I. Từ di sản lịch sử đến đối tượng nghiên cứu

Buddhism Amid the Transformations of the Contemporary World
Lesson 4: The Vietnamese Buddhist Youth Association Amid
the Transformations of Global Buddhism
From the Preservation of Heritage to the Capacity for Cross-Cultural Transmission
A Scholarly Reflection for Vạn Hạnh III Trainees – Overseas
Introduction: When the Question About the World Becomes a Question About Ourselves
Many journeys take us far from where we began, only for us to discover, in the end, that what most urgently requires our understanding lies precisely where we stand. A scholar of Buddhist history may trace the routes by which the Dharma crossed continents, examine the transformation of traditions over many centuries, compare statistics on religious populations, and identify emerging forms of religious life in modern society. Yet when such knowledge becomes the foundation of educational responsibility, the question can no longer be confined to how Buddhism is changing throughout the world. It becomes a question of how the very community one serves is capable of receiving, responding to, and helping shape those changes.
For the Vietnamese Buddhist Youth Association (Gia Đình Phật Tử Việt Nam – GĐPTVN), particularly in overseas settings, this is a question that cannot be avoided. An organization devoted to the Buddhist education of children and young people, formed under particular historical and cultural conditions and subsequently sustained across countries with different educational systems, languages, laws, and social outlooks, must inevitably confront new demands. Nevertheless, existing in a new age does not necessarily mean understanding that age. The continuation of regular activities does not, by itself, demonstrate that educational purposes are being fully realized. Nor does the preservation of familiar forms suffice to ensure that their meanings have been transmitted to the next generation.
The preceding three lessons established a methodological foundation, examined the transformations of contemporary Buddhism, and identified the forces that may influence its future. This final lesson turns from the global landscape toward a subject much closer to home, yet one that demands even greater caution: GĐPTVN itself. Such proximity may provide a profound understanding of organizational life, but it may also tempt the researcher to treat personal experience as universal reality, to substitute sentiment for evidence, or to turn scholarly inquiry into a defense of previously held positions.
It is therefore necessary to establish the scope of this essay at the outset. This is neither a report of achievements, an organizational review, nor a reform proposal intended for uniform application to every overseas GĐPTVN unit. In the absence of sufficiently extensive comparative data concerning members, Leaders, families, local units, and training systems, no quantitative conclusion can responsibly be drawn about the growth or decline of the organization as a whole. Rather, this essay is an exploratory scholarly inquiry: it identifies questions requiring investigation, proposes a framework for assessing the capacity for transmission, and suggests possible courses of action that may be tested, revised, and evaluated.
One question may serve as the central axis of the entire discussion: What kind of person are we preparing a young Oanh Vũ member of today to become twenty years from now? This question concerns far more than curricula, methods of conducting activities, or the number of years a young person participates. It reaches into GĐPTVN’s understanding of the human person, of maturation in the Dharma, of responsibility toward the community, and of the capacity to sustain an ideal amid continually changing conditions of life.
I. From Historical Heritage to an Object of Scholarly Inquiry
To investigate the future of GĐPTVN, we must first understand the organization in its historical character. Forms of Buddhist education for children and young people in Vietnam emerged and developed through several stages, closely associated with the Buddhist revival movement, monastic life, lay Buddhist activities, and the social transformations of twentieth-century Vietnam. From the predecessors of the Buddhist youth movement to the establishment of Gia Đình Phật Tử, this history reflects an effort to bring Buddhist teachings and ethics into the lives of young people through organized educational methods that combine learning, self-cultivation, collective activities, and service.[1]
What deserves particular attention is not merely the continuity of an organizational name, but the emergence of a communal educational environment. Within such an environment, young people do not simply receive instruction about compassion, responsibility, or discipline; they are also placed in concrete relationships through which they can begin practicing these values. Friendship, cooperation, small responsibilities entrusted to them, and learning to listen to and care for others may become their earliest experiences of ethical life. It is precisely this capacity to transform Buddhist teachings into lived experience that makes the GĐPTVN model worthy of scholarly investigation.
The history of an organization, however, is not confined to what has been recorded in commemorative publications, internal regulations, or official documents. It also resides in the memories of former participants, in educational methods transmitted orally, in local practices, in changes that have not been adequately documented, and in the differing experiences of successive generations. Research on GĐPTVN must therefore bring documentary history into dialogue with oral history, organizational records with direct observation, and stated educational purposes with the experiences of the young members themselves.
One particularly important methodological consideration is the need to avoid equating the history of GĐPTVN with that of any single unit, region, or administrative system. Under different historical circumstances, communities may have undergone organizational developments and formed relationships that were not entirely alike. A rigorous scholarly inquiry must acknowledge this diversity without turning it into an occasion to adjudicate claims of legitimacy on the basis of insufficient evidence. The object of investigation here is educational capacity and the transmission of the tradition, not competition among organizational identities.
