- Từ chức vụ được quy định đến năng lực lãnh đạo
“Tư cách & nhiệm vụ của một Liên Đoàn Trưởng”, trong chương trình huấn luyện Huyền Trang, là một đề tài căn bản nhưng không nên được tiếp cận như một bài học thuần túy về chức năng hay một lần ôn lại những điều đã được quy định trong Nội quy và tài liệu huấn luyện. Nội quy có thể giúp người Huynh trưởng biết Liên Đoàn Trưởng đứng ở đâu trong cơ cấu tổ chức, có những trách nhiệm nào đối với Ban Huynh Trưởng, các Đoàn, đoàn sinh, cấp hướng dẫn và đời sống chung của đơn vị; nhưng từ những điều được quy định đến khả năng lãnh đạo một đơn vị sống động là cả một khoảng cách được lấp đầy bằng tu học, nhân cách, kinh nghiệm, năng lực phán đoán và nghệ thuật làm việc với con người. Nếu chỉ dừng lại ở câu hỏi “Liên Đoàn Trưởng phải làm gì?”, chúng ta chỉ mới chạm đến phần chức vụ. Song, huấn luyện Huyền Trang cần đi xa hơn để đặt câu hỏi “người Huynh trưởng phải trở thành người như thế nào để đủ tư cách làm những điều ấy?” Chính khoảng cách giữa chức năng được quy định và năng lực lãnh đạo trong thực tế là không gian thích hợp để đề tài này được thực hiện qua hình thức “Suggested Panel Discussion” – tọa đàm.
- Suggested Panel Discussion – khi kinh nghiệm trở thành chất liệu huấn luyện
Suggested Panel Discussion ở đây cũng đừng hiểu đơn giản là thay một giảng viên, một huấn luyện viên bằng nhiều diễn giả, càng không phải ba bài thuyết trình ngắn được đặt cạnh nhau. Giá trị của phương pháp này nằm ở chỗ biến kinh nghiệm thành chất liệu huấn luyện và biến người học từ vị trí tiếp nhận sang vị trí tham dự vào quá trình kiến tạo nhận thức. Người hướng dẫn không nhất thiết xuất hiện như người đang nắm giữ một đáp án hoàn chỉnh, mà đem những điều mình đã trải qua, những thành công, giới hạn, những quyết định khó khăn, thậm chí những điều sau nhiều năm nhìn lại có thể đã suy nghĩ khác, đặt vào một không gian đối thoại để cùng trại sinh phân tích. Chữ Suggested vì vậy cũng hàm chứa một thái độ giáo dục đáng lưu ý, nghĩa là những kinh nghiệm và giải pháp được đưa ra là những gợi ý để quán chiếu, không phải những công thức bất biến. Cùng một nguyên tắc tổ chức nhưng hoàn cảnh đơn vị khác nhau có thể đòi hỏi những phương tiện khác nhau; cùng trung thành với một lý tưởng nhưng những thế hệ khác nhau có thể biểu hiện sự trung thành ấy bằng những cách không hoàn toàn giống nhau. Năng lực của người lãnh đạo vì thế không nằm ở việc thuộc nhiều đáp án, mà ở khả năng nhận diện đúng vấn đề, thấy được nhân duyên của vấn đề và lựa chọn phương cách thích hợp mà không đánh mất nguyên tắc.
- Từ kinh nghiệm Liên Đoàn Trưởng đến tầm nhìn rộng hơn của tổ chức
Chính trong ý nghĩa ấy, sự hướng dẫn của HTr. Nguyên Nhơn – Ngô Thị Thu, HTr. Diệu Nghiêm – Trần Thị Thủy Tiên và HTr. Quảng Mỹ – Võ Thị Thúy Thương mang lại cho đề tài một giá trị thực tiễn đặc biệt. Các Chị từng trực tiếp trải qua trách nhiệm Liên Đoàn Trưởng, rồi từ kinh nghiệm tại đơn vị tiếp tục đảm nhận những trách vụ quan trọng trong sinh hoạt cấp Miền và Ban Hướng Dẫn GĐPT Việt Nam Tại Hoa Kỳ. Điều quý báu được đưa vào thời khóa vì vậy không đơn thuần là kiến thức về Liên Đoàn Trưởng, mà là một chiều dài kinh nghiệm đã đi từ thực tế cơ sở đến tầm nhìn rộng hơn của tổ chức. Khi còn đứng trong một đơn vị, người Liên Đoàn Trưởng nhìn vấn đề từ những nhu cầu rất gần bao gồm nhân sự, chương trình, đoàn sinh, phụ huynh, tự viện, tài chánh, sinh hoạt hằng tuần và những va chạm rất đời thường giữa những con người cùng làm việc thiện nguyện. Nhưng khi đã đi qua cấp Miền và Ban Hướng Dẫn, người Huynh trưởng có thêm cơ hội nhìn thấy một đơn vị trong tương quan với toàn thể tổ chức, thấy những hệ quả dài hạn của một phương pháp lãnh đạo, nhận ra điều gì thuộc về khó khăn địa phương và điều gì phản ánh một vấn đề rộng hơn của GĐPT. Chính khả năng nhìn lại kinh nghiệm cũ từ một vị trí nhận thức mới là tài sản rất đáng quý cho một buổi huấn luyện Huyền Trang.
