồn tại đồng thời của hai thực tế — những khó khăn trong điều hợp ở cấp tổ chức và sự tiếp nối của sinh hoạt ở cấp cơ sở — là một đặc điểm cần được ghi nhận khi khảo sát giai đoạn này.
Bởi vậy, những khác biệt trong quan niệm tổ chức không đồng nghĩa với sự đứt gãy của đời sống Gia Đình Phật Tử. Ở nhiều địa phương, các đơn vị vẫn duy trì đều đặn sinh hoạt tu học, huấn luyện và phụng sự cộng đồng; hàng ngũ Huynh trưởng vẫn tiếp tục đảm nhận trách nhiệm hướng dẫn Đoàn sinh trong những điều kiện cụ thể của từng đơn vị. Sự tiếp nối ấy không làm cho những vấn đề ở cấp điều hành trở nên kém quan trọng, nhưng cho thấy cần phân biệt giữa những biến chuyển của cơ cấu tổ chức và sự liên tục của đời sống giáo dục. Chính nền tảng đơn vị cơ sở đã giữ cho dòng sinh hoạt GĐPTVN tại Hoa Kỳ tiếp tục được nối dài trong một thời kỳ có nhiều biến chuyển.
Đến đầu những năm 2000, nhu cầu tìm kiếm một cơ chế có khả năng tập hợp các thành phần khác nhau trong tổ chức ngày càng trở nên rõ nét. Đây không phải là nhu cầu hình thành một tổ chức mới, mà là nỗ lực khôi phục sự đồng thuận trong phạm vi GĐPTVN tại Hoa Kỳ, trên cơ sở Nội quy, mục đích giáo dục và những giá trị nền tảng đã được xác lập qua các giai đoạn trước. Vấn đề đặt ra vì thế không đơn thuần là lựa chọn một mô hình hành chính khác, mà là tìm kiếm một phương thức điều hợp có khả năng duy trì tính liên tục của hệ thống trong khi vẫn tạo được không gian đối thoại giữa những cách nhìn khác nhau về tổ chức. Chính từ yêu cầu lịch sử ấy, Đại hội Hợp nhất năm 2004 được triệu tập như một nỗ lực tạo dựng lại một diễn đàn chung và phục hồi sự đồng thuận trong phạm vi GĐPTVN tại Hoa Kỳ.
Nếu giai đoạn 2001–2003 đồng thời chứng kiến sự mở rộng của GĐPTVN Hải ngoại trên bình diện quốc tế, thì đối với GĐPTVN tại Hoa Kỳ, nhiệm vụ trước mắt lại nằm ở việc tìm kiếm một cơ chế điều hợp phù hợp với thực trạng của chính mình. Hai tiến trình diễn ra song song và có những điểm giao thoa về con người, sinh hoạt và môi trường Phật giáo, nhưng không thay thế hay tự động giải thích cho nhau.[139] Chính sự phân biệt giữa hai bình diện này giúp xác định đúng ý nghĩa lịch sử của Đại hội Hợp nhất năm 2004: một nỗ lực xuất phát trước hết từ những yêu cầu điều hợp đã tích tụ bên trong GĐPTVN tại Hoa Kỳ.
V.5. Đại hội Hợp nhất GĐPTVN tại Hoa Kỳ (2004)
Những yêu cầu điều hợp tích tụ từ cuối thập niên 1990 và ngày càng rõ nét trong những năm đầu thế kỷ XXI cuối cùng dẫn đến Đại hội Hợp nhất GĐPTVN tại Hoa Kỳ năm 2004. Nếu những giai đoạn trước chủ yếu đặt trọng tâm vào việc xây dựng và mở rộng hệ thống, thì đến thời điểm này, vấn đề đặt ra là kiện toàn cơ chế điều hành, duy trì sự phối hợp giữa các Miền và bảo đảm tính liên tục của một tổ chức đã được xây dựng qua hơn hai thập niên hoạt động.[140] Theo ý nghĩa đó, Đại hội không xuất phát từ nhu cầu hình thành một tổ chức mới, mà từ yêu cầu tìm kiếm một phương thức điều hợp phù hợp hơn với thực trạng của chính GĐPTVN tại Hoa Kỳ.
Trong bối cảnh ấy, Đại hội Hợp nhất GĐPTVN tại Hoa Kỳ được tổ chức năm 2004 như một nỗ lực thiết lập lại cơ chế điều hành chung cho tổ chức trong phạm vi Hoa Kỳ. Điều cần được xác định rõ về mặt sử học là phạm vi của Đại hội giới hạn trong GĐPTVN tại Hoa Kỳ. Đại hội không được triệu tập để xây dựng một cơ cấu điều hành cho GĐPTVN Hải ngoại, cũng không nhằm thay đổi tiến trình phối hợp giữa các Ban Hướng Dẫn quốc gia đang hình thành trong cùng thời kỳ.[141] Sự phân định này đặc biệt cần thiết, bởi hai tiến trình có những mối liên hệ lịch sử và nhân sự nhất định, nhưng phát sinh từ những nhu cầu tổ chức khác nhau.
Theo các văn kiện của Đại hội, nội dung làm việc tập trung vào việc đánh giá thực trạng tổ chức, thảo luận phương thức điều hành trong giai đoạn mới, kiện toàn nhân sự Ban Hướng Dẫn Trung ương và xác lập những nguyên tắc phối hợp cần thiết cho sinh hoạt chung của GĐPTVN tại Hoa Kỳ. Những quyết nghị được thông qua phản ánh nỗ lực tìm kiếm một nền tảng điều hợp có thể được các thành phần tham dự Đại hội cùng chấp nhận, trên cơ sở tôn trọng Nội quy, truyền thống tổ chức và mục đích giáo dục của GĐPTVN.[142] Ở đây, ý nghĩa của Đại hội không những nằm ở những quyết định về nhân sự hay cơ cấu, mà còn ở việc những vấn đề đã tích tụ trong đời sống tổ chức được đưa trở lại một diễn đàn chung để thảo luận và giải quyết bằng phương thức tập thể.
Từ góc độ lịch sử, điều đáng chú ý không nằm ở việc Đại hội có giải quyết được toàn bộ những khác biệt đã hình thành trước đó hay không. Một Đại hội, dù có ý nghĩa quan trọng đến đâu, cũng khó có thể tự thân hóa giải trong một thời điểm những vấn đề đã hình thành qua nhiều năm và gắn với những điều kiện khác nhau về địa phương, môi trường tự viện, quan hệ Giáo hội và nhận thức tổ chức. Giá trị của sự kiện năm 2004 trước hết thể hiện ở chỗ GĐPTVN tại Hoa Kỳ đã lựa chọn đối thoại và Đại hội như một phương thức giải quyết những vấn đề của tổ chức, thay vì từ bỏ cơ chế sinh hoạt chung đã được xây dựng qua nhiều thập niên. Chính lựa chọn ấy phản ánh nỗ lực duy trì tính liên tục của tổ chức trong một giai đoạn nhiều biến chuyển.
Nhìn theo chiều dài của tiến trình này, chữ “Hợp nhất” vì thế không nên được hiểu theo nghĩa một tổ chức hoàn toàn mới được hình thành từ những thành phần trước đó không có chung một lịch sử. Những đơn vị, các Miền và hàng ngũ Huynh trưởng tham dự tiến trình này đều đã thuộc về một dòng sinh hoạt GĐPTVN được hình thành và phát triển tại Hoa Kỳ qua nhiều giai đoạn. Điều được tìm kiếm tại Đại hội trước hết là khả năng phục hồi sự đồng thuận và tái lập một không gian điều hợp chung trên nền tảng của sự liên tục ấy. Cách hiểu này cũng giúp đặt Đại hội năm 2004 đúng vào trục lịch sử, từ những khác biệt đã biểu hiện rõ hơn cuối thập niên 1990 đến một nỗ lực giải quyết chúng bằng cơ chế tập thể.
Đại hội Hợp nhất năm 2004 vì vậy cần được nhìn nhận như một dấu mốc quan trọng trong tiến trình điều hợp của GĐPTVN tại Hoa Kỳ, hơn là điểm kết thúc của mọi khác biệt. Những vấn đề về tổ chức vẫn tiếp tục được đặt ra trong các năm sau đó, nhưng Đại hội đã xác lập một nguyên tắc có ý nghĩa lâu dài đó là, những điều chỉnh liên quan đến cơ cấu và sinh hoạt chung của tổ chức cần được thực hiện thông qua cơ chế tập thể, trong sự tôn trọng nền tảng Nội quy của GĐPTVN.[143] Chính từ điểm này, câu hỏi lịch sử chuyển sang một bình diện khác: những nguyên tắc và cơ chế được xác lập tại Đại hội đã được vận hành như thế nào trong thực tế của những năm tiếp theo?