History is most worthy of respect when it becomes a source of knowledge for the present. Earlier generations addressed the challenges of educating Buddhist youth with the means, conditions, and understanding available in their time. The responsibility of the present generation is not to recreate those circumstances unchanged—an impossible undertaking—but to identify which educational principles enabled the organization to endure and which conditions have changed sufficiently to require different forms of implementation.
A heritage truly remains alive only when those who inherit it are capable of understanding it, rather than merely repeating it.
II. Redefining the Capacity for Transmission: Beyond the Maintenance of Organizational Presence
In community life, development is often recognized through readily observable indicators: the number of local units, the number of registered members, the number of camps organized, the number of training courses completed, or the level of participation in collective activities. Such indicators have a certain value, but they reveal only part of organizational life. They do not adequately answer whether participants have genuinely matured in their understanding of the Dharma, in their ethical character, and in their willingness to continue serving voluntarily.
At least three levels of continuity must be distinguished. The first is the maintenance of activities: a local unit continues to have a meeting place, responsible personnel, and a regular program. The second is the renewal of organizational capacity: that unit can train successors, transfer experience, sustain resources, and adapt when circumstances change. The third is the transmission of meaning: young people understand why they study Buddhism, why they serve, and how they can carry the values they have learned into life beyond the setting of organizational activities.
These three levels are interconnected, but they are not interchangeable. A unit may maintain regular activities for many years while remaining dependent upon a small number of senior Leaders. A program may attract large numbers of young members without necessarily cultivating lasting commitment when they enter university, begin their careers, or establish families. Conversely, a small unit may profoundly influence the lives of its participants despite the limited scale of its activities.
If numbers alone become the measure of success, an organization may be driven to expand its outward activities without making a corresponding investment in educational quality. If organizational loyalty alone becomes the standard, we may overlook those who have matured through GĐPTVN but later serve Buddhism and society through other paths. Educational achievement does not necessarily have to return to the organization in the form of an official position or title.
For a Buddhist educational organization, the capacity for transmission should be understood more broadly: it is the capacity to create conditions in which young people can receive, practice, and continue bringing the fundamental values of Buddhism to life within their own circumstances. This encompasses an understanding of Buddhist teachings, the development of character, the capacity for critical reflection, the ability to live constructively with others, a spirit of service, and autonomy in choosing one’s path of Buddhist learning and practice.
Such an understanding leads to a more demanding task than compiling statistics on achievements. It calls for the study of educational outcomes over time. What has a young Oanh Vũ member learned after participating in activities for many years? Which experiences continue to hold meaning as that member enters adulthood? Why do some remain closely involved, others leave organizational activities while maintaining a Buddhist way of life, and still others gradually distance themselves from both the organization and the tradition? These questions cannot be answered through speculation. They require longitudinal studies that combine quantitative surveys with interviews and analyses of lived experience.
From this perspective, a member’s departure from the organization does not necessarily constitute an educational failure; nor does continued nominal membership necessarily signify success. Both circumstances must be understood in the depth and complexity of actual lives.
III. A Generation Born Overseas: When Vietnamese Is No Longer the Default Language
In many Vietnamese families overseas, the Vietnamese language serves both as a means of communication and as a repository of memory, affection, and ways of understanding the world. For generations raised in Vietnam, familiar Buddhist terminology and cultural symbols are often associated with experiences that preceded their participation in the organization. For some generations born or raised abroad, however, the language of schooling, friendships, and intellectual life may be English or the principal language of their country of residence.
This difference presents GĐPTVN with an educational challenge, not merely a linguistic one. When a young member can memorize a lesson in Vietnamese but cannot explain its meaning in the language used for everyday thought, we must ask how much of that lesson has truly been understood. Conversely, when a young member can articulate a Buddhist principle in English but has not mastered its Vietnamese terminology, we should not hastily conclude that the member lacks attachment to the tradition.
We must avoid placing the Vietnamese language and the Dharma in opposition. Vietnamese has considerable value in providing access to cultural heritage, translated scriptures, communal memory, and intergenerational relationships. Yet the purpose of Buddhist education cannot be reduced to the accurate pronunciation of learned terminology. An appropriate program must find ways to help young people understand the meaning of the teachings while also giving them opportunities to engage with the language of their tradition, following a learning pathway suited to the capacities of each age group.
Bilingual education, in this context, should not be understood simply as placing two texts side by side. Education across languages requires a reconsideration of how knowledge is communicated: identifying essential concepts, explaining them through situations familiar to learners, comparing translations, and providing opportunities for members to express their understanding in their own words. Concepts such as impermanence (anicca), karma (kamma), non-self (anattā), compassion (karuṇā), and filial devotion may be misunderstood if words are merely substituted without examining their broader conceptual meanings and cultural contexts.