Do đó, điều đáng lắng nghe từ ba diễn giả không nhất thiết chỉ là: “Khi làm Liên Đoàn Trưởng, tôi đã làm những gì?” Câu hỏi có giá trị huấn luyện hơn có thể là: “Nếu hôm nay trở lại làm Liên Đoàn Trưởng, với tất cả kinh nghiệm mà Anh Chị hiện có, điều gì Anh Chị sẽ tiếp tục giữ, điều gì Anh Chị sẽ làm khác, và điều gì Anh Chị nhất định không bao giờ đánh đổi?” Một câu hỏi như thế có thể mở ra những không gian kinh nghiệm mà tài liệu giáo khoa khó chuyên chở: điều khó nhất của người Liên Đoàn Trưởng mà Nội quy không thể ghi hết; một quyết định ngày trước tưởng là đúng nhưng nhiều năm sau mới thấy còn thiếu; một lần vì quá nhiệt tâm mà vô tình làm người cộng sự mất cơ hội trưởng thành; một trường hợp cần quyết đoán nhưng lại chần chừ; hoặc ngược lại, một lúc đáng lẽ phải lắng nghe thì người lãnh đạo lại quá nhanh chóng đưa ra kết luận. Chính những kinh nghiệm như vậy làm cho kiến thức về lãnh đạo có hơi thở của đời sống và giúp trại sinh hiểu rằng trưởng thành trong trách nhiệm không phải là quá trình trở nên ít sai lầm hơn một cách máy móc, mà là khả năng học sâu hơn từ kinh nghiệm và ngày càng tỉnh thức hơn trước tác động của chính mình lên người khác.
- Tư cách đi trước nhiệm vụ
Từ đó, vấn đề “tư cách” của Liên Đoàn Trưởng cần được đặt trước hoặc ít nhất ngang hàng với “nhiệm vụ”. Một người có thể rất giỏi tổ chức, hoàn thành đầy đủ chương trình, điều hành những kỳ trại thành công và giải quyết công việc nhanh chóng, nhưng tất cả những điều ấy vẫn chưa đủ để xác định phẩm chất lãnh đạo trong một tổ chức giáo dục Phật giáo. Một câu hỏi khác cần được đặt ra: sau một thời gian làm việc với người Liên Đoàn Trưởng ấy, những Huynh trưởng chung quanh có trưởng thành hơn hay trở nên lệ thuộc hơn? Nếu mọi quyết định đều phải chờ một người, mọi công việc quan trọng đều phải do một người thực hiện và khi người ấy vắng mặt toàn bộ sinh hoạt trở nên lúng túng, thì sự tận tụy cá nhân rất có thể đang che khuất một giới hạn về lãnh đạo. Người Liên Đoàn Trưởng giỏi không phải người chứng minh rằng mình có thể làm tất cả mà là người từng bước tạo nên một Ban Huynh Trưởng trong đó nhiều người biết làm, dám làm, được phép thử nghiệm, biết chịu trách nhiệm và có khả năng kế tục. Vì vậy, một trong những chuyển hóa quan trọng nhất cần hình thành nơi trại sinh Huyền Trang là chuyển từ tư duy hoàn thành công việc sang tư duy phát triển con người.
- Lãnh đạo một đơn vị chính là kiến tạo môi trường giáo dục
Điều ấy đặc biệt quan trọng bởi GĐPT không phải một cơ cấu hành chánh thuần túy mà là một tổ chức giáo dục. Liên Đoàn Trưởng vì thế không đơn thuần quản lý các Đoàn; người ấy đang góp phần kiến tạo một môi trường giáo dục và tu học. Mỗi quyết định về nhân sự, mỗi cách điều hành một cuộc họp, mỗi phản ứng trước sai sót của một Huynh trưởng trẻ, mỗi cách giải quyết bất đồng đều mang ý nghĩa giáo dục. Khi một người trẻ đưa ra sáng kiến khác với thói quen của người đi trước, cách Liên Đoàn Trưởng phản ứng sẽ dạy cho người ấy điều gì về tổ chức. Khi một Huynh trưởng phạm lỗi, cách tập thể xử trị sẽ dạy người ấy điều gì về trách nhiệm và lòng bao dung. Khi có bất đồng, phương pháp giải quyết sẽ cho mọi người biết tổ chức thực sự tin vào đối thoại hay chỉ nói về đối thoại. Nhìn từ phương diện này, phương pháp lãnh đạo chính là một phần của chương trình giáo dục, bởi người Huynh trưởng trẻ học cách lãnh đạo không chỉ từ những bài giảng về lãnh đạo mà còn từ cách chính mình được lãnh đạo.
