Giữa những lớp sóng dồn dập của thực tại tổ chức, nơi con người đến rồi đi, nơi trách nhiệm được chuyển giao qua từng chặng. Điều giữ cho một cơ thể không rơi vào tình trạng chao đảo không phải là sự linh động vô nguyên tắc, mà chính là nền tảng đã được thiết lập từ căn để. Một tổ chức trưởng thành không vận hành bằng phản ứng nhất thời, mà vận hành bằng một đạo lộ nội tại, một hệ quy chiếu đã được định hình qua Nội Quy, Quy Chế Huynh Trưởng; qua truyền thống; qua kinh nghiệm tập thể được tích lũy. Và chính trong đạo lộ ấy, mọi tình huống phát sinh, kể cả khuyết vị nhân sự, đã có sẵn phương cách xử lý, nếu người thực thi đủ chánh niệm để nhận ra và tôn trọng.

Nhưng nếu chỉ nhìn tổ chức qua lăng kính vận hành, chúng ta rất dễ hiểu sai bản chất của những hình thái sinh hoạt. Ba tháng, một năm, bốn năm—ba cột mốc thời gian ấy trong Gia Đình Phật Tử Việt Nam Tại Hoa Kỳ, không phải là những chu kỳ hành chánh mà là ba tầng của một tiến trình nhận thức và tu tập tập thể, đó chính là việc điều chỉnh, phản tỉnh và xác lập.

Phiên Họp Tam Cá Nguyệt là nơi tổ chức thực hành chánh niệm trong hiện tại gần nhất—thấy và điều chỉnh ngay những lệch lạc nhỏ trước khi chúng tích tụ thành vấn đề lớn. Hội Nghị Thường Niên là nơi tổ chức dừng lại để phản tỉnh một chặng đường—không những để báo cáo, mà để nhìn lại toàn bộ hướng đi của mình trong một năm. Và Đại Hội là nơi tổ chức tự ý thức về chính mình trong chiều dài lịch sử—xác lập lại chính danh, định hướng và trao truyền trách nhiệm cho một giai đoạn mới.

Khi ba tầng này được hiểu đúng, một điều rất quan trọng sẽ tự nhiên trở nên rõ ràng. Không phải mọi vấn đề đều cần đưa vào Đại Hội, và cũng không phải mọi thay đổi đều cần “nâng cấp hình thức” để trở nên hợp lệ. Trái lại, chính vì tổ chức đã có cấu trúc phân tầng rõ ràng, nên mỗi cấp sinh hoạt đều có thẩm quyền riêng—và việc sử dụng đúng thẩm quyền ấy mới là biểu hiện của sự trưởng thành tổ chức.

Trong Nội Quy, những nguyên tắc sau đã được xác lập một cách minh nhiên:

• Các Ủy viên có thể đề nghị Ban Hướng Dẫn trung ương để mời một Phụ tá cho mình.
• Bên trên Ban Hướng Dẫn trung ương có một Hội Ðồng Cố Vấn Giáo Hạnh.
• Bên cạnh Ban Hướng Dẫn trung ưong có một Ban Cố vấn Pháp lý và một Ban Bảo Trợ để giúp đỡ về pháp lý, tinh thần và tài vật.

Những quy định này cho thấy một nguyên lý nền tảng đó chính là tổ chức không vận hành bằng quyền hạn một chiều, mà bằng một hệ thống nâng đỡ đa tầng—đạo hạnh, pháp lý và yểm trợ—để bảo đảm sự quân bình giữa hành và đạo.

Và cũng chính trong hệ thống ấy, vấn đề khuyết vị nhân sự cũng đã được Nội Quy định hình một cách rõ ràng:

• Nếu là Trưởng Ban thì Phó Trưởng Ban Quản Trị – Ðiều Hành đương nhiên kế nhiệm với tư cách quyền Trưởng Ban.
• Nếu là các Ủy viên khác thuộc các Khối thì Khối đề cử và thông qua Ban Hướng Dẫn.

Điểm cần được nhấn mạnh ở đây không phải chỉ là cơ chế kế thừa, mà là tính chất hợp lệ và chính thức của việc bổ sung nhân sự trong dòng vận hành—đặc biệt tại Hội Nghị Thường Niên.