V.6. GĐPTVN tại Hoa Kỳ sau Đại hội Hợp nhất
Sau Đại hội Hợp nhất năm 2004, GĐPTVN tại Hoa Kỳ bước vào một giai đoạn tiếp tục kiện toàn cơ cấu và triển khai những định hướng đã được xác lập tại Đại hội. Ban Hướng Dẫn Trung ương tiếp tục đảm nhiệm vai trò điều hợp trên phạm vi toàn quốc; các Ban Hướng Dẫn Miền duy trì sinh hoạt tại địa phương; những chương trình tu học, huấn luyện và Phật sự chung tiếp tục được tổ chức. Trên phương diện cơ cấu, Đại hội đã tạo thêm một nền tảng để các thành phần trong tổ chức nối lại sự phối hợp và tiếp tục những hoạt động chung trong một khuôn khổ đã được xác lập.[144]
Tuy nhiên, những quyết nghị của Đại hội không đồng nghĩa với việc mọi khác biệt trong đời sống tổ chức lập tức được giải quyết. Những vấn đề đã hình thành qua nhiều năm, gắn với hoàn cảnh địa phương, môi trường tự viện, quan hệ Giáo hội và những cách hiểu khác nhau về cơ chế điều hành, vẫn cần thời gian để được điều chỉnh trong thực tế. Một số khác biệt tiếp tục tồn tại sau Đại hội, cho thấy khoảng cách giữa sự đồng thuận được xác lập trên bình diện nghị quyết và khả năng thực hiện sự đồng thuận ấy trong đời sống tổ chức. Đây không phải là điều bất thường đối với một tiến trình điều hợp, mà phản ánh giới hạn thực tế của những giải pháp được hình thành tại một Đại hội.
Trong hoàn cảnh ấy, Ban Hướng Dẫn Trung ương tiếp tục triển khai các Phật sự, duy trì liên hệ giữa các Miền và tổ chức những chương trình huấn luyện nhằm bảo đảm sự tiếp nối của hàng ngũ Huynh trưởng. Các Ban Hướng Dẫn Miền và đơn vị cơ sở vẫn duy trì sinh hoạt trong những điều kiện cụ thể của từng địa phương. Những trại huấn luyện, chương trình tu học, sinh hoạt thanh thiếu niên và các Phật sự chung tiếp tục tạo nên mạch sinh hoạt thực tế của GĐPTVN tại Hoa Kỳ sau năm 2004.[145] Chính qua những hoạt động này, các quyết nghị về cơ cấu mới có điều kiện đi từ văn kiện Đại hội vào đời sống của tổ chức.
Điều đó cũng cho thấy hiệu quả của một Đại hội không thể chỉ được đánh giá bằng những quyết nghị được thông qua tại thời điểm Đại hội diễn ra. Đối với một tổ chức giáo dục có phạm vi hoạt động rộng như GĐPTVN tại Hoa Kỳ, những quyết định ở cấp trung ương chỉ thực sự có ý nghĩa khi có thể được chuyển hóa thành sự phối hợp giữa các Miền, công tác huấn luyện, sự tiếp nối nhân sự và sinh hoạt ổn định tại các đơn vị. Vì thế, những năm sau 2004 cần được khảo sát như một quá trình vận hành và kiểm nghiệm cơ chế điều hành, hơn là một giai đoạn trong đó mọi vấn đề đã được giải quyết bởi một biến cố duy nhất.
Mặt khác, sự tiếp tục của những khác biệt sau Đại hội cũng không nên dẫn đến kết luận rằng nỗ lực Hợp nhất không mang lại ý nghĩa lịch sử. Giá trị của Đại hội nằm ở việc tạo dựng một cơ sở chung để những Phật sự có tính toàn quốc có thể tiếp tục được triển khai, đồng thời duy trì một khuôn khổ để các vấn đề tổ chức còn tồn tại có thể tiếp tục được thảo luận trong những nhiệm kỳ sau.[146] Nếu nhìn Đại hội như một tiến trình thay vì một điểm kết thúc, những năm sau 2004 cho thấy chính khả năng tiếp tục đối thoại, phối hợp và vận hành tổ chức mới là thước đo thực tế của những nguyên tắc đã được xác lập.
Từ góc nhìn lịch sử tổ chức, giai đoạn sau năm 2004 vì thế cho thấy cả ý nghĩa lẫn giới hạn của một giải pháp điều hợp bằng Đại hội. Đại hội có thể xác lập nguyên tắc, kiện toàn cơ cấu và mở lại một không gian phối hợp chung, nhưng hiệu quả của những quyết nghị ấy vẫn phụ thuộc vào quá trình vận hành qua từng nhiệm kỳ, từng Miền và trong thực tế của từng đơn vị. Ý nghĩa của Đại hội Hợp nhất không nằm ở việc chấm dứt mọi khác biệt, mà ở việc duy trì được một khuôn khổ để những Phật sự chung tiếp tục được thực hiện trong khi tổ chức còn phải thích ứng với những vấn đề chưa hoàn toàn được giải quyết.
Chính sự song hành giữa điều chỉnh cơ cấu và tiếp nối đời sống giáo dục tạo nên đặc điểm của những năm sau Đại hội Hợp nhất. Nếu ở cấp điều hành, tổ chức còn phải tiếp tục tìm kiếm những phương thức phối hợp thích hợp, thì ở cấp cơ sở, lý tưởng giáo dục, công tác huấn luyện và sinh hoạt của các đơn vị vẫn là nơi tính liên tục của GĐPTVN được thể hiện cụ thể nhất. Từ đây, việc khảo sát lịch sử cần đi sâu hơn một bước: không chỉ nhìn vào những thay đổi của bộ máy điều hành, mà còn nhận diện những giá trị nào đã được gìn giữ xuyên qua chính những biến chuyển ấy.
V.7. Những giá trị được gìn giữ trong giai đoạn chuyển tiếp
Nếu chỉ khảo sát giai đoạn 1997–2008 qua các Đại hội, những thay đổi về cơ cấu hay những vấn đề điều hợp ở cấp lãnh đạo, lịch sử GĐPTVN tại Hoa Kỳ sẽ dễ bị thu hẹp thành lịch sử của bộ máy tổ chức. Trong thực tế, bên dưới những chuyển biến ấy vẫn tồn tại một dòng sinh hoạt liên tục được duy trì tại các Miền và đơn vị cơ sở. Chính đời sống thường nhật của các Gia Đình, sự hiện diện của hàng ngũ Huynh trưởng và sự tiếp nối của các thế hệ Đoàn sinh đã tạo nên nền tảng bền vững hơn cho sự tồn tại của tổ chức.[147] Đây là bình diện lịch sử ít được ghi lại bằng nghị quyết hay biên bản Đại hội, nhưng lại là nơi có thể nhận diện rõ nhất sức sống của một tổ chức giáo dục.
Trong suốt giai đoạn chuyển tiếp, công tác huấn luyện Huynh trưởng vẫn giữ một vị trí đặc biệt. Các trại Lộc Uyển, A Dục, Huyền Trang và Vạn Hạnh, cùng những chương trình tu học và đào tạo được tổ chức tại các Miền, tiếp tục tạo điều kiện để các thế hệ Huynh trưởng học tập, rèn luyện và nhận lãnh trách nhiệm.[148] Trong một tổ chức đặt trọng tâm vào giáo dục con người, sự tiếp nối ấy có ý nghĩa vượt ra ngoài nhu cầu bổ sung nhân sự. Huấn luyện còn là phương thức để kinh nghiệm, phương pháp giáo dục, tinh thần trách nhiệm và lý tưởng phụng sự được truyền từ thế hệ này sang thế hệ khác. Bởi vậy, khả năng tiếp tục đào tạo Huynh trưởng trong những năm có nhiều biến chuyển về cơ cấu là một chỉ dấu quan trọng của tính liên tục trong đời sống GĐPTVN.
Song hành với huấn luyện là đời sống tu học và sinh hoạt của Đoàn sinh. Những buổi sinh hoạt định kỳ, chương trình Phật pháp, hoạt động thanh thiếu niên, trại, khóa tu và các Phật sự tại địa phương vẫn được duy trì tùy theo điều kiện của từng đơn vị. Nội quy, chương trình tu học và phương pháp giáo dục tiếp tục tạo nên nền tảng chung để các đơn vị thực hiện mục đích đào tạo thanh, thiếu, đồng niên trở thành những Phật tử chân chính.[149] Ở bình diện này, sự liên tục của tổ chức không biểu hiện trước hết bằng tên gọi của một cơ cấu điều hành, mà bằng việc lý tưởng giáo dục vẫn được chuyển thành những sinh hoạt cụ thể trong đời sống của Huynh trưởng và Đoàn sinh.