Research on heritage-language education indicates that learners may possess markedly different abilities in listening, speaking, reading, and writing. Curriculum development must therefore be grounded in the actual linguistic practices of particular communities rather than assuming that all young people of Vietnamese descent constitute a homogeneous group.[2] For GĐPTVN, this suggests the need to assess members’ language abilities before developing educational materials, to train Leaders capable of bilingual instruction, and to create learning approaches that do not leave those who are less proficient in Vietnamese feeling excluded from Buddhist life.
It is also necessary to distinguish the preservation of Vietnamese from the preservation of any particular familiar method of teaching Vietnamese. An educational objective may remain worth pursuing even when the means of achieving it must change. Reading stories, interviewing grandparents, exploring family history, learning Buddhist terminology through practical activities, or undertaking community projects may all help connect language with lived experience. The effectiveness of each method must be assessed under specific conditions; it cannot be established by favorable impressions alone.
Ultimately, the question is not whether GĐPTVN should continue teaching Vietnamese. The more appropriate question is: How can Vietnamese become a bridge into our heritage rather than inadvertently becoming a doorway through which some young people cannot pass?
IV. Leaders in the Twenty-First Century: From Organizing Activities to Creating Educational Environments
Within the life of GĐPTVN, the Leader (Huynh trưởng) occupies a distinctive position. A Leader is at once a learner, a guide, an organizer of activities, and potentially a familiar example whom young members observe and seek to emulate. Yet precisely because these responsibilities are so varied, the training of Leaders today cannot rest solely upon years of service, proficiency in conducting activities, or familiarity with previously transmitted instructional content.
Leaders are working with young people who are growing up in an educational environment different from that of earlier generations. These young people may be accustomed to asking questions, consulting multiple sources of information, and asserting a stronger awareness of privacy and personal boundaries, while also confronting academic pressures, social relationships, and complex online experiences. This does not mean that today’s young people are necessarily more difficult to educate than those of previous generations. It means that methods effective in one set of circumstances must be reconsidered when those circumstances change.
A substantial program of Leader training must integrate several areas of competence. Its foundation remains Buddhist learning and personal cultivation, for a guide cannot meaningfully transmit what that person has not endeavored to understand and practice. Alongside this foundation, however, there must be age-appropriate pedagogical competence, the ability to communicate with families, a basic understanding of child and adolescent development, organizational skills, the capacity to evaluate activities, and an awareness of the limits of one’s own professional competence.
It is especially important to distinguish moral credibility from professional competence. A devoted Leader may be an admirable example and yet still require training in child safeguarding, conflict resolution, or supporting members experiencing psychological difficulties. Loving concern cannot substitute for safeguarding procedures, and many years of experience do not automatically ensure that every method currently employed remains appropriate. Acknowledging the need for further learning does not diminish the worth of a Leader; on the contrary, it is an expression of responsibility.
Leader training must also gradually move beyond testing the ability to recall instructional content toward observing the capacity to apply it. Someone may explain the theory of compassion correctly, but how will that person respond when two young members come into conflict? Someone may understand the principle of attentive listening, but can that person create space for a shy child to express an opinion? Someone may know the internal regulations thoroughly, but can that person distinguish a situation requiring educational guidance from one that must be referred to an appropriately qualified professional?
Realistic scenarios, reflective exercises, supervised practice, post-activity evaluation, and exchanges of experience among local units can become important elements of training. In particular, a culture of feedback must be cultivated in which criticism of a method is not interpreted as a personal insult. When every mistake is concealed in order to preserve appearances, the organization loses an essential source of knowledge for its own development.
Another concern is the capacity to prepare successors. A capable Leader is not simply someone who performs assigned responsibilities well, but someone who gradually enables others to assume those responsibilities. If a unit cannot operate reliably when a few key individuals are absent, this is a sign that its structure and distribution of responsibilities require examination, rather than merely an indication of insufficient personnel.
The Leader of a new age need not become an expert in every field. What matters more is knowing what one needs to learn, what one is competent to undertake, when cooperation with others is necessary, and how to help young members mature in autonomy rather than remain indefinitely dependent upon their guides.
V. Buddhist Education as a Process of Maturation, Not Merely a Collection of Lessons
An educational program may possess an extensive body of lessons without adequately explaining how learners are expected to develop through successive stages. This is a question that deserves examination in any organization devoted to the education of children and young people, and GĐPTVN is no exception.
If the objective is to help young people receive the Dharma as a foundation for living, a curriculum cannot be organized solely around the completion of one lesson after another. It is necessary to identify the competencies and qualities that learners may progressively develop in accordance with their ages and experiences. A young child learning to care for a friend may be taking the first steps toward compassion; an adolescent learning to recognize emotions and take responsibility for speech may be practicing fundamental elements of mindfulness and ethical conduct; a young adult learning to analyze a social issue without adopting an extremist attitude may be beginning to apply Buddhist understanding to civic life.