Theo đúng tinh thần Nội Quy hiện hành, đối với các chức vụ ngoài Trưởng Ban, việc thay thế không phải là một khoảng “chờ”, mà là một tiến trình đã được xác lập rõ ràng. Khối đề cử – Ban Hướng Dẫn thông qua – và đảm trách ngay trong thực tế. Điều đó có nghĩa là khi một Ủy viên được đề cử và thông qua đúng quá trình, thì việc đảm trách chức vụ ấy mang đầy đủ tính chính thức trong phần còn lại của nhiệm kỳ, không có cơ sở nào để xem đó chỉ là “quyền” theo nghĩa tạm thời.

Vì vậy, cần xác định một cách dứt khoát việc bổ sung nhân sự trong Hội Nghị Thường Niên là hợp lệ, là chính thức trong khuôn khổ nhiệm kỳ, không phải là “tạm quyền”, không phải “giữ chỗ”, và không cần một Đại Hội khác để hợp thức hóa lại.

Chữ “quyền” trong “quyền Trưởng Ban” vì vậy cũng cần được hiểu đúng. Đó không phải là trạng thái tạm bợ, mà là một chức vị kế nhiệm có hiệu lực đầy đủ, phát sinh ngay khi khuyết vị xảy ra. Trong cả quản trị hiện đại lẫn đạo học, không có khoảng trống quyền lực; chỉ có sự chuyển tiếp liên tục của trách nhiệm. Người kế nhiệm không “giữ chỗ”, mà thực sự đảm trách.

Và chính tại đây, cần dừng lại để nhìn sâu hơn vào một nhận thức rất phổ biến nhưng cũng rất dễ dẫn đến lệch lạc: có phải cấp cao và thâm niên đương nhiên phải giữ vị trí cao hơn hoặc cao nhất trong tổ chức?

Thoạt nhìn, điều này có vẻ phù hợp với tinh thần thượng tôn. Nhưng nếu hiểu một cách máy móc, nó lại đi ngược với chính đạo lý mà tổ chức đang hướng đến. Nội Quy không hề xác lập một nguyên tắc bất biến rằng cấp cao hơn phải luôn giữ chức vụ cao hơn. Nội Quy chỉ xác lập trật tự, chứ không áp đặt định mệnh chức vụ.

Cần phân biệt rất rõ ba yếu tố:

• Cấp bậc (phản ánh quá trình tu học, trưởng thành)
• Thâm niên (phản ánh sự gắn bó, cống hiến theo thời gian)
• Chức vụ (phản ánh trách nhiệm cụ thể trong một giai đoạn, đòi hỏi năng lực phù hợp)

Ba yếu tố này liên hệ với nhau, nhưng không đồng nhất. Vì nếu đồng nhất chúng, sẽ dẫn đến một hệ quả nguy hiểm, nghĩa là cấp cao cộng với yếu tố thâm niên thì mặc nhiên giữ chức vụ cao. Do đó chức vụ trở thành “phần thưởng” của quá khứ thay vì là “trách nhiệm” của hiện tại.

Từ đó, rất dễ phát sinh một tâm lý mà tổ chức nào cũng phải cảnh giác đó là tham quyền cố vị dưới hình thức chính danh hóa bằng cấp bậc và thâm niên.

Trong khi đó, nếu nhìn từ đạo học, càng trưởng thành, càng phải buông nhẹ cái “vị trí”. Cấp bậc cao không phải để đứng trên, mà để đứng sau mà nâng đỡ. Thâm niên không phải để giữ chỗ, mà để làm chỗ dựa cho thế hệ kế thừa.

Còn chức vụ, trong tinh thần đó, phải được hiểu như một duyên nhiệm—một sự phân công phù hợp với năng lực, hoàn cảnh và nhu cầu của tổ chức trong từng thời điểm.

Chính vì vậy, một tổ chức lành mạnh không phải là tổ chức mà người cao cấp luôn giữ vị trí cao nhất, mà là tổ chức biết đặt đúng người vào đúng việc; biết phân biệt giữa tôn kính và trao quyền và biết để cho năng lực hiện tại được vận hành trong sự nâng đỡ của kinh nghiệm quá khứ.

Nếu không, một nguyên tắc tưởng như tôn ti sẽ biến thành một cơ chế cứng nhắc, thiếu nhân văn, và đi ngược lại tinh thần giáo dục của GĐPT—nơi con người được nuôi dưỡng để trưởng thành, chứ không phải để cố định trong một vị trí.

Trở lại với vấn đề khuyết vị, điều này càng làm sáng rõ hơn việc bổ sung nhân sự không phải là việc “ai xứng đáng hơn theo cấp bậc”, mà là việc ai phù hợp hơn để đảm trách trách nhiệm trong thời điểm đó, trong khuôn khổ Nội Quy.