Một yếu tố khác cần được ghi nhận là vai trò của tự viện và chư Tôn đức Tăng Ni trong việc duy trì môi trường sinh hoạt của các đơn vị. Dù những cách hiểu về quan hệ giữa tổ chức Gia Đình Phật Tử và các thiết chế Giáo hội có thể khác nhau trong từng hoàn cảnh, phần lớn các đơn vị vẫn sinh hoạt tại chùa, tham dự các Phật sự và nhận sự hướng dẫn tinh thần từ chư Tôn đức. Mối quan hệ ấy không những cung cấp một không gian vật chất cho sinh hoạt mà còn đặt hoạt động giáo dục của Gia Đình Phật Tử trong môi trường tu học và đời sống Phật giáo cụ thể. Chính sự gắn bó với tự viện đã giúp nhiều đơn vị duy trì một không gian văn hóa và tâm linh cần thiết cho việc giáo dục những thế hệ sinh trưởng tại Hoa Kỳ.
Trong môi trường ấy, vai trò của Huynh trưởng tại đơn vị cơ sở càng trở nên quan trọng. Họ là những người trực tiếp chuyển tải chương trình tu học, tổ chức sinh hoạt, hướng dẫn Đoàn sinh và đồng thời điều chỉnh phương thức giáo dục cho phù hợp với điều kiện của thế hệ trẻ lớn lên trong xã hội Hoa Kỳ. Những kinh nghiệm được tích lũy từ sinh hoạt thực tế tại đơn vị vì thế không đơn thuần chỉ là duy trì những gì đã có, mà còn góp phần làm cho truyền thống giáo dục của GĐPTVN có khả năng tiếp tục hiện diện trong một môi trường văn hóa khác. Tính liên tục ở đây không đồng nghĩa với sự bất biến; nó được thể hiện qua khả năng bảo lưu những giá trị nền tảng trong khi phương thức thực hành có thể thích ứng với hoàn cảnh.[150]
Nhìn từ bình diện này, những biến chuyển về cơ cấu trong giai đoạn 1997–2008 chỉ là một phần của lịch sử GĐPTVN tại Hoa Kỳ. Song song với lịch sử của Đại hội, Ban Hướng Dẫn và những phương thức điều hợp còn có lịch sử của lớp học Phật pháp, sân sinh hoạt, trại huấn luyện, những buổi lễ và những công việc âm thầm tại từng đơn vị. Hai bình diện ấy không tách rời nhau: cơ cấu tổ chức tạo điều kiện cho sinh hoạt được phối hợp, trong khi chính đời sống tại cơ sở đem lại nội dung thực tế cho sự tồn tại của cơ cấu. Nếu thiếu một trong hai, việc nhận định về sự liên tục hay biến chuyển của tổ chức đều có thể trở nên phiến diện.
Bởi vậy, giá trị được gìn giữ sâu nhất trong giai đoạn chuyển tiếp không giới hạn chỉ là sự tồn tại của một hệ thống tổ chức, mà còn là tính liên tục của một truyền thống giáo dục và phụng sự. Qua những thay đổi về cơ cấu, phương thức điều hành và môi trường Giáo hội, mục đích giáo dục, công tác tu học, truyền thống huấn luyện và tinh thần trách nhiệm của người Huynh trưởng vẫn tiếp tục được trao truyền. Chính dòng chảy ấy giúp giải thích vì sao GĐPTVN tại Hoa Kỳ có thể trải qua những thời kỳ điều chỉnh về tổ chức mà không đánh mất hoàn toàn nền tảng đã tạo nên căn tính của mình. Cơ cấu có thể được điều chỉnh theo từng hoàn cảnh lịch sử; nhưng khả năng gìn giữ và trao truyền những giá trị giáo dục mới là nơi tính liên tục của tổ chức được kiểm chứng lâu dài nhất.
V.8. Bài học lịch sử
Nhìn lại toàn bộ giai đoạn 1997–2008, một trong những bài học quan trọng có thể rút ra là sự phát triển của một tổ chức không diễn ra theo một đường thẳng. Khi GĐPTVN tại Hoa Kỳ vượt qua giai đoạn tái lập và từng bước trưởng thành về cơ cấu, chính sự phát triển ấy lại làm nảy sinh những yêu cầu mới về phương thức điều hành, khả năng phối hợp và sự thích ứng với một môi trường Phật giáo ngày càng đa dạng. Những vấn đề xuất hiện trong giai đoạn chuyển tiếp vì thế không nhất thiết phải được hiểu như dấu hiệu của sự suy yếu; trong nhiều trường hợp, chúng phản ánh những câu hỏi mà một tổ chức đã phát triển đến một quy mô nhất định phải đối diện khi những cơ chế từng hữu hiệu trong giai đoạn trước cần được điều chỉnh cho phù hợp với hoàn cảnh mới.[151]
Bài học thứ hai liên quan đến mối quan hệ giữa GĐPTVN và các thiết chế Giáo hội. Lịch sử hình thành và phát triển của Gia Đình Phật Tử cho thấy tổ chức chưa bao giờ tồn tại bên ngoài đời sống Phật giáo. Tự viện, chư Tôn đức Tăng Ni và môi trường Giáo hội là những thành tố quan trọng trong không gian sinh hoạt, tu học và giáo dục của nhiều đơn vị. Đồng thời, với tư cách một tổ chức giáo dục thanh, thiếu, đồng niên Phật tử có Nội quy, chương trình tu học, hệ thống huấn luyện và cơ chế điều hành của mình, GĐPTVN cũng cần duy trì tính liên tục của phương pháp giáo dục và khả năng điều hợp tổ chức trong những môi trường Giáo hội khác nhau.[152] Kinh nghiệm của giai đoạn này cho thấy hai phương diện ấy không nhất thiết đối lập: vấn đề nằm ở việc tìm được một tương quan thích hợp để vừa duy trì sự gắn bó với đời sống Tăng-già và tự viện, vừa bảo đảm cho hoạt động giáo dục được vận hành nhất quán trên phạm vi rộng.
Từ đó, một bài học khác cũng trở nên rõ hơn: không nên đồng nhất tính ổn định của bộ máy điều hành với sức sống của toàn bộ tổ chức. Trong một thiết chế giáo dục như GĐPTVN, cơ cấu trung ương giữ vai trò điều hợp, định hướng và tạo điều kiện cho những Phật sự chung; nhưng khả năng trường tồn còn phụ thuộc vào mức độ mà lý tưởng và phương pháp giáo dục tiếp tục được thực hành tại đơn vị cơ sở. Một thời kỳ có những vấn đề về điều hành không nhất thiết đồng nghĩa với việc đời sống giáo dục đồng thời bị gián đoạn; ngược lại, một cơ cấu ổn định trên văn kiện cũng chưa đủ để bảo đảm sức sống nếu việc tu học, huấn luyện và sinh hoạt tại đơn vị không còn khả năng tiếp nối. Chính sự phân biệt này giúp lý giải vì sao những biến chuyển ở cấp lãnh đạo có thể diễn ra trong khi dòng tu học, huấn luyện và phụng sự tại nhiều địa phương vẫn tiếp tục.[153]
Kinh nghiệm của giai đoạn 1997–2008 đồng thời cho thấy giá trị của cơ chế đối thoại và quyết định tập thể trong đời sống một tổ chức đã phát triển trên phạm vi rộng. Những khác biệt về nhận thức tổ chức, quan hệ Giáo hội hay phương thức điều hành khó có thể được giải quyết bền vững chỉ bằng những quyết định đơn tuyến. Việc triệu tập Đại hội, đưa những khác biệt trở lại diễn đàn chung và tìm kiếm sự đồng thuận trên nền tảng Nội quy cho thấy một phương thức ứng xử có ý nghĩa đối với sự liên tục của tổ chức. Đồng thuận trong trường hợp này không nhất thiết có nghĩa mọi khác biệt đều biến mất, mà là khả năng duy trì một không gian chung trong đó những khác biệt có thể được nhận diện, thảo luận và điều chỉnh mà không làm mất đi nền tảng giáo dục đã nối kết các thành viên với nhau.