This does not mean reducing Buddhist teachings to a set of psychological skills or behavioral objectives that can be fully measured. The life of Buddhist cultivation always contains depths that exceed the evaluative capacity of an educational program. Nevertheless, that depth should not become a reason to reject every form of assessment. Certain things can be observed: whether learners have become more attentive listeners, whether they can explain a concept in their own words, whether they can cooperate and accept responsibility, and whether they can independently locate reliable sources of Buddhist knowledge. Such indicators do not measure enlightenment; they help educators consider whether the methods being employed support the learners’ maturation.
An appropriate curricular framework must establish continuity across organizational divisions, levels of learning, and stages of life. Such continuity does not necessarily consist of repeating the same material at increasing levels of difficulty, but rather of progressively deepening the understanding of fundamental questions. Compassion may be introduced to a young child through acts of sharing; to an adolescent through recognizing the suffering of others; and to a young adult through questions concerning justice, social responsibility, and the limits of charitable action. The underlying value remains the same, while the scope of understanding and capacity for practice develop with experience.
Experiential education can make a substantial contribution to curriculum design. Within the educational tradition associated with John Dewey, experience becomes genuinely educational when connected to reflection and subsequent experience; not every lively activity automatically produces learning.[3] For GĐPTVN, this suggests that after a game, a community-service project, a camp session, or a collective activity, young members should have opportunities to reflect on what they did, what they felt, the choices they made, and the significance of those experiences for their lives.
An activity that succeeds because it is enjoyable and orderly is certainly valuable. Yet an activity that helps young people understand themselves, others, and their responsibilities more deeply comes closer to fulfilling the purposes of education. These two outcomes may coexist, but they should not be treated as identical.
VI. Safety, Trust, and the Dignity of Young People
An organization devoted to the education of children and young people cannot assess its own character solely through the ideals it professes. That character is also revealed in how the organization protects participants, responds to difficult situations, and ensures that children’s rights and interests are not subordinated to the reputation of adults or the prestige of a local unit.
In overseas settings, GĐPTVN operates within legal systems and child-protection standards that may differ among countries, states, and local jurisdictions. It cannot therefore be assumed that a single set of internal regulations, applied uniformly, will satisfy every legal requirement. Each local unit must determine the specific obligations applicable where it operates, including such matters as personnel screening when required, supervision of activities, rules governing interactions between adults and children, confidentiality, reporting suspected abuse, and procedures for responding to incidents.
International principles of child safeguarding emphasize placing children’s safety and best interests at the center of organizational policies and practices.[4] Within a Buddhist educational environment, this requirement also carries profound ethical significance. Compassion cannot exist only in instruction; it must be embodied in conditions that allow vulnerable individuals to be protected and heard.
A healthy organizational culture must allow young members and parents to raise concerns without fear of being accused of disrespect. At the same time, the reception and handling of information must be fair, careful, respectful of privacy, and consistent with legal obligations. Cases involving indications of abuse or serious risk cannot be addressed solely through internal reconciliation or advice concerning personal cultivation; they require appropriate procedures and the involvement of competent authorities whenever the law so requires.
Mental health is another area in which responsibilities must be clearly distinguished. Leaders may create supportive environments, recognize signs that warrant concern, and help young members obtain appropriate assistance. They should not, however, undertake diagnosis or treatment without the relevant professional qualifications and authorization to practice. Activities such as meditation, mindfulness, or supportive conversations informed by Buddhist principles may offer benefits to some individuals, but they must not be presumed to replace professional care.
These requirements may lead some to worry that GĐPTVN activities will become excessively burdened by administrative formalities. Yet the purpose of establishing clear procedures is not to replace loving concern with paperwork. Sound methods establish boundaries and responsibilities so that the expression of care does not depend solely upon the goodwill of particular individuals. A trustworthy organization is not one that claims itself incapable of error, but one that knows how to prevent, recognize, and address errors responsibly.
In this context, protecting an organization’s good name cannot be equated with concealing problems. Lasting trust is built upon the capacity to confront the truth, especially when that truth requires the organization to change itself.
VII. Relations with the Sangha, Families, and the Community: Interconnected Circles of Educational Support
GĐPTVN does not exist in isolation. Its life is connected to the Three Jewels, to Buddhist temples and spiritual advisers, to the families of its members, to Vietnamese communities, and to the social institutions of the countries in which it operates. These relationships create an educational environment extending well beyond the regular program of activities. Yet the involvement of multiple parties also raises questions concerning responsibility, authority, and modes of cooperation.