Và khi hiểu được điều này, sẽ thấy toàn bộ cơ chế từ Tam Cá Nguyệt, Hội Nghị Thường Niên đến Đại Hội—không phải là những tầng quyền lực, mà là những tầng của một tiến trình tu học tổ chức để thấy rõ thực trạng; điều chỉnh đúng lúc và trao trách nhiệm đúng người.

Và cũng chính tại đây, cần nhìn nhận thêm một điểm then chốt mà nếu không hiểu rõ, toàn bộ nhận thức sẽ trở nên lệch hướng: nguyên tắc một phần ba (1/3) Ban viên khuyết vị.

Nội Quy không phải không dự liệu những tình huống biến động lớn về nhân sự. Nhưng điều đáng chú ý là chỉ khi số lượng Ban viên khuyết vị vượt quá một phần ba tổng số, thì lúc đó mới đặt ra yêu cầu phải triệu tập một Đại Hội theo quy định để bổ sung. Điều này cho thấy một nguyên tắc rất rõ ràng và rất sâu sắc:

• Những khuyết vị ở mức độ thông thường nằm trong thẩm quyền điều hành của Ban Hướng Dẫn và Hội Nghị
• Chỉ khi biến động đạt đến một ngưỡng làm ảnh hưởng cấu trúc đại diện và tính chính danh toàn thể, thì mới cần đến Đại Hội.

Nói cách khác, ngưỡng một phần ba không phải là một con số kỹ thuật, mà là một ranh giới nhận thức: ranh giới giữa vận hành và tái lập chính danh.

Nhưng điều quan trọng hơn nữa là một phần ba ấy không thể được hiểu bằng cảm nhận hay suy đoán. Nó phải là những vị trí đã thực sự khuyết, đã rời nhiệm, có xác nhận rõ ràng, có kiểm chứng đầy đủ. Nếu không, việc viện dẫn ngưỡng này sẽ trở thành một cách hợp thức hóa cảm tính, làm sai lệch tinh thần Nội Quy.

Chính vì vậy, khi chưa đạt đến ngưỡng ấy, một cách minh bạch và được xác lập chính thức, thì việc bổ sung nhân sự tại Hội Nghị Thường Niên không những hợp lệ, mà còn là cách vận hành đúng đắn nhất. Ngược lại, nếu vội vàng “nâng cấp” tình huống lên Đại Hội khi chưa đủ điều kiện, thì đó không phải là sự cẩn trọng, mà là biểu hiện của sự thiếu vững vàng trong nhận thức tổ chức.

Đặt điều này trong bối cảnh lịch sử, sẽ thấy rõ hơn. Trong những giai đoạn biến động của đất nước, của Giáo Hội và của chính tổ chức trong lẫn ngoài nước, đã từng có những lần triệu tập các hình thức như “Đại Hội thu hẹp” hay “Đại Hội bất thường”. Nhưng những lần ấy không nhằm giải quyết những khuyết vị nhân sự thông thường, mà xuất phát từ những nhu cầu mang tính bước ngoặt—định hướng lại toàn bộ con đường, giữ vững bản chất tổ chức trong hoàn cảnh đặc thù.

Do đó, việc đồng nhất những hình thức Đại Hội mang tính lịch sử ấy với những nhu cầu điều chỉnh nhân sự ở những trường hợp gần đây là một sự hiểu lầm căn bản. Một bên là phản ứng trước biến động mang tính thời đại; một bên chỉ là vận hành trong một giai đoạn có những khủng hoảng nhân sự nhất thời.

Từ đây, cũng cần thấy vai trò của Ủy viên Tổ Kiểm Ban Hướng Dẫn không phải là một thủ tục phụ, mà là một yếu tố bảo đảm cho tính chính xác và minh bạch của toàn bộ quá trình. Việc xác định khuyết vị không thể dựa trên cảm nhận hay thông tin chưa kiểm chứng; nó phải đi qua một cơ chế kiểm tra, xác nhận, và ghi nhận chính thức. Chỉ khi đó, các bước tiếp theo—dù là bổ sung nhân sự tại Hội Nghị hay kích hoạt những quy định cao hơn—mới có nền tảng vững chắc để thực thi.

Ba tháng, một năm, bốn năm—ba nhịp điệu ấy, nếu chỉ nhìn bằng con số, sẽ chỉ là lịch trình. Nhưng nếu nhìn bằng nhận thức đạo học, đó là ba bước của một con đường: thấy – hiểu – buông và tiếp nối.