Một bài học khác liên quan đến chính khái niệm thống nhất. Lịch sử của giai đoạn này cho thấy thống nhất không nên được hiểu như sự đồng nhất tuyệt đối về hoàn cảnh, cách thức sinh hoạt hay nhận thức giữa mọi Miền và mọi đơn vị. Một tổ chức trải rộng trên lãnh thổ Hoa Kỳ tất yếu hoạt động trong những điều kiện địa phương, cộng đồng và tự viện khác nhau. Bởi vậy, khả năng duy trì những nguyên tắc và mục đích chung trong khi chấp nhận một mức độ đa dạng cần thiết của thực tiễn mới là một trong những thử thách lâu dài của công tác điều hợp. Nhìn theo hướng ấy, sự thống nhất của GĐPTVN không chỉ được đo bằng sự đồng dạng của cơ cấu, mà còn bằng khả năng các thành phần khác nhau vẫn nhận ra mình thuộc về một truyền thống giáo dục và một trách nhiệm chung.
Điều này cũng giúp nhìn lại ý nghĩa của những điều chỉnh cơ cấu trong suốt giai đoạn chuyển tiếp. Cơ cấu không phải là cứu cánh tự thân của một tổ chức giáo dục. Việc kiện toàn Ban Hướng Dẫn, điều chỉnh phương thức phối hợp hay tổ chức các Đại hội chỉ có ý nghĩa lâu dài khi những thay đổi ấy tạo điều kiện cho công tác tu học, huấn luyện, giáo dục Đoàn sinh và phụng sự được tiếp tục. Ngược lại, đời sống cơ sở cũng cần một cơ chế điều hợp đủ hiệu quả để những kinh nghiệm địa phương không trở thành những dòng sinh hoạt hoàn toàn biệt lập. Bài học của giai đoạn này vì thế không phải lựa chọn giữa cơ cấu và đời sống, mà là nhận ra mối quan hệ tương hỗ giữa hai bình diện: cơ cấu phục vụ đời sống giáo dục, còn chính đời sống giáo dục đem lại lý do tồn tại và sức sống thực tế cho cơ cấu.
Từ góc độ phương pháp sử học, kinh nghiệm ấy đặt ra một yêu cầu quan trọng đối với việc viết lịch sử GĐPTVN: cần phân biệt nhưng không tách rời lịch sử của cơ cấu điều hành với lịch sử của đời sống giáo dục. Đại hội, nghị quyết, các Ban Hướng Dẫn và những thay đổi về phương thức điều hành cho thấy tổ chức được quản trị như thế nào; trong khi đơn vị cơ sở, các chương trình tu học, trại huấn luyện và sự tiếp nối của Huynh trưởng, Đoàn sinh cho thấy truyền thống ấy được sống và trao truyền ra sao. Chỉ khi đặt hai bình diện ấy cạnh nhau mới có thể nhận diện đầy đủ tính liên tục của GĐPTVN tại Hoa Kỳ qua những thời kỳ mà cơ cấu tổ chức và hoàn cảnh lịch sử đều có thể biến đổi.
Bởi vậy, bài học sâu hơn của giai đoạn 1997–2008 không nằm ở việc tìm kiếm một mô hình tổ chức bất biến cho mọi thời kỳ, mà ở khả năng điều chỉnh cơ chế mà không đánh mất mục đích giáo dục đã làm nên lý do tồn tại của tổ chức. Một truyền thống có thể tiếp tục không phải vì mọi hình thức của nó được giữ nguyên, mà vì giữa những thay đổi của hoàn cảnh, những giá trị căn bản vẫn có khả năng được nhận diện, thực hành và trao truyền. Đó cũng là điểm từ đó lịch sử GĐPTVN tại Hoa Kỳ bước sang một câu hỏi rộng hơn: sau giai đoạn tái lập, trưởng thành và điều hợp, tổ chức đã tạo được những điều kiện nào để tiếp tục.
NHẬN ĐỊNH SỬ HỌC
Giai đoạn 1997–2008 có thể được xem là một thời kỳ chuyển tiếp quan trọng trong lịch sử GĐPTVN tại Hoa Kỳ. Nếu những thập niên đầu sau năm 1975 chủ yếu được đánh dấu bởi nhu cầu tái lập, mở rộng đơn vị, đào tạo Huynh trưởng và từng bước hình thành một cơ cấu trên phạm vi toàn quốc, thì từ cuối thập niên 1990, vấn đề trung tâm của tổ chức đã chuyển sang một bình diện khác: từ kiến thiết hệ thống sang điều hợp một hệ thống đã hình thành và trưởng thành. Sự chuyển đổi ấy không diễn ra trong một thời điểm duy nhất, cũng không thể quy vào một sự kiện riêng rẽ, mà là kết quả của nhiều tiến trình đồng thời trong đời sống tổ chức và trong môi trường Phật giáo Việt Nam tại Hoa Kỳ.
Đặt trong toàn bộ tiến trình lịch sử của GĐPTVN, ý nghĩa của những chuyển biến này không nằm ở việc chứng minh một “khủng hoảng” riêng biệt, mà ở chỗ chúng cho thấy vấn đề trung tâm của lịch sử đã thay đổi. Khi một thiết chế giáo dục đã đạt đến quy mô toàn quốc, câu hỏi không còn chủ yếu là làm thế nào để hình thành hay mở rộng, mà là làm thế nào duy trì sự thống nhất, khả năng kế thừa và sự phối hợp trong những hoàn cảnh ngày càng đa dạng. Những khác biệt xuất hiện trong giai đoạn này vì thế cần được đọc trong tiến trình phát triển ấy, thay vì bị tách khỏi bối cảnh và giải thích như những hiện tượng đơn tuyến.
Theo cách nhìn đó, những chuyển biến về quan hệ Giáo hội, cơ chế điều hành hay phương thức phối hợp giữa các thành phần của tổ chức không nên tự động được diễn giải như những điểm đứt gãy của lịch sử GĐPTVN tại Hoa Kỳ. Điều có ý nghĩa sử học hơn là khả năng của tổ chức trong việc tiếp tục vận hành, tìm kiếm những cơ chế đối thoại và điều chỉnh phương thức điều hợp khi môi trường lịch sử đã khác trước. Chính ở đây có thể nhận thấy một đặc điểm của giai đoạn chuyển tiếp: những cơ cấu được hình thành trong thời kỳ tái lập và trưởng thành không bị phủ nhận, nhưng bắt đầu phải được kiểm nghiệm và thích ứng trước những yêu cầu mới do chính quá trình phát triển của tổ chức tạo ra.
Trong cách đọc ấy, Đại hội Hợp nhất năm 2004 cần được đặt đúng phạm vi lịch sử của nó. Đây là một nỗ lực điều hợp phát sinh từ thực trạng của GĐPTVN tại Hoa Kỳ, chứ không nên được mặc nhiên xem là kết quả trực tiếp của tiến trình liên kết giữa các Ban Hướng Dẫn GĐPTVN Hải ngoại; đồng thời, sự kiện này cũng không thể được sử dụng như một lời giải thích duy nhất cho những chuyển biến rộng lớn hơn của Phật giáo Việt Nam tại Hoa Kỳ trong cùng thời kỳ. Ý nghĩa của Đại hội nằm ở việc tổ chức lựa chọn một cơ chế tập thể để tìm lại không gian đồng thuận, trong khi kết quả của tiến trình ấy còn phải được kiểm nghiệm qua đời sống tổ chức ở những năm tiếp theo.
Điều quan trọng hơn, lịch sử của giai đoạn 1997–2008 cho thấy sự thay đổi của cơ cấu điều hành không đồng nghĩa với sự gián đoạn của toàn bộ đời sống GĐPTVN. Bên dưới những điều chỉnh ở cấp tổ chức, công tác tu học, huấn luyện, sinh hoạt đơn vị và sự tiếp nối của các thế hệ Huynh trưởng, Đoàn sinh vẫn tạo nên một dòng liên tục. Giá trị nổi bật nhất của giai đoạn 1997–2008 vì thế không nằm ở những khác biệt đã từng xuất hiện, mà ở khả năng duy trì sự liên tục của dòng sinh hoạt GĐPTVN tại Hoa Kỳ trong khi chính tổ chức phải học cách điều hợp mình trước một hoàn cảnh ngày càng phức tạp.
Xét trong tiến trình dài hơn, giai đoạn này cũng giúp xác định rõ hơn các lớp phát triển của lịch sử GĐPTVN tại Hoa Kỳ. Nếu từ 1975 đến cuối thập niên 1980 có thể được đọc chủ yếu như thời kỳ tái lập, và từ cuối thập niên 1980 đến khoảng 1997 như thời kỳ trưởng thành, thì 1997–2008 là giai đoạn mà sự trưởng thành ấy bước vào thử thách của điều hợp và thích ứng. Đây không phải là một bước lùi của tiến trình trước, mà là một dạng câu hỏi mới chỉ có thể xuất hiện khi một tổ chức đã đủ lớn, đủ lâu dài và đủ đa dạng để chính sự phát triển của mình tạo ra những vấn đề mới cần giải quyết.
