Quy Chế Huynh Trưởng GĐPT Việt Nam xác định kỷ luật của Trại Huyền Trang vỏn vẹn bằng hai chữ “Tự giác”. Hai chữ ngắn gọn ấy thực chất đặt ra một yêu cầu rất cao đối với người Trại sinh.
Ở những cấp huấn luyện căn bản, kỷ luật thường được nhận biết qua giờ giấc, hiệu lệnh, sự phân công và việc chấp hành. Đến Huyền Trang, những nguyên tắc ấy vẫn còn nguyên giá trị, nhưng người Huynh trưởng cần tiến thêm một bước từ kỷ luật do sự điều hành bên ngoài đến kỷ luật được hình thành từ nhận thức và trách nhiệm bên trong.
Đó chính là ý nghĩa của Tự giác.
- Tự giác không phải là tự do tùy ý
Tự giác không có nghĩa là mỗi người tự quyết định điều mình muốn làm; cũng không có nghĩa Trại sinh không còn chịu sự điều hành của Ban Quản Trại.
Ngược lại, tự giác đòi hỏi người Huynh trưởng trại sinh hiểu rõ mình đang ở đâu, mang trách nhiệm gì và hành vi của mình ảnh hưởng thế nào đến tập thể.
Người có tự giác không cần đợi tiếng còi mới chuẩn bị; không cần được nhắc mới đến đúng giờ; không cần kiểm soát mới hoàn thành công tác; cũng không vì thiếu sự hiện diện của người điều hành mà buông lỏng tác phong.
Như thế, kỷ luật thông thường bắt đầu từ sự chấp hành; kỷ luật Huyền Trang phải tiến đến khả năng tự điều phục.
Đây cũng là điểm gặp nhau giữa tinh thần huấn luyện GĐPT và nền tảng tu học Phật giáo. Người Huynh trưởng học lãnh đạo người khác bằng cách trước hết biết quản trị chính mình.
- Từ Tự giác đến Tự trị
Khi từng cá nhân có khả năng tự giác, tập thể mới có khả năng tự trị.
Tự trị trong Trại Huyền Trang không phải là tách khỏi Ban Quản Trại mà là tạo một môi trường để Trại sinh thực tập điều hành một cộng đồng bằng chính năng lực, trách nhiệm và trí tuệ tập thể của mình.
Bởi vậy, Hội Đồng Trại Sinh không nên được hiểu đơn thuần như một bộ phận phụ giúp Ban Quản Trại. Đây là môi trường thực tập lãnh đạo của chính Trại sinh Huyền Trang.
Qua Hội Đồng Trại Sinh, Trại sinh học cách:
- phân công và nhận trách nhiệm;
- tổ chức và điều hợp công việc;
- lắng nghe ý kiến khác biệt;
- đối thoại thay vì áp đặt;
- giải quyết những vấn đề thuộc phạm vi của mình;
- đặt lợi ích chung lên trên thuận tiện cá nhân;
- cùng chịu trách nhiệm về quyết định tập thể.
Tự giác là nền tảng của cá nhân; Tự trị là sự trưởng thành của tập thể.
- Hội Đồng Trại Sinh: lãnh đạo bằng cộng tác
Huyền Trang là cấp huấn luyện hướng người Huynh trưởng đến những trách nhiệm cao hơn. Vì vậy, Trại không chỉ truyền đạt kiến thức về lãnh đạo mà phải tạo điều kiện để lãnh đạo được thực tập ngay trong đời sống Trại.
Hội Đồng Trại Sinh chính là một không gian như thế.
Người được giao trách nhiệm không trở thành người có đặc quyền; người điều hành không đứng trên tập thể. Trách nhiệm càng cao thì yêu cầu tự giác, lắng nghe và phục vụ càng lớn.
Một quyết định tốt của Hội Đồng không nhất thiết là quyết định làm mọi người hài lòng, mà là quyết định được hình thành bằng đối thoại, trách nhiệm, tinh thần hòa hợp và mục đích chung của Trại.
Khi xảy ra bất đồng, Trại sinh trước hết tập giải quyết bằng tương kính và đối thoại. Những vấn đề vượt quá trách nhiệm hoặc khả năng của Hội Đồng được trình lên Ban Quản Trại.