First is the relationship with the Sangha. Within the Buddhist tradition, the guidance of monks and nuns is fundamental to learning and practicing the Dharma. For GĐPTVN, this relationship also helps connect the Buddhist education of young people with the broader religious life of the Buddhist community. Nevertheless, respect for spiritual guidance should be expressed through clearly defined forms of cooperation, in which responsibilities for Dharma instruction, educational administration, personnel management, and legal compliance are appropriately distinguished.
Such distinctions are not intended to create distance between the Sangha and the laity, but to enable each party to fulfill its respective responsibilities more effectively. A monastic spiritual adviser may provide guidance in Buddhist doctrine and cultivation, while those entrusted with organizational responsibilities must ensure that operations are safe, transparent, and consistent with local regulations. When matters arise requiring expertise in education, law, or healthcare, appropriate professional consultation is necessary. Harmony does not require everyone to perform the same function; it requires those functions to be coordinated on a foundation of respect and responsibility.
The families of young members constitute the second circle of support. Many qualities that GĐPTVN seeks to cultivate can develop sustainably only when practiced in everyday life. A child who learns the practice of loving speech during organizational activities but regularly witnesses contrary patterns of communication at home must contend with inconsistent educational experiences. Conversely, a family may strongly desire its children to remain connected to the Dharma without fully understanding the purposes and methods of GĐPTVN. Cooperation between Leaders and parents must therefore extend beyond communicating schedules, contributing funds, or arranging transportation.
In overseas settings, the family is also a place where generational and cultural differences become particularly visible. Parents may regard the preservation of Vietnamese and traditional customs as their highest priorities, while young people may seek an environment capable of addressing questions about identity, autonomy, and contemporary life. GĐPTVN can help create a space for dialogue between these needs, but it should not assume the role of arbitrator over the family. Its educational responsibility is to help generations understand one another more deeply, identify shared values, and seek appropriate ways of responding to particular circumstances.
The third circle is the wider society. A GĐPTVN unit may cooperate with educational institutions, libraries, charitable organizations, environmental programs, or local service initiatives, provided that their objectives, methods, and conditions of participation are consistent with Buddhist educational principles. Through such activities, young members have opportunities to recognize that compassion is not confined to those who share their language, ancestry, or religious beliefs. The spirit of service may extend from the familiar community to people whom they have never previously encountered.
External cooperation, however, must also be carefully selected and evaluated. Not every community program is appropriate for every age group, and not every opportunity for public visibility serves an educational purpose. A charitable activity acquires lasting significance when participants are adequately prepared, are taught to respect the dignity of those receiving assistance, and have opportunities to reflect upon the deeper causes of the problems involved. Otherwise, service may be reduced to the completion of required volunteer hours or the production of a favorable public image for the organization.
From this perspective, GĐPTVN may be studied as an intermediary educational environment connecting family, temple, and society. Its value lies not in replacing any of these institutions, but in its capacity to bring together different educational resources and help young people learn to live responsibly within multiple relationships at once.
VIII. Generational Succession: From Individual Dedication to Organizational Resilience
In many communities shaped by migration, the founding generation often assumes a role extending far beyond administration. Its members carry memories of their homeland, organizational experience acquired in earlier circumstances, and a sense of responsibility cultivated through historical upheavals. Their dedication may enable the community to overcome the hardships of its formative years. Yet as an organization moves into its second, third, or subsequent generations, the very source of strength that enabled its establishment may also present a challenge: how can dependence upon exceptional individuals give way to a structure capable of continually preparing successors and transferring responsibility?
This is not simply a matter of age. A younger Leader does not necessarily possess an innovative outlook, just as a senior Leader is not necessarily conservative. What requires examination is how the organization draws upon experience, distributes responsibility, and prepares successors. Some individuals may be willing to hand over responsibilities but lack adequately trained successors; some younger members may possess the necessary abilities but have not found opportunities to participate in decision-making; and some units may face personnel shortages arising from geographical, professional, or family circumstances.
A proper understanding of these conditions requires data. What is the age distribution of Leaders? How many individuals are simultaneously carrying multiple responsibilities? Which duties can be performed by only one person? How many potential successors are being prepared to assume responsibilities within the next three to five years? Do younger members have opportunities to participate in planning, program evaluation, and the formulation of proposals, or are they assigned only to implement decisions already made? Such questions allow succession to become a concrete object of inquiry rather than a matter of subjective impression.
A healthy mechanism for succession requires both the preparation of those transferring responsibilities and the competence of those receiving them. Senior members need opportunities to systematize their experience, explain important decisions, and share lessons learned from failures as well as successes. Their successors need training, supervised practice within appropriate areas of responsibility, opportunities to ask questions, and evaluation according to clear standards. Succession cannot occur only when a position becomes vacant; it must be an educational process undertaken well in advance.
Here, we must distinguish the transmission of experience from the transmission of dependency. The former enables successors to understand the principles, methods, and reasoning underlying previous decisions. The latter leaves them capable only of asking their predecessors what to do, even when circumstances have changed. A mature tradition does not produce generations capable merely of repeating instructions; it cultivates people with sufficient understanding to continue pursuing its ideals through responsible judgment.