Theo nghĩa đó, chữ “chuyển tiếp” trong chương này không những mô tả khoảng thời gian nằm giữa hai giai đoạn, mà còn chỉ một sự thay đổi trong bản chất của vấn đề lịch sử. GĐPTVN tại Hoa Kỳ đã đi từ câu hỏi làm thế nào tái lập một truyền thống trên đất nước mới, sang làm thế nào trưởng thành bằng chính nguồn nhân lực và đời sống giáo dục được hình thành tại đây, rồi đến câu hỏi làm thế nào duy trì sự thống nhất và tính liên tục khi tổ chức phải vận hành trong một thực tại ngày càng đa dạng. Chính sự chuyển dịch của những câu hỏi ấy, hơn là bất kỳ một sự kiện riêng rẽ nào, tạo nên ý nghĩa sử học sâu nhất của giai đoạn 1997–2008.

AMID ORGANIZATIONAL TRANSFORMATIONS
AND THE CONTINUITY OF GREY-SHIRT LIFE (2008–2024)
If the first two decades of the Vietnamese Buddhist Youth Association in the United States (GĐPTVN in the United States) were marked by the formation of an organizational system, the expansion of local units, and the training of successive generations of Leaders, then from the late 1990s, the organization began to enter a period characterized by different demands. Once an organizational foundation had been established on a nationwide scale, the central concern of administration no longer lay primarily in building the system itself, but gradually shifted toward maintaining consensus, refining mechanisms of coordination, and safeguarding the unity of an organization that had reached maturation.
This transition unfolded alongside significant changes in the life of Vietnamese Buddhism in the United States. More than two decades after the first wave of resettlement, the network of Vietnamese Buddhist temples had gradually stabilized; numerous Buddhist organizations and ecclesiastical institutions had developed their own structures; and Buddhist life within the Vietnamese community had entered a new stage of development. GĐPTVN, as an organization dedicated to the Buddhist education of children, adolescents, and young adults,[127] continued to maintain its system of Internal Regulations and Leaders’ Regulations, its educational methods, and its own administrative mechanisms, while the life of its local units remained closely connected to the temple environment and to the ecclesiastical institutions upon which they relied.[128]
It was precisely this relationship that created a distinctive historical context for the period 1997–2008. Changes within Vietnamese Buddhism in the United States affected the environment in which the Vietnamese Buddhist Youth Association operated; at the same time, the maturation of the Association itself generated new demands regarding administrative methods, coordination among different levels of leadership, and relations with local temples. The organizational developments of this period must therefore be understood through the interaction of multiple historical factors rather than attributed to any single cause.
During the same period, relations among the Guidance Committees of GĐPTVN outside Vietnam also expanded increasingly. As organizations in the United States, Canada, Australia, Europe, and other countries gradually stabilized their structures, the need for greater connection, exchange of experience, and coordination of activities became increasingly evident. Nevertheless, the process of linking GĐPTVN organizations overseas and the internal questions of coordination within GĐPTVN in the United States represented two related but fundamentally distinct lines of development.[129]
This distinction is important to any reading of the history of the period 1997–2008. The 2004 Unification Congress will be examined in this chapter as an effort at coordination arising from the circumstances of GĐPTVN in the United States itself, rather than being presumed to have resulted directly from the process of linkage among the Guidance Committees of Overseas GĐPTVN. Situating each event within its proper organizational sphere and historical circumstances also helps avoid a linear interpretation of a period in which several processes were unfolding simultaneously.
V.1. The Context of Vietnamese Buddhism in the United States and the Transition of GĐPTVN in the Late 1990s
By the late 1990s, the Vietnamese community in the United States had entered a relatively stable stage of development. More than twenty years after the first wave of resettlement, Vietnamese Buddhist temples were no longer limited to the provisional facilities established during the early years of exile, but had developed into substantial religious institutions serving simultaneously as centers of Dharma propagation, education, culture, and community life. Alongside this process, Vietnamese Buddhist organizations and ecclesiastical institutions in the United States also gradually consolidated their administrative structures, reflecting a Buddhist environment that had become increasingly diverse and stable in comparison with the early years of settlement.
At that time, GĐPTVN in the United States continued to develop as an organization dedicated to the Buddhist education of children, adolescents, and young adults, grounded in the ideals of Compassion – Wisdom – Courage and in its distinctive educational method. While maintaining its own Internal Regulations, Leaders’ Regulations, and administrative structure, the organization continued to operate within temples and to maintain close relationships with venerable monastics and the ecclesiastical institutions upon which its individual units relied. The simultaneous presence of these two dimensions—the continuity of a lay Buddhist educational institution and its close relationship with temple and ecclesiastical life—has constituted an enduring historical characteristic of GĐPTVN, from its formation in Vietnam through its development in the overseas environment.
Yet as Vietnamese Buddhist life in the United States became increasingly stable and diverse, a new reality also gradually became apparent within the life of GĐPTVN. Unlike the early years after 1975, when most local units confronted similar difficulties of resettlement and the immediate priority was simply to sustain organizational life, by the end of the twentieth century the units had undergone more than two decades of development within temple settings and local circumstances that were not entirely alike. Differences in operating conditions, administrative practices, and organizational understanding therefore became increasingly visible. This should be understood as the consequence of a long process of development rather than as a phenomenon that suddenly emerged at any single moment.
During the same period, the national Guidance Committees of GĐPTVN in Canada, Australia, and several European countries were likewise gradually stabilizing their organizations. Greater communication and coordination among national Guidance Committees consequently became a natural need arising from this development. A common sphere of activity for Overseas GĐPTVN began to emerge more clearly from this context, with the aim of strengthening connections, exchanging experience, and providing mutual support among national Guidance Committees operating under different social and legal conditions.[130] This process was related to the history of GĐPTVN in the United States; however, as established in the introduction, it must be distinguished from the issues of internal coordination then emerging within the organization in the United States.
For GĐPTVN in the United States, these developments brought into sharper relief a need that had already begun to emerge toward the end of the preceding period: the organization needed to move from a mode of building the system toward one of coordinating the system. After more than two decades devoted to expanding local units, training Leaders, and establishing an organizational foundation, the emphasis from the late 1990s increasingly shifted toward strengthening administrative mechanisms, maintaining consensus, and adapting to changes in the environment of Vietnamese Buddhism in the United States.[131] Within this process, the Fifth National Leaders’ Congress of 1997 may be regarded as a marker opening the transitional period examined in this chapter.
V.2. Developments in Organizational Life in 1998
Following the Fifth National Leaders’ Congress, GĐPTVN in the United States entered a period in which questions concerning its mechanisms of administration began to manifest themselves more concretely. Whereas earlier priorities had centered largely on building foundations, expanding local units, and consolidating the regions, by the late 1990s a different question was becoming increasingly evident: how could a common organizational framework be maintained when individual units were operating within different ecclesiastical environments?
In 1998, the Eighth Congress of Leaders of the Thiện Minh Region was held at Cổ Lâm Temple in Seattle, Washington, on April 3 and 4, 1998, under the spiritual witness and chairmanship of venerable monastics affiliated with the Overseas Unified Buddhist Church of Vietnam in the United States. During the course of the Congress, differences concerning approaches to administration emerged, and the gathering subsequently shifted into a Congress to elect the Liễu Quán–Khuông Việt Interregional Guidance Committee of the Vietnamese Buddhist Youth Association, under the aforementioned Overseas Unified Buddhist Church of Vietnam in the United States.[132]
What requires careful analysis here is that this event should not be treated as an isolated occurrence or a temporary organizational incident. It brought into view a question already present within the structure of GĐPTVN life in the United States: the relationship between the Vietnamese Buddhist Youth Association, as a lay Buddhist educational organization with its own system of administration, and the ecclesiastical institutions within whose temples its local units operated. Some historical studies have observed that the Central Guidance Committee of GĐPTVN in the United States could not operate according to a model of subordination to a single ecclesiastical system, because its sphere of responsibility encompassed units operating within temples affiliated with different Buddhist ecclesiastical institutions.
The historiographical issue here is not to determine which side was right or wrong, but rather to recognize that two understandings of organizational structure had begun to manifest themselves in different directions. One emphasized ecclesiastical affiliation within a particular sphere of activity; the other placed greater emphasis upon the nationwide coordinating function of the Central Guidance Committee in circumstances where several ecclesiastical systems were simultaneously present. Both reflected genuine concerns within Vietnamese Buddhist life in the United States at the end of the twentieth century, and both must be returned to the historical circumstances that produced them rather than interpreted solely through positions formulated at a later time.