- Liên Đoàn Trưởng trong thực tại xã hội Hoa Kỳ
Trong xã hội Hoa Kỳ, yêu cầu ấy càng trở nên phức tạp. Người Liên Đoàn Trưởng hôm nay đứng tại giao điểm của Phật pháp – tổ chức – Huynh trưởng – đoàn sinh – phụ huynh – tự viện – cộng đồng Việt Nam – và xã hội Hoa Kỳ. Đoàn sinh mà chúng ta giáo dục có thể sinh trưởng hoàn toàn trên đất Mỹ, suy nghĩ bằng tiếng Anh nhiều hơn tiếng Việt, hấp thụ những quan niệm giáo dục đề cao đối thoại, lý giải, quyền lựa chọn và tính cá nhân; trong khi cha mẹ và thế hệ Huynh trưởng đi trước có thể được hình thành từ một môi trường văn hóa khác. Một số em sống trong gia đình đa văn hóa; nhiều em phải cân bằng giữa học đường, thể thao, sinh hoạt xã hội và GĐPT; công nghệ và mạng xã hội đã thay đổi sâu sắc cách các em tiếp nhận thông tin, xây dựng quan hệ và hình thành căn tính. Đồng thời, môi trường Hoa Kỳ đặt ra những tiêu chuẩn ngày càng rõ về an toàn trẻ em, quyền riêng tư, trách nhiệm của người lớn, cách giao tiếp và quản trị tổ chức thiện nguyện. Người Liên Đoàn Trưởng nếu chỉ biết cách GĐPT đã từng vận hành sẽ chưa đủ; nhưng người chỉ biết thích nghi với hiện tại mà không hiểu vì sao GĐPT đã hình thành những nguyên tắc của mình cũng rất dễ đánh mất phương hướng.
- Truyền thống và thích nghi – phân biệt giá trị với phương tiện
Vì vậy, bài toán quan trọng không phải là lựa chọn giữa truyền thống hay hiện đại, mà là học cách phân biệt giá trị cốt lõi với phương tiện lịch sử. Có những điều cần được gìn giữ bởi nếu mất chúng, GĐPT có thể vẫn tồn tại về danh xưng nhưng dần mất căn tính: đời sống quy hướng Tam Bảo; lý tưởng giáo dục tuổi trẻ theo Phật pháp; tinh thần Bi – Trí – Dũng; đời sống tu học và thân giáo của người Huynh trưởng; tinh thần tự nguyện phụng sự; tình Lam; ý thức tổ chức; sự kính thuận Chư Tôn Đức; mối liên hệ với tự viện; truyền thống văn hóa Việt Nam và trách nhiệm truyền thừa. Nhưng cách tổ chức một buổi họp, phương tiện truyền thông, ngôn ngữ giảng dạy, công nghệ quản trị, cách phân công công việc, phương pháp sinh hoạt hay nhiều tập quán hành chánh hoàn toàn có thể và đôi khi cần phải thay đổi. Truyền thống không nhất thiết nằm trong hình thức cũ; truyền thống nằm trong giá trị mà hình thức ấy được tạo ra để chuyên chở. Người Liên Đoàn Trưởng có bản lĩnh vì thế phải đủ hiểu truyền thống để biết điều gì không thể đánh mất, đồng thời đủ tự tin và sáng suốt để thay đổi những phương tiện không còn phục vụ hữu hiệu cho chính truyền thống ấy.
- Khả năng “phiên dịch truyền thống” cho thế hệ mới
Ở đây xuất hiện một năng lực đặc biệt quan trọng của người lãnh đạo GĐPT tại Hoa Kỳ: khả năng phiên dịch truyền thống cho thế hệ mới. Đó không đơn thuần là dịch từ tiếng Việt sang tiếng Anh. Đó là khả năng chuyển một giá trị được hình thành trong kinh nghiệm của thế hệ trước sang ngôn ngữ nhận thức của thế hệ hôm nay; giải thích vì sao một nghi thức đáng được gìn giữ thay vì chỉ yêu cầu người trẻ thực hiện; giúp đoàn sinh hiểu ý nghĩa của đồng phục thay vì chỉ kiểm tra đồng phục; giúp Huynh trưởng trẻ hiểu tinh thần tổ chức thay vì chỉ viện dẫn cấp bậc; giúp một người trẻ sinh trưởng tại Hoa Kỳ cảm nhận rằng văn hóa Việt Nam không phải một gánh nặng của quá khứ mà là một phần di sản có thể làm phong phú căn tính của chính mình. Người lãnh đạo càng hiểu sâu truyền thống càng ít cần dùng truyền thống như một mệnh lệnh, bởi người ấy có khả năng làm cho ý nghĩa của truyền thống tự thuyết phục người tiếp nhận.
- Hai chiều của truyền thừa – Ban Giảng Huấn và trại sinh cùng học
Nhưng Panel cũng sẽ mất đi giá trị nếu kinh nghiệm chỉ được truyền theo một chiều. Ban Giảng Huấn có chiều dài kinh nghiệm; trại sinh lại có sức nóng của thực tại. Những người đi trước biết vì sao một số nguyên tắc đã hình thành, nhưng những người đang trực tiếp làm việc với đoàn sinh hôm nay có thể biết nguyên tắc ấy đang được tiếp nhận ra sao. Một bên có ký ức tổ chức, bên kia có kinh nghiệm của hiện tại. Một bên có thể cảnh báo những sai lầm đã từng trả giá, bên kia có thể nhận diện những vấn đề mà quá khứ chưa từng phải đối diện. Chính ở nơi hai nguồn kinh nghiệm ấy gặp nhau, Suggested Panel Discussion mới đạt được ý nghĩa đích thực của nó: truyền thừa không phải là chuyển nguyên vẹn câu trả lời của thế hệ trước cho thế hệ sau, mà là trao truyền những giá trị, kinh nghiệm và phương pháp tư duy để thế hệ sau đủ khả năng tìm câu trả lời cho hoàn cảnh của chính mình.