Succession also requires an organization to accept that those who follow may act differently from those who came before. Such differences should be assessed in light of purpose, ethics, effectiveness, and established limits, rather than measured solely against familiar habits. A new method may fail and require revision; an older method may remain appropriate and deserve preservation. No method should be exempt from evaluation simply because it belongs to either the past or the future.
If there is a reliable indication of organizational maturity, it is the capacity to continue its work when those who once carried its responsibilities are no longer present. Such continuity does not diminish the contributions of earlier generations. On the contrary, it demonstrates that those contributions have become a foundation upon which others can build.
IX. Technology and Artificial Intelligence: Developing the Capacity to Learn Without Surrendering Human Judgment
For GĐPTVN, the question of technology should not end with whether the organization uses social media, online classes, or artificial intelligence tools. More important is how technology is changing the ways young members learn, Leaders prepare lessons, the organization preserves knowledge, and participants establish trust in sources of information.
A digital library can help geographically dispersed units access shared materials. A bilingual educational repository can reduce disparities in resources among local communities. Online exchanges can enable Leaders to share experiences and investigate questions together. Artificial intelligence tools can assist in generating ideas for lesson organization, preparing questions, drafting translations, or suggesting forms of presentation appropriate to different age groups.
These conveniences, however, do not eliminate the responsibility of verification. An AI system may produce an eloquent but inaccurate explanation of a scripture’s origins, confuse different Buddhist traditions, or attribute to the Buddha statements that have no verifiable source. Educational materials prepared with AI assistance must therefore remain subject to responsible human editing, source verification, and final approval. In matters of Buddhist doctrine, canonical texts, traditional commentaries, academic scholarship, and the interpretations of individual authors must be clearly distinguished. The fluency of an answer is not evidence of its accuracy.
International guidance concerning AI in education emphasizes the need for human-centered approaches, attention to privacy and equity, the development of users’ capabilities, and responsible governance.[5] Within GĐPTVN, these principles have concrete implications. Members’ personal information, children’s photographs, family records, or sensitive disclosures should not be entered into online systems without an appropriate legal basis, relevant consent, and necessary protective measures. AI-assisted educational materials must be reviewed for age appropriateness, accuracy, and the possibility of misunderstanding.
Another risk is the weakening of independent learning when learners become accustomed to receiving complete answers before undertaking their own reading, reflection, and questioning. If Leaders use AI to replace the entire process of lesson preparation, or if young members use it to complete assignments intended to develop their capacity for judgment, technology may make educational activities appear more efficient while actually impoverishing the intellectual experience of learning.
Education in the age of AI must therefore cultivate the ability to use tools with discernment. Learners need to know how to formulate questions, verify sources, recognize uncertainty, compare interpretations, and assume responsibility for their conclusions. Leaders, too, must be trained to recognize the limitations of these tools rather than treating technology as a new source of authority.
Not every dimension of education, however, can be transferred to a screen. Trust is built through working together, sharing difficulties, engaging in appropriate personal conversations, and encountering living examples within the community. A young member may learn the definition of compassion through a digital device, but practicing compassion in relationships with others still requires concrete circumstances of shared life.
The issue, therefore, is not a choice between technology and tradition. It is to determine which aspects of the educational process technology should support, which require direct human relationships, and who bears responsibility when new means produce unintended consequences. Tools may broaden access; judgment concerning the purposes and quality of education must remain a human responsibility.
X. From Assessment to Verification: A Feasible Research Agenda for GĐPTVN Overseas
Having identified the areas requiring attention, a responsible scholarly inquiry must proceed further: it must transform broad questions into problems that can be investigated under actual conditions. If we merely conclude that GĐPTVN needs renewal, younger leadership, bilingual education, or technological applications, the discussion will remain at the level of exhortations that are difficult to dispute but equally difficult to implement. Research must clarify what should be investigated, which methods should be employed, what limitations must be acknowledged, and how the findings may be used.
An appropriate starting point would be small-scale studies conducted in local units that voluntarily agree to participate, followed by comparisons across different circumstances. A study of language, for example, might examine how members of different ages understand Dharma lessons presented in Vietnamese and English, while also interviewing them about the difficulties they actually encounter. A study of continued participation might explore the experiences of both those who remain active and those who have left the organization, avoiding the limitation of collecting opinions only from current members. A study of training might observe Leaders’ ability to apply knowledge before and after a particular professional-development program.
Each study must employ methods appropriate to its questions. Questionnaire surveys may help identify patterns but are less capable of explaining their underlying causes. In-depth interviews may provide insight into individual experiences, but their findings cannot be generalized indiscriminately. Observation of activities may reveal discrepancies between intended curricula and actual practice, although the influence of the observer must also be considered. Combining multiple sources of data can help mitigate the limitations of individual methods, in accordance with the principle of corroborating evidence discussed in Lesson 1.