Accordingly, the significance of the events of 1998 lies not merely in the structural changes that followed the Congress. More importantly, this was a moment when differences concerning organizational models, the scope of administrative authority, and the relationship between the Vietnamese Buddhist Youth Association and the ecclesiastical environment became clearly manifest in actual organizational life. Following the Congress, activities continued within the regions and local units, although different organizational tendencies now appeared in certain areas. Differences at the structural level must therefore be distinguished from the continuing life of Buddhist education at the grassroots level.
This distinction helps situate the developments of 1998 within their proper historical proportion. Problems of coordination at the leadership level did not simultaneously bring an end to study programs, training, or local-unit activities; on the contrary, such activities continued under varying organizational circumstances. The coexistence of coordination issues at the leadership level and the persistent continuity of activity at the local level henceforth became one of the noteworthy characteristics of the entire 1997–2008 period.
Seen more broadly, the events in the Thiện Minh Region demonstrate that ecclesiastical questions cannot be excluded from the history of GĐPTVN, but neither should they be regarded as the sole cause of every organizational development. The deeper significance of 1998 lies in the way it brought into view a question that a maturing organization had begun to face: how could the unity of the system be maintained while its local units continued to operate within a diverse ecclesiastical environment? In this sense, 1998 was not an isolated rupture, but an important manifestation of the transitional period examined here.
V.3. Expanding Links among the Guidance Committees of Overseas GĐPTVN (2001–2003)
While GĐPTVN in the United States was gradually seeking answers to new challenges of administration, Overseas GĐPTVN was also entering a noteworthy stage of development. After more than two decades of formation in various countries, national Guidance Committees had gradually stabilized their organizational structures, training systems, and modes of activity. This reality gave rise to a need for stronger connections among GĐPTVN organizations outside Vietnam, creating a common space in which experience could be exchanged, Buddhist activities coordinated, and the traditional educational identity preserved under differing legal, social, and Buddhist circumstances.[133]
Unlike the early years after 1975, when the primary concern was to maintain the presence of the Vietnamese Buddhist Youth Association within each Vietnamese community, the opening years of the twenty-first century revealed a new movement: from building organization within individual countries toward expanding coordination on an international level. Gatherings, conferences, and common activities among national Guidance Committees facilitated the exchange of administrative experience, supported the training of Leaders, and helped sustain the shared educational values of GĐPTVN.[134] This linkage primarily represented coordination and mutual support among organizations formed within different national environments, rather than a transfer of administrative authority from individual countries to a single centralized structure.
Through these activities, the concept of “Overseas GĐPTVN” gradually became more clearly defined within organizational life. It came to signify not merely a geographical designation for GĐPTVN units outside Vietnam, but also a sphere of encounter and coordination among national Guidance Committees. Within this sphere, experience developed in each country could be shared and common Buddhist activities could be coordinated, while the distinctive legal, social, and Buddhist environments of each country continued to require appropriate forms of organization. Overseas linkage was therefore understood in relation to the organizational autonomy and right of self-determination of each national Guidance Committee.[135] [136]
This point is particularly important when the overseas process is considered alongside developments taking place in the United States. The two processes occurred during the same period and were related, but they did not possess the same historical scope or objectives. Overseas linkage responded to the need for connection among national Guidance Committees; within the United States, by contrast, the problem emerging from the late 1990s concerned the ability to coordinate a nationwide system operating within multiple ecclesiastical environments. Distinguishing these two dimensions does not separate the history of GĐPTVN in the United States from the history of Overseas GĐPTVN; rather, it helps avoid using developments in one process as a direct explanation for the other.
Viewed in its broader context, the period 2001–2003 thus marked a significant development in the international network of GĐPTVN. For the history of GĐPTVN in the United States, the importance of this process lay first in the expansion of opportunities for communication, exchange of experience, and coordination with Guidance Committees in other countries. Yet the expansion of the overseas sphere did not replace the administrative problem facing GĐPTVN within the United States itself. While overseas relations continued to be strengthened, the need for a mechanism capable of bringing together differing constituencies and restoring consensus within the United States became increasingly apparent. It was this reality that would lead to the 2004 Unification Congress, an effort at coordination that must be examined within the history of GĐPTVN in the United States.
V.4. The Organizational Situation of GĐPTVN in the United States before the Unification Congress
While coordination among the Guidance Committees of Overseas GĐPTVN continued to expand during the opening years of the twenty-first century, the circumstances of GĐPTVN in the United States posed demands of a different order. The developments that had emerged since the late 1990s reflected not only the maturation of the organization, but also demonstrated that the administrative mechanisms created during the period of institutional construction were beginning to face new demands from a system that had developed on a nationwide scale.[137] The issue was no longer primarily how to build additional structures, but how already established structures could continue to function within an increasingly diverse environment.
These demands arose from a combination of factors. Uneven development among the regions, diversity in the temple and ecclesiastical environments in which local units operated, and differing approaches toward organizational administration made the maintenance of a common voice more complex than in the preceding period. These were not entirely new factors; rather, they became more visible as the scope of the organization expanded and local circumstances became increasingly differentiated. At this point, coordination began to carry a meaning different from administration during the period of institutional construction: the task was no longer simply to maintain the operation of the system, but also to find a basis of consensus among the different constituencies existing within it.
Within this context, the Central Guidance Committee continued to carry out administrative, training, and unit-development activities nationwide. Training camps, annual meetings, and regional activities continued to be maintained. This demonstrates that the educational life of GĐPTVN in the United States was not interrupted, even though at the administrative level there had emerged issues requiring a broader mechanism of dialogue and consensus.[138] The simultaneous existence of these two realities—difficulties of coordination at the organizational level and continuity of activity at the grassroots level—is an important characteristic of this period.
Accordingly, differences in organizational understanding did not amount to a rupture in the life of the Vietnamese Buddhist Youth Association. In many localities, units continued their regular programs of Buddhist study, training, and community service, while Leaders continued to assume responsibility for guiding junior members under the particular circumstances of each unit. This continuity did not render administrative questions less important; rather, it indicates the need to distinguish between changes in organizational structure and the continuity of educational life. It was precisely the foundation provided by grassroots units that enabled the life of GĐPTVN in the United States to continue through a period of considerable change.
By the early 2000s, the need for a mechanism capable of bringing together different constituencies within the organization had become increasingly evident. This was not a call to establish a new organization, but rather an effort to restore consensus within GĐPTVN in the United States, on the basis of its Internal Regulations, educational purpose, and foundational values established through earlier periods. The question, therefore, was not simply one of selecting a different administrative model, but of finding a form of coordination capable of preserving the continuity of the system while creating space for dialogue among differing organizational perspectives. It was from this historical need that the 2004 Unification Congress was convened as an effort to recreate a common forum and restore consensus within GĐPTVN in the United States.
Although 2001–2003 simultaneously witnessed the expansion of Overseas GĐPTVN on an international scale, the immediate task facing GĐPTVN in the United States was instead that of finding a coordinating mechanism suited to its own circumstances. The two processes unfolded in parallel and intersected in terms of people, activities, and the Buddhist environment, but neither replaced nor automatically explained the other.[139] Distinguishing between these two dimensions helps clarify the historical significance of the 2004 Unification Congress: it was, above all, an effort arising from demands for coordination that had accumulated within GĐPTVN in the United States itself.
V.5. The Unification Congress of GĐPTVN in the United States (2004)
The demands for coordination that had accumulated from the late 1990s and become increasingly evident in the opening years of the twenty-first century ultimately led to the 2004 Unification Congress of GĐPTVN in the United States. Whereas earlier periods had concentrated primarily on building and expanding the organizational system, the issue at this point was to consolidate administrative mechanisms, maintain coordination among the regions, and safeguard the continuity of an organization built through more than two decades of activity.[140] In this sense, the Congress did not arise from a need to create a new organization, but from the need to find a method of coordination better suited to the actual circumstances of GĐPTVN in the United States.
Within this context, the Unification Congress of GĐPTVN in the United States was held in 2004 as an effort to reestablish a common administrative mechanism for the organization within the United States. Historiographically, it is essential to establish clearly that the scope of this Congress was limited to GĐPTVN in the United States. It was not convened to create an administrative structure for Overseas GĐPTVN, nor was it intended to alter the process of coordination among national Guidance Committees then developing during the same period.[141] This distinction is particularly important because the two processes possessed certain historical and personnel connections while arising from different organizational needs.
According to the documents of the Congress, its work focused on assessing the state of the organization, discussing methods of administration for the new period, consolidating the personnel of the Central Guidance Committee, and establishing principles of coordination necessary for the common activities of GĐPTVN in the United States. The resolutions adopted reflected an effort to find a basis of coordination that could be accepted by the constituencies participating in the Congress, grounded in respect for the Internal Regulations, organizational tradition, and educational purpose of GĐPTVN.[142] The significance of the Congress thus lay not merely in decisions concerning personnel or structure, but also in the fact that questions accumulated within organizational life were returned to a common forum for discussion and resolution through a collective process.