Sau cùng, điều mà mỗi Huynh trưởng cần giữ không phải là sự chặt chẽ hình thức, mà là sự chánh trực trong nhận thức. Khi hiểu đúng, hành đúng và tin vào chính đạo lộ mà tổ chức đã thiết lập, thì tổ chức sẽ không cần đến những hình thức “bất thường” để tự bảo vệ mình, mà vẫn vững vàng trong dòng chảy liên tục của trách nhiệm và lý tưởng phụng sự.

When Administration Re-enters the Path of Dharma Practice

Amid the relentless waves of organizational reality—where individuals come and go, where responsibilities are handed over from one stage to another—what prevents a living body from falling into instability is not arbitrary flexibility, but the very foundation established at its root. A mature organization does not operate through reactive impulses, but through an inner path—a structured framework shaped by its Constitution, its Leadership Regulations, its traditions, and the collective experience it has accumulated. Within that path, every arising situation, including vacancies in leadership, already contains its own method of resolution—provided that those entrusted with responsibility possess sufficient mindfulness to recognize and honor it.

Yet if we view the organization merely through an operational lens, we risk misunderstanding the true nature of its modes of activity. Three months, one year, four years—these temporal markers within the Vietnamese Buddhist Youth Association in the United States are not administrative cycles; they are three layers of a collective process of awareness and cultivation: adjustment, reflection, and re-establishment.

The Quarterly Meeting is where the organization practices mindfulness in its most immediate present—recognizing and correcting minor deviations before they accumulate into larger issues. The Annual Conference is where the organization pauses to reflect upon an entire phase—not merely to report, but to reassess its direction over the course of a year. And the General Assembly is where the organization becomes self-aware within the continuum of its historical existence—reaffirming its legitimacy, redefining its orientation, and transmitting responsibility into a new phase.

When these three layers are properly understood, an essential realization naturally emerges: not every matter needs to be brought before the General Assembly, and not every change requires a “formal escalation” to become legitimate. On the contrary, precisely because the organization has a clearly structured hierarchy of functions, each level of activity carries its own authority—and the correct use of that authority is the very sign of organizational maturity.

Within the Constitution, the following principles are explicitly established:

• Commissioners may propose to the Central Guiding Committee the appointment of an assistant.
• Above the Central Guiding Committee stands a Council of Moral and Spiritual Advisors.
• Alongside the Central Guiding Committee are a Legal Advisory Board and a Support Board, providing assistance in legal, spiritual, and material aspects.

These provisions reflect a fundamental principle: the organization does not function through unilateral authority, but through a multi-layered system of support—moral integrity, legal structure, and collective backing—to maintain equilibrium between action and the path.

Within this same framework, the matter of vacancies is clearly defined:

• If the position of Chief is vacant, the Vice Chief of Administration and Operations automatically assumes the role as Acting Chief.
• If other Commissioners within the functional divisions are vacant, the respective division nominates a replacement and the Central Guiding Committee approves it.

The critical point here is not merely the mechanism of succession, but the legitimacy and formal nature of personnel replacement within the flow of operation—particularly at the Annual Conference.

According to the current Constitution, for positions other than the Chief, replacement is not a period of “waiting,” but a clearly established process: nomination by the division, approval by the Central Guiding Committee, and immediate assumption of responsibility in practice. This means that once a Commissioner is properly nominated and approved, the role they assume carries full official validity for the remainder of the term. There is no constitutional basis to consider such a role merely “temporary” or “provisional.”

Therefore, it must be clearly affirmed:

• The supplementation of personnel at the Annual Conference is legitimate
• It is official within the framework of the term
• It is neither “temporary authority” nor “placeholder”
• And it does not require a General Assembly to legitimize it afterward

The term “acting” in “Acting Chief” must also be properly understood. It does not denote a temporary or diminished state, but a formally recognized succession role that takes effect immediately upon vacancy. In both modern governance and Buddhist understanding, there is no vacuum of authority—only the continuous transfer of responsibility. The successor is not “holding space,” but fully exercising the role.

At this point, it is necessary to examine a common yet potentially misleading assumption:

Does higher rank and longer seniority automatically entitle one to hold the highest position?

At first glance, this may appear consistent with hierarchical respect. However, when interpreted mechanically, it contradicts the very ethical foundation the organization seeks to uphold. The Constitution does not establish an immutable rule that higher rank must always correspond to higher office. It establishes order—not predetermined entitlement.

It is essential to distinguish three elements:

• Rank (reflecting one’s spiritual cultivation and growth)
• Seniority (reflecting duration of service and contribution)
• Position (reflecting specific responsibility within a given period, requiring appropriate capability)

These elements are related, but not identical.