Đó cũng là một bài học lãnh đạo, biết đảm nhận trách nhiệm và đồng thời biết giới hạn thẩm quyền của mình.
- Ban Quản Trại: giám hộ mà không làm thay
Nếu Hội Đồng Trại Sinh là môi trường thực tập tự trị thì Ban Quản Trại là cơ cấu định hướng và giám hộ.
Giám hộ ở đây không có nghĩa theo dõi từng hành vi hay can thiệp vào mọi công việc. Nếu Ban Quản Trại làm thay tất cả, Trại sinh khó có cơ hội trưởng thành; nhưng nếu hoàn toàn buông sự hướng dẫn, “tự trị” có thể trở thành tùy tiện.
Vì vậy, Ban Quản Trại giữ vai trò định hướng – quan sát – cố vấn – bảo hộ – điều chỉnh khi cần thiết.
Trong những vấn đề liên quan đến chương trình huấn luyện, nguyên tắc tổ chức, an toàn, bảo hộ trại sinh, cơ sở Trại hoặc những sự việc vượt thẩm quyền Hội Đồng Trại Sinh, Ban Quản Trại giữ trách nhiệm và thẩm quyền tối hậu.
Mối quan hệ ấy có thể hiểu đơn giản là Ban Quản Trại không làm thay Trại sinh những gì Trại sinh có khả năng tự đảm trách; Hội Đồng Trại Sinh không vượt khỏi những giới hạn mà trách nhiệm huấn luyện và an toàn của Trại đòi hỏi.
Chính khoảng không gian giữa hai giới hạn ấy là nơi năng lực lãnh đạo được trưởng thành.
- Nội lệ không phải những điều để tránh
Từ nhận thức trên, Nội lệ Huyền Trang nên được hiểu trước hết như những phát nguyện thực hành, thay vì là một danh mục những điều cấm.
Mỗi Trại sinh tự nguyện:
Tu học – Tham dự đầy đủ, đúng giờ và nghiêm túc các thời khóa tu học, huấn luyện, nghi lễ và sinh hoạt.
Tự giác – Chủ động nhận biết và thực hiện bổn phận; không chờ nhắc nhở, kiểm soát hay thúc giục.
Trách nhiệm – Hoàn thành công tác được giao và cùng chịu trách nhiệm về sự thành công, an toàn và trang nghiêm của Trại.
Tự trị – Tôn trọng cơ cấu Trại và Hội Đồng Trại Sinh; thực tập lãnh đạo bằng cộng tác, đối thoại và trí tuệ tập thể.
Tác phong – Giữ tư cách người Huynh trưởng trong y phục, ngôn ngữ, giao tiếp và hành xử.
Hòa hợp – Tôn trọng phẩm giá và sự khác biệt của nhau; không để lời nói hay hành động gây tổn thương, chia rẽ hoặc bất an cho người khác.
Kỷ luật – Tôn trọng chương trình, giờ giấc và sự điều hành chung; việc vắng mặt hoặc rời khu vực Trại phải được báo cáo theo quy định.
Đời sống Trại – Giữ vệ sinh, trật tự, tài sản chung và tôn trọng không gian tu học, sinh hoạt, nghỉ ngơi của tập thể.
Công nghệ – Sử dụng điện thoại và thiết bị điện tử với ý thức tự chế; không để phương tiện cá nhân làm gián đoạn tu học, nghi lễ và đời sống chung.
An toàn và bảo hộ – Tuân thủ các hướng dẫn về sức khỏe, an toàn và bảo vệ trẻ em; tôn trọng quyền riêng tư và những nguyên tắc sinh hoạt liên hệ đến đoàn sinh vị thành niên.
Giải quyết bất đồng – Lấy đối thoại, tương kính và hòa hợp làm căn bản; vấn đề vượt thẩm quyền được trình lên cấp trách nhiệm.
Danh dự – Tự chịu trách nhiệm về lời nói, quyết định và hành vi của mình; ý thức rằng danh dự cá nhân gắn liền với danh dự Trại và tổ chức.