Research ethics is an indispensable requirement. When studies involve minors, appropriate parental or guardian consent and the age-appropriate assent of the participants themselves must be obtained in accordance with applicable laws and research standards. Personal information must be protected, participation must be voluntary, and respondents must not be pressured by hierarchical relationships or organizational authority. Research findings should not be used to publicly shame individuals, impose unfair comparisons among units, or disadvantage those who have shared their experiences.
A common obstacle in organizational research is the tendency to collect only information that reinforces a positive institutional image. Active members may evaluate a program favorably because of their emotional attachment to it, while former members may recall unfavorable experiences more readily. Both perspectives must be heard, compared, and situated within their proper contexts. Findings that contradict initial expectations are not failures of research; they may be its most important discoveries.
For research to serve education in practice, its findings must be translated into limited, carefully designed trials. If a unit finds that members have difficulty understanding lessons taught in Vietnamese, it might introduce a bilingual instructional module, define its objectives and assessment methods in advance, and compare the results with those of its existing approach. If a Leader-training program appears to lack practical application, simulated situations might be introduced, followed by observation of participants’ abilities after training. If parents have limited understanding of educational objectives, a new form of communication might be introduced and evaluated in terms of participation and the quality of cooperation.
Such trials do not necessarily require substantial financial resources. They require clarity of purpose, honesty in recording results, and a willingness to revise assumptions when those assumptions are not supported by evidence. This approach is consistent with the principles of continuous improvement in education: identifying a problem, conducting appropriately controlled trials, observing outcomes, reflecting upon the findings, and making adjustments.[6]
Caution is warranted before attempting to establish a single set of standards for ranking every overseas GĐPTVN unit. Differences in size, personnel, economic circumstances, geography, and local communities may make direct comparisons unfair. At an initial stage, greater value may lie in helping each unit understand its own circumstances, identify changes over time, and learn from experiences that have been documented reliably.
Research should not become another layer of administrative burden placed upon Leaders who already devote considerable time to voluntary service. Accordingly, survey instruments should be concise, purposes clearly defined, data collected only when genuinely necessary, and findings returned to the community in useful forms. When participants recognize that research helps improve activities and education, they have reason to regard it as part of a shared responsibility rather than an additional administrative obligation.
XI. From Inheritors to Transmitters: The Path Forward for Vạn Hạnh III
Vạn Hạnh III cannot be evaluated solely by the number of scholarly essays completed, the quantity of materials read, or proficiency in academic terminology. Such achievements are important, but they belong primarily to the stage of preparation. The deeper significance of an advanced Leader-training program must be found in the transformation of participants’ capacity for judgment and sense of responsibility after their formal studies have concluded.
A mature learner does not merely repeat the observation that Buddhism is changing. Such a person can recognize those changes within the circumstances of a particular unit, distinguish established knowledge from assumptions, select appropriate methods of inquiry, and propose feasible courses of action. That person does not regard enthusiasm as a guarantee that a decision is sound, nor invoke the authority of scholarship to dismiss the value of practical experience. Knowledge and experience must meet within a process of learning that remains capable of correcting itself.
For a Vạn Hạnh Leader, one particularly important capacity to cultivate is the ability to ask questions that extend beyond immediate difficulties. If a unit lacks instructors, its present needs must be addressed; at the same time, it is necessary to ask why its preparation of successors has not been sufficiently effective. If a class struggles to attract members, instructional methods may need adjustment; but the educational objectives themselves must also be examined in relation to learners’ lived experiences. If the organization encounters difficulties in intergenerational cooperation, those relationships must be addressed without overlooking the structural factors that cause similar problems to recur.
Such questions require intellectual discipline. Not every problem can be resolved within a single training course, and not every proposal can be implemented immediately. Yet a well-trained Leader must know how to distinguish the urgent from the important over the longer term, what can be undertaken independently from what requires broader agreement, and what falls within one’s own responsibility from what demands different expertise or authority.
In this sense, Vạn Hạnh is more than the name of a level of training. The figure of Zen Master Vạn Hạnh evokes the relationship between personal cultivation and the capacity to discern the conditions of one’s time, between Buddhist wisdom and responsibility toward social transformation. Yet taking inspiration from a historical figure does not mean claiming the ability to predict the future. What deserves emulation is attentiveness to emerging conditions, caution in judgment, and an awareness that actions taken today may affect the lives of many people in the years ahead.
If Xuanzang (Huyền Trang) symbolizes the spirit of undertaking long journeys to seek and verify the Dharma, the figure of Vạn Hạnh may remind learners of their responsibility to understand the conditions of their age and act at the appropriate moment. The former emphasizes rigor in investigating the sources of the Dharma; the latter suggests the capacity to bring such understanding into concrete historical circumstances. These two images are not opposed. They converge in the recognition that knowledge must be cultivated through sustained effort, and that such effort must lead to responsibility.