- Từ tình huống thực tế đến tư duy lãnh đạo
Vì vậy, thay vì để ba diễn giả lần lượt trình bày những phần đã phân chia sẵn, người điều hợp có thể đưa ra những tình huống thật để cả Panel và trại sinh cùng khảo sát: một Đoàn Trưởng trẻ có sáng kiến trái với thói quen lâu năm của đơn vị; một Huynh trưởng rất giỏi chuyên môn nhưng khó hòa hợp với tập thể; phụ huynh phản đối một phương pháp sinh hoạt; đoàn sinh không hiểu tiếng Việt nhưng tha thiết với GĐPT; Ban Huynh Trưởng thiếu nhân sự khiến Liên Đoàn Trưởng phải gánh quá nhiều việc; hoặc một bất đồng giữa các thế hệ về cách tổ chức sinh hoạt. Với mỗi tình huống, câu hỏi không nên chỉ là “ai đúng, ai sai?”, mà phải đi sâu hơn: nguyên nhân nằm ở đâu, giá trị nào đang cần bảo vệ, người nào đang cần được lắng nghe, Nội quy cho chúng ta nguyên tắc gì, Phật pháp giúp chúng ta quán chiếu tâm mình như thế nào, và giải pháp nào vừa giải quyết được công việc vừa không làm tổn thương con người? Chính cách đặt câu hỏi ấy có thể giúp trại sinh chuyển từ tư duy xử lý sự việc sang tư duy lãnh đạo.
- Quyền hạn là trách nhiệm – lãnh đạo là làm cho người khác trưởng thành
Từ tất cả những thảo luận ấy, có lẽ một trong những bài học đắt giá nhất cần được rút ra là: Liên Đoàn Trưởng không phải người đứng trên các Đoàn, mà là người chịu trách nhiệm tạo điều kiện để toàn bộ hệ thống giáo dục của đơn vị vận hành đúng hướng. Quyền hạn vì thế phải được hiểu như trách nhiệm chứ không phải đặc quyền. Uy tín không đến từ khả năng khiến người khác tuân theo mình, mà từ khả năng khiến người khác tin rằng khi cùng làm việc với mình, họ được tôn trọng, được lắng nghe, được trưởng thành và được cùng chịu trách nhiệm. Người Liên Đoàn Trưởng giỏi không nhất thiết nói nhiều nhất trong cuộc họp; đôi khi đó là người biết đặt đúng câu hỏi. Không nhất thiết quyết định mọi chuyện; mà biết chuyện nào mình phải quyết định, chuyện nào cần trí tuệ tập thể, chuyện nào nên giao cho người trẻ và chuyện nào phải đủ kiên nhẫn để họ tự học từ kinh nghiệm. Cũng không nhất thiết là người không bao giờ sai; quan trọng hơn là người có khả năng nhận ra sai lầm, điều chỉnh và biến chính sai lầm thành bài học cho mình và cho tập thể.
- Một câu hỏi để người đi trước nhìn lại con đường đã đi
Có lẽ vì thế, một trong những câu hỏi đáng để dành lại ở cuối Panel cho cả ba diễn giả là: “Qua tất cả những trách nhiệm mà Anh Chị đã đi qua, nếu hôm nay trở lại làm Liên Đoàn Trưởng, điều gì Anh Chị sẽ làm khác, và điều gì nơi một Liên Đoàn Trưởng mà Anh Chị nhất định không bao giờ đánh mất?” Những câu trả lời có thể khác nhau, và chính sự khác nhau ấy mới đáng quý. Bởi trại sinh Huyền Trang không cần ba phiên bản giống nhau của một câu trả lời; điều họ cần là nhìn thấy những người đã thực sự đi qua con đường ấy suy nghiệm về chính con đường mình đã đi như thế nào.
- Từ chức vụ đến năng lực tiếp nối
Sau cùng, mục đích yêu cầu của đề tài “Tư cách & nhiệm vụ của một Liên Đoàn Trưởng” không phải để trại sinh mang về thêm một danh mục những điều phải làm. Điều đáng mong đợi hơn là khi rời buổi thảo luận, mỗi người bắt đầu tự hỏi: Tôi đang gìn giữ điều gì? Tôi đang đào luyện ai? Tôi đang tạo ra những người cộng sự hay những người lệ thuộc? Và nếu một ngày tôi rời khỏi trách nhiệm này, điều gì sẽ tiếp tục? Nếu sau một giai đoạn phụng sự, những Huynh trưởng trẻ trưởng thành hơn, Ban Huynh Trưởng biết làm việc với nhau hơn, đoàn sinh hiểu và thương GĐPT hơn, phụ huynh tin tưởng hơn, quan hệ với tự viện và cộng đồng tốt đẹp hơn, đồng thời một thế hệ mới đủ bản lĩnh bước lên nhận lãnh trách nhiệm, bấy giờ người Liên Đoàn Trưởng đã để lại một thành quả lớn hơn bất kỳ chương trình hay kỳ trại thành công nào: một năng lực tiếp nối.