- Từ Nội lệ đến phẩm chất người Huynh trưởng
Giá trị của Nội lệ Huyền Trang không nằm ở chỗ Trại có bao nhiêu điều khoản quy định, mà ở chỗ khi không còn người nhắc nhở, người Trại sinh vẫn biết mình phải làm gì.
Nếu một Trại sinh đến đúng giờ chỉ vì sợ bị ghi nhận, đó mới là chấp hành. Nếu đến đúng giờ vì hiểu rằng sự chậm trễ của mình ảnh hưởng đến tập thể, đó là tự giác.
Nếu hoàn thành công tác vì được giao, đó là bổn phận. Nếu chủ động nhìn thấy việc cần làm và cùng người khác hoàn thành, đó là trách nhiệm.
Nếu điều hành vì mình đang giữ chức vụ, đó là vị trí. Nếu biết lắng nghe, kết nối và giúp tập thể cùng hoàn thành trách nhiệm, đó mới bắt đầu là lãnh đạo.
Vì vậy, Tự giác – Tự trị – Trách nhiệm không phải ba nguyên tắc rời nhau. Cả ba tạo thành một tiến trình:
- Tự giác để tự điều phục mình.
- Tự trị để học điều hành cùng người khác.
- Trách nhiệm để biết gánh lấy hệ quả của việc mình làm.
Hội Đồng Trại Sinh là nơi tiến trình ấy được thực tập. Ban Quản Trại là điểm tựa hướng dẫn và giám hộ để sự thực tập ấy không rời mục đích huấn luyện.
Và VỮNG chính là phẩm chất cần được hình thành từ tiến trình đó:
VỮNG trong lý tưởng – VỮNG trong tu học – VỮNG trong trách nhiệm.
TỰ GIÁC để rèn mình – TỰ TRỊ để trưởng thành – HÒA HỢP để sống chung – TRÁCH NHIỆM để phụng sự.
Đến cuối kỳ Trại Huyền Trang, điều đáng quý không phải là anh chị Trại sinh đã thực hành và nhớ nằm lòng bao nhiêu điều của Nội lệ, mà là mỗi người đã tiến thêm được bao nhiêu trên con đường từ người cần được điều hành trở thành người có khả năng tự điều phục, từ người nhận công tác trở thành người biết nhận trách nhiệm, và từ người được hướng dẫn trở thành người đủ bản lĩnh để cùng người khác gánh vác việc chung.
Đó mới là ý nghĩa sâu xa của hai chữ TỰ GIÁC trong Trại Huyền Trang.
Kính chúc Ban Quản Trại luôn Vững trong trách nhiệm hướng dẫn, đủ bao dung để trao quyền, đủ sáng suốt để giám hộ và đủ tin tưởng để tạo khoảng không gian cho Trại sinh tự mình trưởng thành.
Chúc Hội Đồng Trại Sinh biết biến tinh thần tự trị thành một kinh nghiệm sống động của lãnh đạo: cùng bàn, cùng quyết định, cùng thực hiện và cùng chịu trách nhiệm; lấy hòa hợp làm phương thức, lấy việc chung làm điểm quy hướng.
Chúc toàn thể Trại sinh Huyền Trang đi trọn hành trình huấn luyện với tâm thế của người Huynh trưởng đang chuẩn bị nhận lãnh những trách nhiệm lớn hơn: Tự giác để rèn mình – Tự trị để trưởng thành – Hòa hợp để cùng đi – Trách nhiệm để phụng sự.
Bấy giờ, khi rời đất Trại, hai chữ VỮNG – TỰ GIÁC không còn là khẩu hiệu và nội lệ của một kỳ huấn luyện, mà trở thành phẩm chất của người Huynh trưởng suốt hành trình tiếp nối và mở đường cho GĐPT mai sau.

Self-Awareness, The Foundation of Discipline at Huyền Trang Training Camp
Understanding and Practicing Camp Regulations through the Campers’ Council
Motto: STEADFAST
Discipline: SELF-AWARENESS
The Regulations for Leaders of the Vietnamese Buddhist Youth Association define the discipline of Huyền Trang Training Camp in just two words: “Self-Awareness.” Brief as they may be, these two words in fact place a very high expectation upon every camper.