If conflated, they lead to a dangerous outcome:

• rank combined with seniority becomes an automatic claim to authority;
• position becomes a reward for the past rather than a responsibility of the present.

From there, a mentality arises that every organization must guard against: the attachment to power under the guise of legitimacy derived from rank and seniority.

From a Buddhist perspective, the more one matures, the more one must loosen attachment to position. Higher rank is not to stand above others, but to stand behind and support them. Seniority is not to occupy space, but to serve as a foundation for future generations.

Position, in this spirit, must be understood as a conditional responsibility—assigned according to capability, circumstance, and the needs of the organization at a given time.

Thus, a healthy organization is not one in which the most senior always holds the highest office, but one that:
places the right person in the right role,
distinguishes between reverence and delegation of authority,
and allows present capability to function under the support of past experience.

Otherwise, what appears to be a principle of hierarchy becomes a rigid and inhumane mechanism—contrary to the educational spirit of GĐPT, where individuals are nurtured to grow, not confined within fixed positions.

Returning to the issue of vacancies, this further clarifies that personnel replacement is not about “who deserves it more” based on rank, but about who is most suitable to carry the responsibility at that moment, within the framework of the Constitution.

When understood in this way, the entire structure—from Quarterly Meetings to Annual Conferences to the General Assembly—ceases to be a hierarchy of power. Instead, it becomes a progression of collective cultivation:

• to see clearly,
• o adjust appropriately,
• and to entrust responsibility to the right person.

And it is precisely here that we must recognize another crucial point—one that, if not properly understood, can distort the entire framework of perception: the principle of one-third (1/3) vacancy within the Central Guiding Committee.

The Constitution does not overlook the possibility of significant fluctuations in personnel. However, what is noteworthy is that only when the number of vacant positions exceeds one-third of the total membership does it require the convening of a General Assembly, in accordance with the regulations, to restore the structure. This reveals a principle that is both clear and profound:

• Vacancies at a normal level fall within the operational authority of the Central Guiding Committee and the Annual Conference.
• Only when the level of vacancy reaches a threshold that affects the representational structure and the overall legitimacy of the organization does it necessitate the involvement of a General Assembly.

In other words, the one-third threshold is not merely a technical figure; it is a threshold of awareness—a boundary between operational continuity and the re-establishment of collective legitimacy.

More importantly, this one-third threshold cannot be interpreted through perception or assumption. It must refer to positions that are truly vacant—those that have been formally relinquished, clearly documented, and fully verified. Without such clarity, invoking this threshold risks becoming a means of legitimizing subjective judgment, thereby distorting the true spirit of the Constitution.

For this reason, when that threshold has not been reached—clearly and formally established—the supplementation of personnel at the Annual Conference is not only legitimate, but represents the most appropriate and correct mode of operation. Conversely, hastily “escalating” the situation to the level of a General Assembly without meeting the required conditions is not an expression of prudence, but rather a sign of instability in organizational understanding.

When viewed within a broader historical context, this becomes even clearer. During periods of upheaval—within the nation, the Buddhist Church, and the organization itself, both domestically and abroad—there have indeed been instances where forms such as “Extraordinary Assemblies” or “Restricted Assemblies” were convened. Yet these were not intended to address ordinary personnel vacancies. Rather, they arose from critical turning points—moments that required the organization to redefine its direction and preserve its essential identity under exceptional circumstances.

Therefore, equating those historically significant assemblies with recent cases of personnel adjustment reflects a fundamental misunderstanding. One represents a response to transformations of a historical magnitude; the other pertains merely to operational challenges within a specific period marked by temporary disruptions.

From this perspective, it is essential to recognize that the role of the Inspectorate Member (Oversight Officer) within the Central Guiding Committee is not a secondary or procedural formality, but a critical safeguard ensuring the accuracy, integrity, and transparency of the entire process.

The determination of a vacancy cannot be based on perception or unverified information; it must pass through a structured mechanism of review, verification, and formal documentation. Only under such conditions can subsequent steps—whether the supplementation of personnel at the Annual Conference or the activation of higher-level provisions—rest upon a firm and legitimate foundation.

Three months, one year, four years—if seen merely as numbers, they are schedules. But if seen through the lens of Dharma, they are steps along a path: seeing, understanding, letting go, and continuing.

Ultimately, what each GĐPT leader must preserve is not formal rigidity, but integrity in understanding. When one understands correctly, acts correctly, and places trust in the very path the organization has established, there is no need for “extraordinary” forms to safeguard it. The organization will remain steady within the continuous flow of responsibility and the ideal of service.