From a historical perspective, the important question is not whether the Congress completely resolved all differences that had developed beforehand. No Congress, regardless of its importance, could by itself dissolve at a single moment issues that had developed over many years and were connected with differing local circumstances, temple environments, ecclesiastical relationships, and organizational understandings. The value of the 2004 event lay first in the fact that GĐPTVN in the United States chose dialogue and Congress as a means of addressing organizational questions, rather than abandoning the common framework that had been developed over several decades. This choice itself reflected an effort to preserve organizational continuity during a period of considerable change.
Viewed across the longer course of this process, the term “Unification” should therefore not be understood to mean that an entirely new organization was created from constituencies lacking a shared history. The local units, regions, and Leaders participating in this process already belonged to a continuum of GĐPTVN life that had been formed and developed in the United States over successive historical periods. What the Congress sought above all was the restoration of consensus and the reestablishment of a common sphere of coordination upon the foundation of that continuity. This interpretation also situates the 2004 Congress properly within the historical trajectory extending from the differences that became increasingly visible in the late 1990s to an attempt to address them through a collective mechanism.
The 2004 Unification Congress should therefore be regarded as an important milestone in the process of coordinating GĐPTVN in the United States, rather than as the endpoint of all organizational differences. Organizational questions continued to arise in subsequent years, but the Congress established a principle of lasting significance: adjustments concerning the structure and common activities of the organization should be carried out through collective mechanisms, while respecting the foundational Internal Regulations of GĐPTVN.[143] From this point onward, the historical question moved to a different level: how were the principles and mechanisms established at the Congress put into practice during the years that followed?
V.6. GĐPTVN in the United States after the Unification Congress
Following the 2004 Unification Congress, GĐPTVN in the United States entered a period of continued institutional consolidation and implementation of the directions established by the Congress. The Central Guidance Committee continued to assume responsibility for nationwide coordination; the Regional Guidance Committees maintained activities in their respective localities; and programs of Buddhist study, training, and common Buddhist activities continued to be organized. Structurally, the Congress provided an additional foundation upon which different constituencies within the organization could restore coordination and continue common activities within an established framework.[144]
Nevertheless, the resolutions of the Congress did not mean that every difference within organizational life was immediately resolved. Questions that had developed over many years and were connected to local conditions, temple environments, ecclesiastical relations, and differing understandings of administration still required time to be worked through in practice. Certain differences persisted after the Congress, illustrating the distance between consensus established at the level of resolutions and the ability to realize that consensus in organizational life. This was not unusual in a process of coordination; rather, it reflected the practical limitations of solutions formulated at a Congress.
Under these circumstances, the Central Guidance Committee continued to carry out Buddhist activities, maintain communication among the regions, and organize training programs to ensure continuity within the ranks of Leaders. Regional Guidance Committees and grassroots units continued their activities according to local circumstances. Training camps, Buddhist study programs, youth activities, and common Buddhist undertakings continued to constitute the actual living current of GĐPTVN in the United States after 2004.[145] It was through such activities that structural resolutions had the opportunity to move from congressional documents into the lived reality of the organization.
This also demonstrates that the effectiveness of a Congress cannot be evaluated solely by the resolutions adopted at the moment it is held. For an educational organization operating across a broad geographical area such as GĐPTVN in the United States, decisions at the central level acquire substantive meaning only when they can be translated into coordination among regions, Leader training, continuity of personnel, and stable activity within local units. The years following 2004 should therefore be examined as a process through which the coordinating mechanism was implemented and tested, rather than as a period in which every question had been settled by a single event.
At the same time, the persistence of differences after the Congress should not lead to the conclusion that the effort toward Unification lacked historical significance. The value of the Congress lay in creating a common foundation upon which nationwide Buddhist activities could continue, while maintaining a framework within which remaining organizational questions could continue to be discussed in subsequent terms of office.[146] If the Congress is understood as part of a process rather than as an endpoint, the years following 2004 demonstrate that the ability to continue dialogue, coordination, and organizational activity constituted the practical measure of the principles that had been established.
From the perspective of organizational history, the period following 2004 therefore reveals both the significance and the limitations of coordination through a Congress. A Congress can establish principles, consolidate organizational structures, and reopen a common space for coordination, but the effectiveness of its resolutions ultimately depends upon their operation across successive terms of office, regions, and the practical circumstances of individual units. The significance of the Unification Congress lay not in ending every difference, but in maintaining a framework within which common Buddhist activities could continue while the organization adapted to issues that had not yet been fully resolved.
It was this coexistence of structural adjustment and continuity of educational life that characterized the years following the Unification Congress. While at the administrative level the organization still had to continue seeking appropriate methods of coordination, at the grassroots level its educational ideals, training work, and local-unit activities remained the most tangible expression of GĐPTVN’s continuity. From this point, historical inquiry must move one level deeper: not only examining changes in administrative structure, but also identifying which values were preserved through those very transformations.
V.7. Values Preserved during the Transitional Period
If the period 1997–2008 were examined only through Congresses, structural changes, or questions of coordination at the leadership level, the history of GĐPTVN in the United States could easily be reduced to a history of organizational machinery. In reality, beneath these changes there remained a continuous stream of activity sustained within the regions and grassroots units. The everyday life of local Gia Đình units, the presence of the corps of Leaders, and the continuity of successive generations of junior members provided a more enduring foundation for the organization’s existence.[147] This dimension of history is less frequently preserved in resolutions or congressional minutes, yet it is precisely here that the vitality of an educational organization may be most clearly recognized.
Throughout this transitional period, Leader training continued to occupy a particularly important place. The Lộc Uyển, A Dục, Huyền Trang, and Vạn Hạnh training camps, together with study and training programs conducted in the regions, continued to provide opportunities for successive generations of Leaders to study, cultivate themselves, and assume responsibility.[148] In an organization centered upon the education of human beings, such continuity carried a significance extending far beyond the simple need to replenish personnel. Training also served as a means through which experience, educational methods, a sense of responsibility, and the ideal of service could be transmitted from one generation to the next. The ability to continue training Leaders during years of substantial structural change was therefore an important indicator of continuity within GĐPTVN life.
Alongside training stood the Buddhist study and organizational life of junior members. Regular meetings, Dharma-study programs, youth activities, camps, retreats, and local Buddhist undertakings continued according to the circumstances of individual units. The Internal Regulations, study curriculum, and educational method continued to provide a common foundation through which local units pursued the objective of educating children, adolescents, and young adults to become genuine Buddhists.[149] At this level, organizational continuity was expressed not primarily through the name of an administrative structure, but through the continued embodiment of the educational ideal in the concrete lives and activities of Leaders and junior members.
Another factor that must be acknowledged is the role of temples and venerable monastics in sustaining the environment in which local units operated. Although understandings of the relationship between the Vietnamese Buddhist Youth Association and ecclesiastical institutions could differ according to particular circumstances, most units continued to meet at temples, participate in Buddhist activities, and receive spiritual guidance from venerable monastics. This relationship provided not merely a physical location for activities, but situated the educational work of the Vietnamese Buddhist Youth Association within a concrete environment of Buddhist study and religious life. This close relationship with the temple helped many units preserve a cultural and spiritual environment essential to educating generations growing up in the United States.
Within this environment, the role of the Leader at the grassroots unit became increasingly important. Leaders directly transmitted the study curriculum, organized activities, guided junior members, and at the same time adapted educational methods to the circumstances of younger generations growing up in American society. Experience accumulated through actual life within local units thus did more than simply preserve what already existed; it helped the educational tradition of GĐPTVN remain viable within a different cultural environment. Continuity here did not mean immutability; it was expressed through the capacity to preserve foundational values while allowing forms of practice to adapt to changing circumstances.[150]
Seen from this perspective, structural changes during 1997–2008 constituted only one part of the history of GĐPTVN in the United States. Alongside the history of Congresses, Guidance Committees, and mechanisms of coordination existed the history of Dharma classes, activity grounds, training camps, religious ceremonies, and the quiet work carried out within each local unit. These two dimensions were not separate: organizational structures provided conditions for coordinated activity, while life at the grassroots level gave concrete substance to the existence of those structures. Without either dimension, assessments of continuity or change within the organization would remain incomplete.