At the foundational levels of training, discipline is often understood through schedules, signals, assignments, and compliance. At Huyền Trang, these principles remain fully valid, but a Leader is expected to advance one step further: from discipline imposed through external direction to discipline arising from inner awareness and responsibility.
That is the essential meaning of Self-Awareness.
- Self-Awareness does not mean freedom to act at will
Self-Awareness does not mean that each person may simply decide what he or she wishes to do; nor does it mean that campers are no longer subject to the direction of the Camp Administration.
On the contrary, Self-Awareness requires each Leader-camper to understand clearly where one stands, what responsibilities one carries, and how one’s conduct affects the collective.
A self-aware person does not need to wait for a whistle before getting ready; does not need to be reminded in order to arrive on time; does not need supervision in order to complete an assignment; and does not relax one’s conduct simply because those in charge are not present.
Thus, ordinary discipline begins with compliance; the discipline of Huyền Trang must advance toward the capacity for self-discipline.
This is also where the training spirit of the Vietnamese Buddhist Youth Association meets the Buddhist foundation of cultivation. A Leader learns to lead others by first learning to govern oneself.
- From Self-Awareness to Self-Governance
Only when individuals are capable of Self-Awareness can the collective become capable of Self-Governance.
Self-Governance at Huyền Trang Training Camp does not mean becoming independent of the Camp Administration. Rather, it creates an environment in which campers practice governing a community through their own capabilities, responsibility, and collective wisdom.
For this reason, the Campers’ Council should not be understood merely as a body assisting the Camp Administration. It is the very environment in which Huyền Trang campers practice leadership.
Through the Campers’ Council, campers learn to:
- assign duties and accept responsibility;
- organize and coordinate tasks;
- listen to differing viewpoints;
- engage in dialogue rather than impose;
- resolve matters within their scope of responsibility;
- place the common good above personal convenience;
- share responsibility for collective decisions.
Self-Awareness is the foundation of the individual; Self-Governance is the maturation of the collective.
- The Campers’ Council: leadership through collaboration
Huyền Trang is an advanced training level intended to prepare Leaders for greater responsibilities. The Camp, therefore, should not merely impart knowledge about leadership; it must also create conditions in which leadership is practiced within the very life of the Camp.
The Campers’ Council provides precisely such a setting.
Those entrusted with responsibility do not thereby acquire privilege; those who lead do not stand above the collective. The greater the responsibility, the greater the demand for Self-Awareness, attentive listening, and service.
A sound decision of the Council is not necessarily one that pleases everyone, but one formed through dialogue, responsibility, a spirit of harmony, and the common purpose of the Camp.
When disagreements arise, campers first learn to address them through mutual respect and dialogue. Matters beyond the responsibility or capacity of the Council are referred to the Camp Administration.
This, too, is a lesson in leadership: to know how to assume responsibility while also recognizing the limits of one’s authority.
- The Camp Administration: overseeing without taking over
If the Campers’ Council is the environment in which Self-Governance is practiced, then the Camp Administration serves as the structure of guidance and oversight.
Oversight does not mean monitoring every action or intervening in every matter. If the Camp Administration does everything on behalf of the campers, they have little opportunity to mature; yet if guidance is entirely withdrawn, “Self-Governance” may become arbitrary.
The role of the Camp Administration, therefore, is to guide – observe – advise – safeguard – and intervene when necessary.
In matters concerning the training program, organizational principles, safety, camper protection, Camp facilities, or issues beyond the authority of the Campers’ Council, the Camp Administration retains ultimate responsibility and authority.
The relationship may be understood simply: the Camp Administration does not do for campers what they are capable of undertaking themselves; the Campers’ Council does not exceed the boundaries required by the Camp’s responsibilities for training and safety.
It is precisely within the space between these two boundaries that leadership capacity is allowed to mature.
- Camp Regulations are not merely rules about what to avoid
From this understanding, the Huyền Trang Camp Regulations should be regarded primarily as commitments to practice, rather than as a list of prohibitions.
Each camper voluntarily commits to the following:
Study and Practice – Attend fully, punctually, and earnestly all periods of Buddhist study and practice, training, ceremonies, and activities.