Kết – Nơi truyền thống và tương lai gặp nhau
Và đó có lẽ cũng là nơi đề tài này gặp tinh thần sâu xa của Trại Huyền Trang. Bởi huấn luyện Huyền Trang không nhằm chuẩn bị thêm những người để giữ một chức vụ mà góp phần đào luyện những Huynh trưởng đủ tư cách nhận lãnh một trách nhiệm: đủ tu học để biết điều phục chính mình trước khi hướng dẫn người khác; đủ trí tuệ để phân biệt nguyên tắc với phương tiện; đủ khiêm cung để lắng nghe; đủ bản lĩnh để quyết định khi cần thiết; đủ bao dung để người khác được thử nghiệm và trưởng thành; đủ hiểu truyền thống để không đánh mất căn tính; nhưng cũng đủ tỉnh thức trước thời đại để không biến truyền thống thành một bảo tàng của ký ức. Giữa xã hội Hoa Kỳ đang không ngừng thay đổi, phương tiện có thể mới, ngôn ngữ có thể khác, phương pháp giáo dục có thể tiếp tục được điều chỉnh, nhưng nền tảng của người Liên Đoàn Trưởng vẫn phải là đời sống tu học, thân giáo, lòng thương người, tinh thần trách nhiệm và khả năng trao truyền lý tưởng. Khi những nền tảng ấy còn sống trong con người, truyền thống không bị đóng lại trong quá khứ; truyền thống trở thành một dòng sống có khả năng đi vào tương lai.
Xin kính chúc HTr. Nguyên Nhơn – Ngô Thị Thu, HTr. Diệu Nghiêm – Trần Thị Thủy Tiên và HTr. Quảng Mỹ – Võ Thị Thúy Thương, từ chiều dài kinh nghiệm đã được vun bồi qua những năm tháng trực tiếp gánh vác đơn vị và những trách nhiệm rộng lớn hơn nơi cấp Miền, Ban Hướng Dẫn, sẽ trao đến trại sinh không riêng những điều đã biết hay đã làm, mà cả những suy nghiệm được chắt lọc từ thành công, thử thách và những bài học chỉ thời gian phụng sự mới có thể làm sáng tỏ. Mong rằng sự chia sẻ chân thành của các Chị sẽ giúp mỗi trại sinh nhìn trách nhiệm Liên Đoàn Trưởng bằng một tầm nhìn sâu hơn: không phải một vị trí để đứng vào, mà là một trách nhiệm phải trưởng thành cho xứng đáng để nhận lãnh.
Xin chúc quý Anh Chị trại sinh Huyền Trang bước vào cuộc đối thoại này với tâm thế rộng mở, biết lắng nghe kinh nghiệm của người đi trước nhưng cũng can đảm đặt những câu hỏi của chính thời đại mình; biết trân trọng những gì đã được trao truyền nhưng không dừng lại ở việc lặp lại; biết học từ thành công mà cũng đủ sâu sắc để học từ những giới hạn và sai lầm. Mong mỗi Anh Chị sau buổi học sẽ mang về đơn vị không phải một khuôn mẫu Liên Đoàn Trưởng đã hoàn tất, mà là một nhận thức rõ hơn về người Liên Đoàn Trưởng mà chính mình cần tiếp tục tu học để trở thành.
Và xin chúc cho cuộc gặp gỡ giữa kinh nghiệm của Ban Giảng Huấn và sức sống của thế hệ đang tiếp nối sẽ làm nên một buổi thảo luận thật sự có ý nghĩa; để những điều được trao hôm nay không dừng lại trong giờ học hay trên trang tài liệu, mà tiếp tục được kiểm chứng bằng đời sống, được chuyển hóa thành cung cách lãnh đạo, được thể hiện trong tình thương đối với đoàn sinh, trong sự nâng đỡ Huynh trưởng trẻ, trong khả năng xây dựng hòa hợp và nhất là trong sự chuẩn bị âm thầm cho những người sẽ bước tới sau mình.
Kính chúc Ban Giảng Huấn thành công trong sự trao truyền; chúc quý Anh Chị trại sinh thành tựu trong hành trình tiếp nhận, chuyển hóa và kế thừa. Để rồi từ Trại Huyền Trang hôm nay, mỗi người trở về đơn vị với một tâm nguyện sâu hơn, một tầm nhìn rộng hơn và một trách nhiệm lớn hơn: gìn giữ những giá trị đã làm nên GĐPT, can đảm mở đường cho những điều thời đại đang đòi hỏi, và cùng nhau làm cho dòng Lam được tiếp nối bằng những thế hệ vừa biết cúi xuống trước di sản, vừa đủ bản lĩnh đứng dậy trước tương lai.