For today’s generation of overseas Leaders, the greatest obstacles do not necessarily take the form of a perilous road or a geographical frontier. They may appear as ruptures between generations, language barriers, geographically dispersed communities, the pressures of modern life, declining trust in institutions, and an information environment in which truth and falsehood are increasingly difficult to distinguish. These obstacles cannot be overcome through determination alone. They require knowledge, cooperation, appropriate methods, and a sufficiently grounded life of Buddhist practice to preserve one’s direction amid immediate demands.
It must also be emphasized that the responsibility of Vạn Hạnh III is not to produce a class of Leaders who stand outside or above the life of local units, offering judgments from a distance. The value of research is established only when researchers retain the capacity to listen to those directly caring for young members, understand the practical limitations of voluntary service, and remain willing to revise their proposals through dialogue. Knowledge should not distance a Leader from the community; properly employed, it enables that Leader to serve the community with greater understanding.
A scholarly inquiry may end on its final page. The responsibility it opens does not.
Conclusion: Keeping the Lamp Alight Through the Capacity to Transmit Its Light
To examine GĐPTVN amid the transformations of global Buddhism is not, ultimately, to seek a formula that will guarantee its future. No educational model can be preserved unchanged across every generation and remain automatically appropriate; nor should an innovation be regarded as progress merely because it bears the name of renewal. Between preservation and transformation, what matters is the capacity to recognize the essential purposes of education, understand the people being educated, and create the conditions under which those purposes can continue to be realized.
Throughout its history, GĐPTVN has connected the ideals of Buddhist education with a communal form of youth activity. The value of this heritage lies not only in the symbols, ceremonies, and memories preserved by successive generations, but also in a fundamental conviction: young people can be guided toward maturity in understanding, loving-kindness, and responsibility. If that conviction remains foundational, then every question concerning curricula, language, training methods, personnel organization, or technological applications must ultimately return to the kind of human being GĐPTVN seeks to help cultivate.
A young Oanh Vũ member entering the organization in 2026 will reach adulthood in a world that we cannot yet fully imagine in 2046. That young person may live among multiple languages, multiple cultural identities, and forms of technology that do not yet exist. The memories of the homeland carried by grandparents may not be the same as those of this new generation; Vietnamese may not be used in the manner familiar to the parents; and educational authority may not be received according to the habits of earlier generations. Yet that young person will still confront the fundamental questions of human existence: how to understand oneself, live with others, respond to suffering, take responsibility for one’s actions, and discover a meaningful direction amid change.
If GĐPTVN helps such a young person approach these questions with wisdom and compassion, learn without unquestioning acceptance, cherish one’s roots without closing oneself off from the world, and serve others without surrendering personal autonomy, then its educational heritage will have been transmitted in a profound sense. Conversely, if young people learn only to reproduce familiar forms without understanding why those forms deserve preservation, continuity may remain visible outwardly while becoming increasingly fragile within.
This does not mean that symbols and ceremonies are of secondary importance. They can preserve memory, foster a sense of belonging, and enable communities to recognize one another across geographical distances. Yet symbols must be explained, ceremonies must be lived, and traditions must be received with understanding. When meaning is no longer transmitted, form risks becoming mere habit; when form is discarded without careful consideration, communal memory may lose important means of support. Educational responsibility lies in preserving the relationship between these two dimensions.
The four lessons of this scholarly inquiry have followed a deliberate progression: learning how to see, looking outward toward the world, discerning the directions of change, and finally turning back to examine ourselves. This progression does not culminate in a prediction of Buddhism’s flourishing or decline, still less in a definitive judgment concerning GĐPTVN. It leads instead to a more modest but more demanding requirement: before deciding what must be done, we need to know where we stand; before declaring a method effective, we need to examine what results it has produced; and before speaking of transmission, we need to ask what those who come after us have truly received.
From this point forward, the responsibility of a Leader is not merely to preserve what has been received, but also to prepare the conditions under which those who follow may receive it more deeply. Such preparation begins with study, self-examination, the courage to confront difficult questions, and the capacity to cooperate with people whose experiences differ from one’s own. It finds expression in a carefully prepared lesson, a young member who is genuinely heard, a young person entrusted with responsibility, an error openly corrected, and a valuable experience documented so that others may continue the work.
Those who came before cannot walk the path on behalf of those who follow. But they can pass on what is needed so that the next journey need not begin in darkness.
To keep the lamp alight is not to preserve unchanged the hand that holds it. To keep the lamp alight is to ensure that its light continues to be passed on.
Homage to the Bodhisattva Mahāsthāmaprāpta, the Great Being of Ever-Persistent Effort.