Self-Awareness – Proactively recognize and fulfill one’s duties without waiting to be reminded, supervised, or urged.
Responsibility – Complete assigned duties and share responsibility for the success, safety, and dignity of the Camp.
Self-Governance – Respect the Camp structure and the Campers’ Council; practice leadership through collaboration, dialogue, and collective wisdom.
Conduct – Maintain the proper bearing of a Leader in uniform, speech, communication, and behavior.
Harmony – Respect the dignity and differences of others; refrain from words or actions that may cause harm, division, or distress.
Discipline – Respect the program, schedule, and general direction of the Camp; any absence or departure from the Camp grounds must be reported in accordance with Camp procedures.
Camp Life – Maintain cleanliness, order, and common property, and respect the collective spaces for study, practice, activities, and rest.
Technology – Use phones and electronic devices with mindful restraint; do not allow personal devices to disrupt Buddhist study and practice, ceremonies, or communal life.
Safety and Safeguarding – Observe all health, safety, and child-protection guidelines; respect privacy and all principles governing activities involving minor youth members.
Resolving Disagreements – Take dialogue, mutual respect, and harmony as the foundation; matters beyond one’s authority are referred to the appropriate level of responsibility.
Honor – Take personal responsibility for one’s words, decisions, and actions, with the awareness that individual honor is inseparable from the honor of the Camp and the organization.
- From Camp Regulations to the qualities of a Leader
The value of the Huyền Trang Camp Regulations does not lie in how many rules the Camp establishes, but in whether, when no one is there to remind them, campers still know what they ought to do.
If a camper arrives on time merely out of fear of being noted for lateness, that is compliance. If one arrives on time because one understands that being late affects the collective, that is Self-Awareness.
If one completes an assignment simply because it was assigned, that is duty. If one recognizes what needs to be done and proactively joins others in accomplishing it, that is responsibility.
If one directs others merely because one holds a position, that is a title. If one knows how to listen, connect people, and help the collective fulfill its responsibilities together, that is where leadership begins.
Thus, Self-Awareness – Self-Governance – Responsibility are not three separate principles. Together, they form a progression:
- Self-Awareness to discipline oneself.
- Self-Governance to learn to lead and work with others.
- Responsibility to accept the consequences of what one does.
The Campers’ Council is where this progression is put into practice. The Camp Administration provides guidance and oversight so that such practice remains aligned with the purpose of training.
And STEADFAST is precisely the quality that should emerge from this process:
STEADFAST in ideals – STEADFAST in Buddhist study and practice – STEADFAST in responsibility.
SELF-AWARENESS to cultivate oneself – SELF-GOVERNANCE to mature – HARMONY to live together – RESPONSIBILITY to serve.
At the conclusion of Huyền Trang Training Camp, what matters most is not how many provisions of the Camp Regulations our fellow campers have practiced and committed to memory, but how far each person has progressed along the path from one who needs to be directed to one capable of self-discipline; from one who receives assignments to one who assumes responsibility; and from one who is guided to one who possesses the strength and maturity to join others in carrying the work forward.
That is the deeper meaning of the two words SELF-AWARENESS at Huyền Trang Training Camp.
May the Camp Administration remain STEADFAST in its responsibility to guide; generous enough to entrust responsibility, discerning enough to provide oversight, and confident enough to create the space in which campers may grow through their own experience.
May the Campers’ Council transform the spirit of Self-Governance into a living experience of leadership: deliberating together, deciding together, carrying out responsibilities together, and accepting responsibility together; taking harmony as its way of working and the common good as its point of orientation.
May all Huyền Trang campers complete this journey of training with the spirit of Leaders preparing to assume greater responsibilities: Self-Awareness to cultivate oneself – Self-Governance to mature – Harmony to journey together – Responsibility to serve.
Then, upon leaving the Camp grounds, the words STEADFAST – SELF-AWARENESS will no longer remain merely the motto and discipline of a training camp, but will have become enduring qualities of a Leader throughout the journey of carrying forward the legacy and opening new paths for future generations of the Vietnamese Buddhist Youth Association.