The Character & Responsibilities of a Unit Leader
1. From a defined position to leadership capacity
“The Character & Responsibilities of a Unit Leader,” within the Huyền Trang training program, is a fundamental subject, yet it should not be approached merely as a lesson on functions or as another review of what has already been prescribed in the Rules and Regulations and training materials. The Rules and Regulations can help a Leader understand where the Unit Leader stands within the organizational structure and what responsibilities the position carries toward the Leadership Committee, the individual Sections, members, the supervising leadership level, and the overall life of the unit. Yet between what is formally prescribed and the actual capacity to lead a vibrant unit lies a considerable distance—one that must be bridged by Buddhist practice, character, experience, sound judgment, and the art of working with people. If we stop at the question, “What must a Unit Leader do?” we have touched only upon the position itself. Huyền Trang training must go further and ask: “What kind of person must a Leader become in order to be worthy and capable of fulfilling those responsibilities?” It is precisely within this space between prescribed functions and actual leadership capacity that this subject is most appropriately explored through a “Suggested Panel Discussion” — a facilitated dialogue.
2. Suggested Panel Discussion – when experience becomes the substance of training
A Suggested Panel Discussion should not be understood simply as replacing one lecturer or trainer with several speakers, nor should it become three short presentations placed side by side. The value of this method lies in transforming experience into the substance of training and moving learners from the position of passive recipients into active participants in the construction of understanding. The facilitators need not appear as those who possess complete answers. Rather, they bring into the dialogue what they themselves have experienced—their successes and limitations, difficult decisions, and even matters they may view differently after many years of reflection—so that these experiences may be examined together with the trainees. The word Suggested therefore carries an important educational implication: the experiences and solutions offered are suggestions for reflection, not immutable formulas. The same organizational principle may require different means under different circumstances; different generations may remain faithful to the same ideal while expressing that fidelity in ways that are not entirely identical. Leadership capacity, therefore, does not lie in possessing many ready-made answers, but in the ability to recognize the real issue, understand the conditions that give rise to it, and choose an appropriate course of action without compromising fundamental principles.
3. From the experience of a Unit Leader to a broader organizational perspective
It is precisely in this sense that the participation of Leader Nguyên Nhơn – Ngô Thị Thu, Leader Diệu Nghiêm – Trần Thị Thủy Tiên, and Leader Quảng Mỹ – Võ Thị Thúy Thương brings particular practical value to this subject. All three have directly served in the responsibility of Unit Leader and, from that experience at the local unit level, have continued to assume important responsibilities at both the Regional level and within the National Executive Committee of Gia Đình Phật Tử Việt Nam tại Hoa Kỳ. What they bring to this session, therefore, is not merely knowledge about the role of the Unit Leader, but a depth of experience extending from grassroots realities to a broader organizational perspective. While serving within a local unit, a Unit Leader encounters immediate concerns: personnel, programs, members, parents, the temple, finances, weekly activities, and the very human frictions that inevitably arise among volunteers working together. Having subsequently served at the Regional and National Executive levels, however, a Leader gains an opportunity to view the local unit in relation to the organization as a whole, to recognize the long-term consequences of particular leadership approaches, and to distinguish between difficulties unique to a locality and issues reflecting broader challenges within GĐPT. This capacity to revisit earlier experiences from a more developed vantage point is an especially valuable resource for a Huyền Trang training session.
Accordingly, what deserves to be heard from the three panelists is not necessarily limited to: “What did I do when I was a Unit Leader?” A question of greater training value might be: “If you were to serve again as a Unit Leader today, with all the experience you now possess, what would you continue to preserve, what would you do differently, and what would you never be willing to compromise?” Such a question can open dimensions of experience that training manuals can rarely convey: the most difficult aspects of being a Unit Leader that no set of Rules and Regulations can fully describe; a decision that once seemed correct but years later revealed something incomplete; an occasion when excessive enthusiasm unintentionally deprived a fellow Leader of an opportunity to grow; a situation that called for decisiveness but was met with hesitation; or, conversely, a moment when listening was needed but the leader reached a conclusion too quickly. Experiences such as these give leadership knowledge the breath of real life and help trainees understand that growing into responsibility is not simply a mechanical process of making fewer mistakes, but rather the capacity to learn more deeply from experience and become increasingly mindful of the impact one has upon others.
4. Character before responsibility
From this perspective, the “character” of a Unit Leader must be placed before, or at least on equal footing with, “responsibilities.” A person may be highly capable in organization, complete every program successfully, conduct effective camps, and resolve matters efficiently, yet none of these alone is sufficient to define leadership quality within a Buddhist educational organization. Another question must therefore be asked: after working with that Unit Leader for a period of time, have the Leaders around that person become more mature, or more dependent? If every decision must wait for one individual, every important task must be performed by that same person, and the entire unit becomes uncertain whenever that person is absent, then personal dedication may actually be concealing a limitation in leadership. An effective Unit Leader is not one who demonstrates an ability to do everything, but one who gradually builds a Leadership Committee in which many people know how to act, dare to act, are permitted to experiment, learn to accept responsibility, and develop the capacity to succeed those who came before them. One of the most important transformations Huyền Trang trainees must therefore undergo is the movement from a mindset of completing tasks to one of developing people.