Accordingly, the deepest value preserved through the transitional period was not merely the continued existence of an organizational system, but the continuity of a tradition of education and service. Through changes in structure, methods of administration, and ecclesiastical environment, the educational purpose, Buddhist study, training tradition, and sense of responsibility of the Leader continued to be transmitted. It is this current that helps explain how GĐPTVN in the United States could pass through periods of organizational adjustment without entirely losing the foundations that shaped its identity. Structures may be adjusted according to historical circumstances; but the capacity to preserve and transmit educational values is where the long-term continuity of the organization is most enduringly tested.
V.8. Historical Lessons
Looking back over the entire period 1997–2008, one important lesson is that the development of an organization does not proceed along a straight line. As GĐPTVN in the United States moved beyond the period of reestablishment and gradually matured institutionally, that very development generated new demands concerning methods of administration, the capacity for coordination, and adaptation to an increasingly diverse Buddhist environment. The problems emerging during this transitional period therefore need not necessarily be understood as signs of decline; in many instances, they reflected questions that an organization reaching a certain scale must confront when mechanisms that had functioned effectively during an earlier stage require adjustment to new circumstances.[151]
A second lesson concerns the relationship between GĐPTVN and ecclesiastical institutions. The history of the Vietnamese Buddhist Youth Association demonstrates that the organization has never existed outside Buddhist life. Temples, venerable monastics, and the ecclesiastical environment have constituted important elements of the setting in which many units conduct their activities, Buddhist study, and educational work. At the same time, as an organization dedicated to the Buddhist education of children, adolescents, and young adults, with its own Internal Regulations, study curriculum, training system, and administrative mechanisms, GĐPTVN must also preserve the continuity of its educational method and its capacity for organizational coordination across differing ecclesiastical environments.[152] The experience of this period shows that these two dimensions need not be oppositional; the challenge lies in finding an appropriate relationship that both sustains close ties with the Sangha and the temple and ensures that educational activities can operate consistently across a wider sphere.
From this emerges another lesson: the stability of the administrative apparatus should not be equated with the vitality of the organization as a whole. Within an educational institution such as GĐPTVN, the central structure performs the functions of coordination, direction, and facilitation of common Buddhist activities; yet long-term continuity also depends on the extent to which its ideals and educational methods continue to be practiced within grassroots units. A period marked by administrative difficulties does not necessarily mean that educational life has simultaneously been interrupted; conversely, an administratively stable structure on paper is insufficient to guarantee vitality if study, training, and local activities can no longer continue. This distinction helps explain why changes at the leadership level could occur while the current of Buddhist study, training, and service continued in many localities.[153]
The experience of 1997–2008 also demonstrates the value of dialogue and collective decision-making mechanisms in the life of an organization operating across a broad geographical area. Differences in organizational understanding, ecclesiastical relationships, or administrative methods are unlikely to be resolved sustainably through unilateral decisions alone. Convening Congresses, returning differences to a common forum, and seeking consensus on the basis of the Internal Regulations represent a mode of organizational conduct significant to institutional continuity. Consensus in this context does not necessarily mean that all differences disappear; rather, it means maintaining a common space within which differences can be recognized, discussed, and adjusted without losing the educational foundation that binds members together.
Another lesson concerns the concept of unity itself. The history of this period shows that unity should not be understood as absolute uniformity in circumstances, modes of activity, or understanding among every region and every local unit. An organization extending across the territory of the United States necessarily operates within differing local, communal, and temple environments. Accordingly, the capacity to maintain common principles and purposes while accepting a necessary degree of practical diversity becomes one of the enduring challenges of coordination. Viewed in this way, the unity of GĐPTVN is measured not only by structural uniformity, but by the ability of different constituencies to continue recognizing themselves as belonging to a common educational tradition and sharing a common responsibility.
This perspective also helps clarify the significance of structural adjustments throughout the transitional period. Organizational structure is not an end in itself for an educational institution. The consolidation of Guidance Committees, modification of methods of coordination, or convening of Congresses possess lasting meaning only when such changes enable Buddhist study, training, the education of junior members, and service to continue. Conversely, grassroots life also requires a sufficiently effective mechanism of coordination so that local experience does not become a series of entirely isolated streams of activity. The lesson of this period, therefore, is not to choose between structure and life, but to recognize the reciprocal relationship between them: structure serves educational life, while educational life provides both the reason for the structure’s existence and its actual vitality.
From the standpoint of historical method, this experience also establishes an important requirement for writing the history of GĐPTVN: the history of administrative structures must be distinguished from, but not separated from, the history of educational life. Congresses, resolutions, Guidance Committees, and changes in administrative methods demonstrate how the organization was governed; grassroots units, Buddhist study programs, training camps, and the continuity of Leaders and junior members reveal how that tradition was lived and transmitted. Only by placing these two dimensions alongside one another can the continuity of GĐPTVN in the United States be fully understood across periods in which both organizational structures and historical circumstances underwent change.
The deeper lesson of the period 1997–2008, therefore, lies not in the search for an immutable organizational model applicable to every age, but in the capacity to adjust institutional mechanisms without losing the educational purpose that constitutes the organization’s reason for being. A tradition can continue not because all of its forms remain unchanged, but because amid changing circumstances its foundational values remain capable of being recognized, practiced, and transmitted. It is from this point that the history of GĐPTVN in the United States moves toward a broader question: after the periods of reestablishment, maturation, and coordination, what conditions had the organization created for its continued existence?
HISTORIOGRAPHICAL ASSESSMENT
The period 1997–2008 may be regarded as an important transitional phase in the history of GĐPTVN in the United States. If the first decades after 1975 were marked primarily by the need to reestablish the organization, expand local units, train Leaders, and gradually develop a nationwide structure, then from the late 1990s the central historical question shifted to another level: from building the system to coordinating a system that had already been formed and had reached maturation. This transition did not occur at a single moment, nor can it be attributed to any one event; rather, it resulted from multiple simultaneous processes within organizational life and within the broader environment of Vietnamese Buddhism in the United States.
Placed within the broader historical trajectory of GĐPTVN, the significance of these developments lies not in demonstrating a particular “crisis,” but in the fact that the central historical question itself had changed. Once an educational institution had reached a nationwide scale, the primary question was no longer simply how to establish or expand it, but how to preserve unity, continuity of succession, and coordination under increasingly diverse circumstances. The differences that appeared during this period should therefore be read within that process of development rather than isolated from their context and explained as linear phenomena.
From this perspective, changes in ecclesiastical relationships, administrative mechanisms, or forms of coordination among different constituencies should not automatically be interpreted as ruptures in the history of GĐPTVN in the United States. Of greater historiographical significance is the organization’s capacity to continue functioning, to seek mechanisms of dialogue, and to adjust its methods of coordination as the historical environment changed. Here one can identify a defining feature of the transitional period: structures formed during the periods of reestablishment and maturation were not rejected, but increasingly had to be tested and adapted in response to new demands generated by the organization’s own development.
Within this interpretation, the 2004 Unification Congress must be placed within its proper historical scope. It was an effort at coordination arising from the circumstances of GĐPTVN in the United States, and should not be assumed to have been a direct result of the process of linkage among the Guidance Committees of Overseas GĐPTVN. Nor should the event be used as the sole explanation for the broader transformations taking place within Vietnamese Buddhism in the United States during the same period. The significance of the Congress lay in the organization’s decision to employ a collective mechanism to recover a common space of consensus, while the results of that process still had to be tested through organizational life in the years that followed.
More importantly, the history of 1997–2008 shows that changes in administrative structure did not mean the interruption of GĐPTVN life as a whole. Beneath adjustments at the organizational level, Buddhist study, training, local-unit activity, and the succession of generations of Leaders and junior members continued to form an enduring current. The most significant value of the period 1997–2008 therefore lies not in the differences that emerged, but in the capacity to maintain the continuity of GĐPTVN life in the United States while the organization itself learned how to coordinate its activities within an increasingly complex environment.
Seen within a longer historical trajectory, this period also helps clarify the successive layers of development in the history of GĐPTVN in the United States. If the years from 1975 to the late 1980s may be read primarily as a period of reestablishment, and the years from the late 1980s to approximately 1997 as a period of maturation, then 1997–2008 represents the stage in which that maturation encountered the challenges of coordination and adaptation. This was not a retreat from the preceding process, but a new kind of question that could arise only once the organization had become sufficiently large, enduring, and diverse for its own development to generate new problems requiring resolution.
In this sense, the term “transitional” in this chapter does more than describe an interval between two periods; it identifies a change in the very nature of the historical question. GĐPTVN in the United States had moved from asking how a tradition could be reestablished in a new country, to how it could mature through the human resources and educational life formed on American soil, and then to asking how unity and continuity could be maintained while the organization operated within an increasingly diverse reality. It is the movement among these questions, rather than any single event, that constitutes the deepest historiographical significance of the period 1997–2008.