5. Leading a unit means creating an educational environment
This is particularly important because GĐPT is not merely an administrative structure; it is an educational organization. The Unit Leader therefore does more than manage the individual Sections; that person participates in creating an environment of education and Buddhist practice. Every personnel decision, every manner in which a meeting is conducted, every response to the mistake of a younger Leader, and every approach to resolving disagreement carries educational meaning. When a younger person proposes an initiative that differs from long-established practices, the Unit Leader’s response teaches that person something about the organization. When a Leader makes a mistake, the manner in which the collective responds teaches something about responsibility and compassion. When disagreement arises, the way it is resolved reveals whether the organization genuinely believes in dialogue or merely speaks about it. Seen from this perspective, the method of leadership is itself part of the educational program, because younger Leaders learn leadership not only from lessons about leadership, but also from the way they themselves are led.
6. The Unit Leader within the realities of American society
Within American society, these demands become even more complex. Today’s Unit Leader stands at the intersection of the Dharma – the organization – Leaders – members – parents – the temple – the Vietnamese community – and American society. The young people we educate may have been born and raised entirely in the United States, may think more naturally in English than in Vietnamese, and may have absorbed educational values emphasizing dialogue, explanation, personal choice, and individuality, while their parents and earlier generations of Leaders may have been formed within a different cultural environment. Some live in multicultural families; many must balance school, sports, social activities, and GĐPT; technology and social media have profoundly changed how they receive information, build relationships, and form their identities. At the same time, the American environment establishes increasingly clear standards regarding child safety, privacy, adult responsibility, communication, and the governance of volunteer organizations. A Unit Leader who knows only how GĐPT operated in the past will no longer be adequately prepared; yet one who knows only how to adapt to the present without understanding why GĐPT developed its principles in the first place may just as easily lose direction.
7. Tradition and adaptation – distinguishing values from means
The essential question, therefore, is not a choice between tradition or modernity, but the ability to distinguish core values from historically conditioned means. Certain foundations must be preserved because, without them, GĐPT may continue to exist in name while gradually losing its identity: a life oriented toward the Three Jewels; the ideal of educating youth according to the Dharma; the spirit of Compassion – Wisdom – Courage; the Buddhist practice and exemplary conduct of the Leader; voluntary service; the bonds of Lam fellowship; organizational consciousness; reverence toward the Venerable Sangha; the relationship with the temple; Vietnamese cultural traditions; and the responsibility of transmission. Yet the way a meeting is organized, the means of communication, the language of instruction, administrative technologies, methods of delegation, approaches to activities, and many administrative customs can—and sometimes must—change. Tradition does not necessarily reside in old forms; tradition resides in the values those forms were created to carry. A capable Unit Leader must therefore understand tradition deeply enough to know what must never be lost, while possessing sufficient confidence and wisdom to change those means that no longer effectively serve the very tradition they were intended to sustain.
8. The capacity to “translate tradition” for a new generation
Here emerges a particularly important capacity for GĐPT leadership in the United States: the ability to translate tradition for a new generation. This is not simply translation from Vietnamese into English. It is the ability to carry a value formed through the experience of an earlier generation into the conceptual language of the present generation; to explain why a ritual deserves preservation rather than merely requiring young people to perform it; to help members understand the meaning of the uniform rather than merely inspecting it; to help younger Leaders understand the spirit of the organization rather than simply invoking rank or hierarchy; and to help a young person raised in the United States experience Vietnamese culture not as a burden inherited from the past, but as part of a heritage capable of enriching that person’s own identity. The more deeply a leader understands tradition, the less that leader needs to impose tradition as a command, because that person possesses the capacity to allow the meaning of tradition itself to persuade those who receive it.
9. The two directions of transmission – the Training Faculty and trainees learning together
Yet the Panel will also lose much of its value if experience flows in only one direction. The Training Faculty brings the depth of accumulated experience; the trainees bring the immediacy of present reality. Those who came before may understand why certain principles were formed, while those now working directly with today’s young people may understand how those principles are presently being received. One side carries organizational memory; the other carries the experience of the present. One may warn against mistakes for which earlier generations have already paid a price; the other may identify challenges that the past never had to confront. It is precisely where these two sources of experience meet that the Suggested Panel Discussion reaches its fullest meaning: transmission is not the transfer of intact answers from one generation to the next, but the transmission of values, experience, and ways of thinking that enable the next generation to discover appropriate answers for the circumstances of its own time.
10. From real-life situations to leadership thinking
Rather than having the three panelists sequentially present predetermined portions of the subject, the facilitator may therefore introduce actual situations for both the Panel and trainees to examine together: a young Section Leader proposes an initiative contrary to the unit’s long-established practices; a Leader is highly competent professionally but has difficulty working harmoniously with others; parents object to a particular activity or educational method; a member understands little Vietnamese but is deeply committed to GĐPT; a shortage of personnel forces the Unit Leader to carry too many responsibilities; or generational differences produce disagreement over how activities should be organized. In each situation, the central question should not simply be “Who is right and who is wrong?” It should go deeper: Where does the problem originate? What value needs to be protected? Who needs to be heard? What principles do the Rules and Regulations provide? How does the Dharma help us reflect upon our own minds and motivations? And what solution can address the matter without harming the people involved? Questions of this nature can help trainees move from a mindset of handling incidents toward a mindset of leadership.
11. Authority is responsibility – leadership is enabling others to grow
From all these discussions, perhaps one of the most valuable lessons to be drawn is this: the Unit Leader is not someone who stands above the individual Sections, but someone responsible for creating the conditions in which the entire educational system of the unit can function in the right direction. Authority must therefore be understood as responsibility rather than privilege. Credibility does not arise from the ability to make others obey, but from enabling others to trust that, in working together, they will be respected, heard, given opportunities to mature, and invited to share responsibility. An effective Unit Leader is not necessarily the person who speaks most in a meeting; sometimes it is the person who knows how to ask the right question. Such a leader does not necessarily decide everything, but understands which matters require a personal decision, which require collective wisdom, which should be entrusted to younger Leaders, and which require enough patience to allow others to learn through experience. Nor must an effective leader be someone who never makes mistakes; more important is the capacity to recognize mistakes, make adjustments, and transform those very mistakes into lessons for oneself and for the collective.
12. A question inviting those who came before to look back upon the road traveled
For this reason, one of the most meaningful questions to reserve for the conclusion of the Panel may be addressed to all three panelists: “Through all the responsibilities you have carried, if you were to become a Unit Leader again today, what would you do differently, and what quality of a Unit Leader would you never allow yourself to lose?” Their answers may differ, and it is precisely those differences that are valuable. Huyền Trang trainees do not need three identical versions of one answer; what they need is the opportunity to witness how those who have genuinely traveled this path now reflect upon the path they themselves have taken.
13. From holding a position to cultivating the capacity for continuity
Ultimately, the purpose and expectation of “The Character & Responsibilities of a Unit Leader” is not for trainees to leave with another list of duties. What matters more is that, as they leave the discussion, each begins to ask: What am I preserving? Whom am I developing? Am I cultivating collaborators or creating dependence? And if one day I leave this responsibility, what will continue? If, after a period of service, younger Leaders have matured, the Leadership Committee works together more effectively, members understand and cherish GĐPT more deeply, parents have greater trust, relationships with the temple and community have grown stronger, and a new generation possesses the courage and capacity to step forward and assume responsibility, then the Unit Leader has left behind something greater than any successful program or camp: the capacity for continuity.
Conclusion – where tradition and the future meet
And this may also be where this subject encounters the deeper spirit of Huyền Trang Training. Huyền Trang training is not intended merely to prepare more people to hold positions; it seeks to cultivate Leaders worthy and capable of assuming responsibility: sufficiently grounded in Buddhist practice to discipline themselves before guiding others; wise enough to distinguish principles from means; humble enough to listen; courageous enough to decide when decisions are required; generous enough to allow others to experiment and grow; deeply rooted enough in tradition not to lose their identity; yet sufficiently mindful of their time not to turn tradition into a museum of memory. Amid an American society that continues to change, the means may be new, the language may be different, and educational methods may continue to evolve, but the foundations of a Unit Leader must remain Buddhist practice, exemplary conduct, compassion for others, a sense of responsibility, and the capacity to transmit the ideal. When these foundations remain alive within the individual, tradition is no longer confined to the past; tradition becomes a living current capable of flowing into the future.
May we respectfully wish Leader Nguyên Nhơn – Ngô Thị Thu, Leader Diệu Nghiêm – Trần Thị Thủy Tiên, and Leader Quảng Mỹ – Võ Thị Thúy Thương, drawing upon the depth of experience cultivated through years of directly carrying responsibilities at the unit level and through broader responsibilities at the Regional and National Executive levels, every success in offering the trainees not merely what they have known or done, but also the reflections distilled from achievements, challenges, and lessons that only years of dedicated service can bring into full clarity. May their sincere sharing help each trainee see the responsibility of a Unit Leader from a deeper perspective: not as a position one steps into, but as a responsibility for which one must continue to grow in order to become worthy of receiving it.
May all Huyền Trang trainees enter this dialogue with open minds and hearts, willing to listen to the experience of those who came before while also having the courage to raise the questions of their own time; cherishing what has been transmitted without merely repeating it; learning from success while possessing sufficient depth to learn from limitations and mistakes as well. May each trainee return to the unit after this session not with a completed model of what a Unit Leader must be, but with a clearer understanding of the Unit Leader that one must continue to practice, cultivate, and grow to become.
And may this meeting between the experience of the Training Faculty and the vitality of the succeeding generation give rise to a truly meaningful dialogue, so that what is shared today does not remain confined to the training session or the pages of a document, but continues to be tested in life, transformed into the manner in which leadership is practiced, expressed through compassion for members, through support for younger Leaders, through the capacity to cultivate harmony, and above all through the quiet preparation of those who will one day step forward to continue the work.
May the Training Faculty succeed in the work of transmission, and may all Huyền Trang trainees find fulfillment in the journey of receiving, transforming, and carrying that inheritance forward. May each person return from Huyền Trang Training with a deeper aspiration, a broader vision, and a greater sense of responsibility: preserving the values that have shaped GĐPT, courageously opening pathways to meet the demands of our time, and together ensuring that the Lam current continues through generations who know how to bow before their inheritance, yet possess the courage to rise and face the future.
